SUBJECT: Brand Name Justification for 3D Scanner with Reverse Engineering Software
1. The Purpose of this acquisition is to provide the Aircraft Battle Damage Repair (ABDR) Program with a HandyScan 3D Scanner with Reverse Engineering Software. This requirement will enable the Aircraft Battle Damage Repair (ABDR) Program to rapidly conduct damage assessments and provide precise data to engineers to sustain its current mission set. This is a new repair capability and has been needed in the past to accomplish our mission. The alternative is to take measurements using antiquated and less precise methods that take longer and often require redundant clarification when articulating the scope of damage to engineers.
2. A brand name equipment source memorandum was issued to all Air Force Contraction Organizations by the Air Force Metal Technology Office on 8 April 2021. A USAF-approved memorandum identifies the Creaform HANDYSCAN series of 3D scanner systems as a brand name requirement. The memorandum states the following rationale: “The Creaform HANDYSCAN-series systems were down selected based on technical agility, capabilities and costs: accuracy, portability, resolution, maximum measured part volume, operationg costs, and ease of training. A decision matrix was created applying weighted scores to each category, based on AF Metals Technology Career Field need. Results overwhelmingly support Creaform HANDYSCAN systems implementation. The scrict technical requirements inhibit the ability to find additional options without incurring substantial delay in services (2-3 years) and a substantial cost burden (new development, $2-5M) to the United States Air Froce, This delay WILL affect aircraft availability and downtime, due to our aging fleet and lack of availability to quickly produce unique, low-volume parts.”
3. The aforementioned memo dictates that currently only the Creaform HandyScan 3D scanner delivers the unique product specifications that satisfy USAF-approved engineering drawings, guidance and pre-existing AF training requirements.
4. A sources sought was posted to beta.SAM.gov from 8 April 2021 to 16 April 2021 seeking vendors capable of providing HANDYSCAN 3D scanners with reverse engineering software. Three vendors, Grand Slam Universal, NeoMetrix Technologies, Inc, and Wisecomtech responded stating that they were capable and willing to provide the requirement. All three are small businesses registered in SAM.
Historical contracts were also reviewed and this revealed a recent history of the Air Force awarding contracts to small business for HANDYSCAN 3DScanner Requirements. Contract no. FA442718P0228 was awarded in 2018 at Travis AFB to Creaform U.S.A. Inc., Contract no FA4466019PA073 was awarded in 2019 at Little Rock AFB to GoEngineer, Inc., Contract no FA449719PAO32 was award in 2019 at Dover AFB to Sterling Computers Corporation. Contract FA558718P0053 was awarded in 2018 at RAF Lakenheath to Creaform U.S.A. Inc, and Contract no FA665218P0012 was awarded in 2018 at Youngstown Air Reserve Station to CIMQUEST Inc. All of these awards were either initially total small business set-asides or ultimately satisfied by small business vendors after competition. Although this requirement dictates a brand name requirement, the HandyScan is available through multiple vendors and it is anticipated that a solicitation via the GPE beta.SAME.gov will yield adequate competition under a 100% set-aside for small business. At this time, unless AF policy changes, this requirement must be satisfied as a brand name requirement, however HandyScan has multiple authorized resellers and competition from two or more vendors is expected under a total small business set-aside. AFSC/PZI will continue to monitor policy as it develops, as it pertains to the brand name requirement, and will continue to seek alternative sources for future requirements.
