About this file
This document is a Single Source Justification under the Simplified Acquisition Threshold for the acquisition of an Aqua-Life BioStream 25 electric fish pump for the Jordan River National Fish Hatchery. The hatchery requires this specific brand and model of fish pump due to its proven suitability for their coregonine production program, as well as the existing relationship with the manufacturer, Magic Valley Helli-Arc and Manufacturing. No other domestic sources are considered capable of meeting the technical requirements. The justification cites the need for a backup pump in case of equipment failure, and the determination of fair and reasonable pricing will be made through competitive quotes and market research. The related federal contract opportunity is a solicitation for the MI JORDAN RIVER NFH FISH PUMP, issued by the Department of the Interior Fish and Wildlife Service.

| Text3: We are purchasing this pump directly from the manufacturer. There is no other source. As stated above we are purchasing a second unit to serve as a back-up in case our sole pump were to fail for some unforeseen reason, jeopardizing fish restoration programs in the Great Lakes. | |
| Text2: Jordan River NFH has tried in-tank models of fish pumps with poor results on coregonines. The BioStream 25 from Aqua-Life is produced in the U.S. by Magic Valley Helli-Arc and Manufacturing. Nearest competitive source is Faive-Aqua out of France. Their "Pescamotion 10 is a 2.5" discharge above water pump. We are not interested in this vendor as it is NOT made in the U.S. and support for parts is expensive and subject to middle-man upcharges. The Aqua-Life models are made in Idaho and the USFWS have a +20 year relationship with the company. | |
| Text1: Jordan River NFH is home to the largest coregonine production program in North America. A vital component of this project is the use of a Aqua-Life Biostream 25 electric fish pump. Due to the fragile nature of this class of animal USFWS biologist have found that the Biostream model of side discharge fish pump in 2.5" is the best proven equipment to carry out various hatchery evolutions. The facility currently has one of these models and is purchasing this additional pump as a back-up in case of equipment failure. | |
| Text4: There are no barriers to competition. If another U.S. company would make a better pump, more economically, and with as good of technical support I would buy it. That company does not exist. | |
| Text6: Determination of fair and reasonableness will be determined by competitive quotes and/or market research. | |

Text5: Magic Valley's Biostream line of fish pumps are the standard for electric or fuel driven fish pumps manufactured in the United States. The parent company has been making fish transfer equipment since 1975 and is a proven leader in this technology.
