Justification for Single Source Awards IAW FAR 13.106-1
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 34C247-24-AP-0342, 36C247-24-AP-0337
1. Contracting Activity: Department of Veterans Affairs, VISN 07, 508 Atlanta VA Medical Center, 1670 Clairmont Road, Decatur GA 30033.
The 2237’s funding this requirement are 544-24-1-126-0017 and 544-24-1-126-0018.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This single firm fixed procurement is for MidMark brand tables and chairs for the Columbia VA Medical Center.
The total estimated value of this single procurement is $44,881.27 and is to be delivered on or before April 12, 2024.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The MidMark brand chairs and tables are currently in use throughout the Columbia VA Medical Center. Staff are trained on the operation, disassembly, and cleaning of these chairs, and the facility needs continuity between exam areas, as well as the ability to move chairs if needed. Consistency in the functionalities of the exam chair from one exam area to the next avoids confusion between the use of these functionalities.
The MidMark equipment also features a foot pedal in a different location or stir-ups that extend and retract differently increases the amount of time it takes staff to examine patients. Proper patient positioning and seat height are needed for accurate blood pressure measurement. Incorrect seat height can lead to inaccurate measurement and lead to overmedication for hypertension. The MidMark sturdy arm rests help patients safely onto the chair. The chair’s 450-pound weight capacity allows for a broad range of patients to be treated, and consistency from one room to another allows staff to place patients in an exam room without the need for staff to ensure that one room is suitable where another may not be, avoiding mistakes which could lead to patient injury. Consistency of the overall footprint of the chair from one room to another also allows for the design of the exam rooms to be consistent.
Consistency from one exam area to other results in an overall savings of time and money and reduces the chance of injury.
4. Description of market research conducted and results or statement why it was not conducted:
Market research consisted of a VIP query that returned 880 results. An email from the Original Equipment Manufacturer (OEM) listed five (5) Service-Disabled Veteran Owned Small Businesses (SDVOSB) that are authorized distributors of the required items.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
