Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold

1. Contracting Activity: U.S. Army Contracting Command

Aberdeen Proving Ground (ACC-APG), Huachuca Division

2. Description of Action: This Brand Name Justification has been prepared to procure the Keysight 83020A in support of the United States Army Electronic Proving Ground (USAEPG), Fort Huachuca, Arizona. The anticipated types of funds are Fiscal Year (FY) 22 Research, Development, Test and Evaluation (RDT&E) funds. This resultant contract will be a Firm-Fixed Price.

3. Description of Services or Supplies: The USAEPG requires the procurement of a brand name Keysight. The Keysight 83020A is a wideband high-gain amplifier design which can be used as a benchtop unit or outdoor platform unit. The portability of this unit provides a swappable amplifier that can be instantaneous relocated throughout the Antenna Test Facility ranges, dependent on individual test requirements.

Total Value: $93,281.73

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

Range compatibility is of paramount concern. Antenna Test Facility is not as familiar nor experienced with alternate amplifier brands. Keysight amplifier size and weight have custom mounting brackets in specific locations in the measurement facilities. A new amplifier would likely necessitate the need for new custom mounts, and perhaps would be to large/heavy for effective use prominently incurring unforeseen expenses not planned/budgeted.

The capability to swap out malfunctioning amplifiers during a test is required. If not for malfunctions, when sent out for calibration, the preset dimensions for the custom mounts cannot deviate from the current setup. A difference in dimensions would require the ATF to halt the test for an indefinite amount of time, to create a new bracket and with additional cost to the government in lost time for a redesign of custom amplifier seatings.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply, and will be followed. Action is a brand name restriction, over $25K. It will be redacted and posted.

7. Market Research: Numerous products were evaluated by the Government on wideband ruggedized tabletop amplifiers. The Keysight 83020A has been selected based on form, fit, function and lack of competitive options based on size, frequency range, and gain output.

a. Keysight amplifiers have a wide-range use across the Antenna Test Facility.

b. Provides a power amplifier with an active range of 2 – 26.5 GHz.

c. Keysight amplifiers are proven to be able to withstand the rigors of outdoor testing on the Antenna Test Facility. Benchtop/ruggedized amplifier that provides a 30 typical dB gain (P1dB min rating of 28 dBm).

d. Mobility is necessary to be utilized within the various measurement systems spread over the ATF.

A competitor and a comparable product is the Empower 1212. Small and lightweight with a good gain; however its active range is only 2 – 6 GHz. This would severely limit the ATF’s use of this product, and require purchase of more amplifiers to cover the full operational ATF bands.

8. Other Facts: Specific factors/features are essential for the following reasons:

a. Antenna Test Facility personnel are familiar and well versed in the application of the Keysight amplifiers for the test environment.

b. Wideband signal amplification: The Antenna Test Facility requires an amplifier that functions within the 2 GHz to 26.5 GHz to service the wideband testing requested by our customers.

c. Ruggedized Amplifier: The Antenna Test Facility requires amplifiers that can function in an open-air facility.

d. Mobility: Mobility of the amplifier is necessary to be moved between test ranges depending on test requirements. The modular design for easy access and repair of components ensures minimal down time.

Keysight provides their products to several resellers. However, insufficient number of sources available to provide environmentally ruggedized amplifiers that function in the aforementioned frequency range.

10. Contracting Officer Certification/Approval: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon a price analysis. In accordance with 15.403-1(b)(3) certified cost or pricing data is not required.

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
