JUSTIFICATION AND APPROVAL

SOLE-SOURCE

SUBJECT:

Justification and Approval to Purchase: VT-MAK MX-SIMCORE

ABSTRACT: IAW: 10 U.S.C. 2304(c) (1) and 41 U.S.C. 3304(b) (1) -. The Government refers to alleging in accordance with FAR 6.302-1 that there is “Only one brand name specific and no other supplies or services will satisfy agency requirements in order to meet the agency’s standardization program.” The required written justification and approvals are as follows:

1. CONTRACTING AGENCY - The contracting agency responsible for this action is the 137th ARW, Oklahoma Air National Guard Base Contracting Office, Oklahoma City, Oklahoma.

2. DESCRIPTION OF REQUIREMENT –

The VT-MAK MX-SIMCORE is a WESCAM L-3 approved software only version of the WESCAM MX-SIM training device. It is powerful mission training device software and training solution that delivers a fully interactive training and mission rehearsal environment for operators of WESCAM MX-Series imaging systems.

The VT-MAK MX-SIMCORE is fully customizable to match the exact turret and sensor configuration of MC12W systems, the MX-SIMCORE provides the highest fidelity simulation and training experience. Supporting all standard sensor options and user interfaces, operators train on the exact configuration they will be using when performing live missions.

3. DESCRIPTION OF SUPPLIES/SERVICES BRAND NAME SPECIFICATION

REQUIREMENT

WESCAM is the Original Equipment Manufacturer (OEM), and has designed and developed the WESCAM™ MX-series of Electro-Optic/Infrared (EO/IR) surveillance systems and accessories, including the WESCAM MX training device. WESCAM provides a software only version of the MX-SIM training device, called the MX-SIMCORE sold by VT-MAK. VT-MAK is the only authorized supplier that can sell the MX-series software training device systems originally designed and supplied by Wescam Inc.

4. Impact if action is not completed using BRAND NAME restriction: Mission essential for training for MC-12W Aircrew. Practical solution for lack of aircraft availability. In October we will be down to 1 aircraft for 3-6 Months. Without the MX-SIMCORE training device software for integration with the 137th SOG’s Immersive Training Device (ITDs), the Formal Training Unit will have sever delays in Programmed Flight Training (PFT) that will have a direct negative impact on the 137th ability to support our downrange mission.

5. AUTHORITY CITED – FAR 6.302-1 “Only one brand name specific and no other supplies or services will satisfy agency requirements in order to meet the agency’s standardization program.”

6. REASON FOR AUTHORITY CITED:

The know-how, design of these systems, servicing and upgrade process is proprietary to Wescam Inc who has provide data only to VT-MAK as an authorized distributer. Other manufacturers and suppliers would not have access to appropriate technical data to manufacture, repair or upgrade these systems. Wescam’s MX-series of EO/IR systems are highly sophisticated systems that require special tooling, equipment, and technical skill sets to manufacture and perform repairs or upgrades.
