Section B: Description of the Supplies/Services Required The OPS-Core SMS Helmet (P/N: H10102-1B3) is a flight-approved headgear device that allows for the wear and operation of Night Vision Devices (NVDs) and other mission-required attachments. The device shall integrate with the AN/AVS-9G and AN/AVS-9G-TG NVDs, the Night Vision Viewer Battery Compartment, and Aviation Specialties (P/N: 274835-1) and Wilcox DPAM Kit (P/N: 62100G04-T) NVD mounts. The device shall not detract from the accomplishment of flight duties, and shall not interfere with the function of the Bose A20 Aviation Headset.
The device shall be capable of discrete storage and transportation inside of a 32L backpack with other flight required equipment. The device shall be certified for flight by HQ AFSOC/A3TL and shall be listed in the 1P0X1 Career Field Education and Training Plan (CFETP) for maintainability. The Ops Core SKULL Mounting System has demonstrated all of the aforementioned capabilities.
Section C: Justification for Soliciting for a Particular Brand Name Item The Ops Core SKULL meets all the technical and operational requirements. The Ops Core SKULL Mounting System is the only flight-approved, and 1P0X1 CFETP listed, mounting system capable of discrete storage and transportation. It is also the only approved device that does not interfere with the functionality of the Bose A20 Aviation Headset.
Section D: Efforts to Obtain Competition
Since this contract will procure devices to be used during flight, any potential competitors must be deemed safe-to-fly by AFSOC/A3TL and must have standards for maintenance listed in the 1P0X1 CFETP. All AFSOC/A3TL devices that are approved to fly and listed in the 1P0X1 CFETP were considered. This limited the competition to the Ops Core produced mounting systems.
Section E: Steps to Preclude Future Specific Brand Name Requirements
Updates to supported devices listed in the 1P0X1 CFETP are at the discretion of HQ USAF/A3OI. Updates to the safe-to-fly determination are at the disposal of AFSOC/A3TL. For any future fleet-wide replacements, the 1 SOSS will reference these documents to determine any additional suitable competitors.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1) that the circumstances of this contract action deem only a brand name product is reasonably available.
