1. DESCRIPTION OF REQUIRED SUPPLIES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
The DT Research Ruggedized Laptops listed below are to be procured in support of the Machinery Control Systems (MCS) Land Based Test Environment (LBTE) Tech Refresh.
The total estimated dollar value of this acquisition is $52,892.84. Required delivery date of July 1, 2024.

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
Naval Surface Warfare Center Philadelphia Division (NSWCPD) Machinery Control System (MCS) Land-Based Test Environment (LBTE) emulates a fully functional MCS for the purpose of testing and integration of hardware and software during development, duplication of MCS operating environment to support troubleshooting during shipboard integration testing and trials, and training in MCS Operation and Maintenance. Part of the MCS LBTE and afloat configuration includes the Portable Operator Units (POU). The
POU provides operators the ability to monitor functionality, run diagnostics and perform troubleshooting functions.
The legacy POUs have reached end of life and are no longer supported. Locating and procuring replacement parts has proven increasingly difficult, at times impossible. The legacy components have an increased risk of becoming inoperable due to the age of the equipment. Any failures of the legacy components would result in loss of system functionality in the lab and shipboard. In order to ensure the LHD/A MCS Team maintains fully functioning modernized systems capable of supporting the shipboard and lab environment, the DT Research brand-name components listed above have been identified as a replacement.
In July of 2020 the LHD/A MCS Tech Refresh team purchased a DT Research Rugged Laptop, PCard Purchase Order 4521795706, for the purpose of functional and compatibility testing. It was determined to be an acceptable solution to replace the legacy components due the compatibility and improved specifications and most importantly the ability to match a very specific resolution that is required for the MCS Human-Machine Interface (HMI) to remain functional without a complete HMI overhaul. Through Purchase Order No. N6449821P5482, awarded on 31 August 2021, the LHD/A MCS Team purchased eleven (11) DT Research LT350 Rugged Laptops to support a partial replacement of legacy shipboard POUs. These eleven rugged laptops have been incorporated into the MCS software system design and are currently shipboard supporting the fleet. The purpose of this purchase is to acquire the remaining units required to replace all remaining legacy POUs and spares. It is critical that this specific make and model of ruggedized laptop be purchased to ensure commonality among each ship; LHA6, LHD8 & LHA7.
Consideration of alternative brands of ruggedized laptops would require the rugged laptops, purchased through Purchase Order No. N6449821P5482, to be removed from the shipboard environment and MCS system design. This will result in eleven unserviceable ruggedized laptops, valued at $40,887. Additionally, identifying and qualifying alternative ruggedized laptops would impact the LHD/A MCS Tech Refresh shipboard installation schedule; potentially delaying critical milestones. Alternative brand ruggedized laptops would inject unnecessary risk to the program. Pursuing an alternative ruggedize laptop for shipboard installation would complicate the supportability, software development and cyber requirements for the LHD/A MCS Team.
Deviation from the DT Research LT350 Rugged Laptop would negatively affect mission critical goals as the Tech Refresh Team would not have an acceptable hardware replacement for the aging legacy components. Without these modernized POUs, the legacy POUs would continue to become inoperable until there are no replacement parts available, halting mission objectives, software testing, and deliveries until functionality is no longer viable. Thus, the DT Research brand-name components are essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

3. MARKET SURVEY
A market survey was completed by the LHD/A MCS Team by conducting a comprehensive internet search to see if any alternative products had reached the market that could serve the same functions and met the required specifications with a lower total cost. Through market research, it was determined that the original equipment manufacturer (OEM), DT Research, does not sell their products directly. Instead, they sell their products through authorized resellers. The LHD/A MCS Team contacted the following authorized resellers for quotes; NAG Marine, Liona Enterprises Inc., Phase II Staffing and Contracting LLC, Carroll Woods Inc. and Sterling Computer Corp. These quotes were reviewed and compared between themselves and to the unit cost found on the previously awarded contract, N6449821P5482.
