NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with only for . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is .

OR

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Edwards Vacuum LLC for the purchase of three Cryopumps specified on the SOW. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 44 weeks ARO (Approximately December 20222).

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

These parts are one of the components of a much larger Vacuum Deposition System, and to change the brand name of these components would be impracticaol and significantly increase the cost. These parts are intended as spare parts, to avoid emergency purchases and long downtime on lab operations, as seen by the long lead time to acquire such products.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The reason for the brand name is because these Cryopumps are integrated into three Metal Deposition systems installed in B30-Detector Development Laboratory, which combined are valued of more than one million dollars. These cryopumps also require a helium gas compressor to function, and if another brand name wa to be considered, than the Government would need to purchase the new compressors as well.
