NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Astronics AES Corp for 1-card 28VDC Electronic Circuit Breaker Unit (1448-105), 1-card 115VAC Electronic Circuit Breaker Unit (1448-106), and associated connectors for each. The total estimated cost of this effort is XXXXXX and the estimated period of performance or lead-time for delivery is 06/30/2021.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This Electronic Circuit Breaker (ECB) has been specified by the company to pass all DO-160 environmental specifications, and keeps the same functionality that is currently used in the aircraft payload power system. Primarily, this ECB provides aircraft isolated 3-phase controlled AC power, which has been hard to find with other vendors, as well as a built-in feedback/control function that would otherwise have to be implemented separately and add additional cost and engineering to the project.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
A replacement non-brand system would have to undergo extensive testing and engineering redesign to provide a similar capability and aircraft installation. Expected schedule impact of 6 to 12 months and approximately $100k additional in NRE to properly configure and test the new hardware with aircraft payload system.
