About this file
This document appears to be a combined synopsis/solicitation for a federal contract opportunity. The Department of the Navy Naval Sea Systems Command is seeking to award a firm fixed price purchase order for CoreTechnologie 3D Kernel IO software that meets specific requirements. The solicitation is set aside for small businesses, with a NAICS code of 513210 and a size standard of $47 million.
The key details include the requirement for a brand name product with restrictive rights and exclusive licensing agreements, the need to support CAD data import into the LEAPS framework, and the intention to award on a lowest price technically acceptable basis. Quotes are due by 10:00 AM EST on 18 April 2024, and the Government intends to evaluate quotes and make an award without discussions. The Point of Contact for this acquisition is Brittany Tavassoli.

“improvements” released each year. LEAPS also has several new releases each year. Internally to LEAPS, maintaining a conversion capability is likely to cost as much as the development of the initial capability and will frequently fall out of step with some of the CAD manufacturers.
CT 3D-Kernel-IO is the only supply found to satisfy all requirements to include a math kernel needed to translation into LEAPS, supports Windows and Linux, supports bi-directional file translation to all major CAD vendors and provides updates every 6 months.
