Justification and Approval (J&A) for Other Than Full and Open Competition
NOTE: If a Justification and Approval was approved for the preceding acquisition, a copy of the approved J&A for the predecessor action must be included in the staff package for approval of the instant J&A. This applies to J&A staff packages that are submitted for review and approval at a level above the contracting officer. I. Contracting Activity.
The contracting organization responsible for this action is the 2nd Contracting Squadron, 801 Kenney Ave.
Suite 2301, Barksdale AFB, LA 71110.
II. Nature and/or description of the action being processed.
This acquisition is to obtain, by the use of other than full and open competition, the requested Electronic Security System (ESS) at Barksdale AFB. The term ESS covers Intrusion Detection Systems (IDS), Access Control Systems (ACS) and Close Circuit TV (CCTV). Installed ESS will cover three facilities;
specifically, it will cover buildings 6000 2 SFS BDOC, VICADS server room, Confinement, 6237 Alternate Amory, 6426 Alternate BDOC, and 7055 MWD ARMAG, and be guided by security doctrines contained within Air Force Instructions (AFI) 31-101 and AFI 31-401. The IDS equipment in place is MONACO™ brand which requires replacement with VINDICATOR® IDS in building 6000 Confinement, 6237 Alternate Armory, 7055 MWD ARMAG. Upgrade of VICADS server will be in building 6000 server room. Monitoring capability of VICADS and Vindicator will be added to the alternate BDOC in building 6426.
III. Description of supplies/services required to meet agency needs.
This procurement requires the contractor to perform the following objectives: (a.) install a Softwall to integrate the VICADS® system into the Vindicator® alarm system, an additional NVR to add recording space on the existing system, and a Broadcast Server onto the existing VICADS® system. (b.)Install Balance Magnetic Switches for each door used for entry/exit and motion detection for buildings 6237 2 SFS Alternate Armory and 7055 MWD ARMAG, a duress system in building 6000 2 SFS Confinement, and a camera to monitor the entrance of Alternate BDOC and building 7055 2 SFS MWD ARMAG. The contractor will create a visual map for the VCC depicting design of facility and layout of all alarm points;
(c.) Install a Vindicator® VCC to monitor the base alarm system and a VICADS PV to monitor the base camera system at building 6426 Alternate BDOC.
IV. Statutory authority permitting Other than Full and Open Competition.
The statutory authority permitting other than full and open competition for this acquisition is 10 U.SC.
2304(c)(1) and the Federal Acquisition Regulation, Part 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
PSG Global has proprietary rights to VICADS® and is the only one responsible source to install this software on the camera system and Vindicator IDS.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Currently, there are no other companies in the market that are able to install VICADS® and Vindicator system/software. PSG Global is the only responsible company for this installation due to proprietary rights to VICADS. Market research will be conducted once the current system becomes obsolete and is due for competition. If there are other cost effective options at that time, the Government will explore those alternatives.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will make a price fair and reasonable determination following the procedures identified in FAR 13.106-3(a)(2).
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
PSG Global has proprietary rights to VICADS® and is the only known source in the market capable of providing the software for the camera system.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Security doctrine contained within Air Force Instructions (AFI) 31-101, AFI 31-401, and Headquarters Air Force (HAF) Non-Nuclear Equipment Approval List dated 2-Nov-15.
X. List of sources, if any, that expressed interest in the acquisition.
None at this time.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
None at this time. Market research will be conducted once the current system becomes obsolete and is due for competition. If there are other cost effective options at that time, the Government will explore those alternatives.
