Section C: Justification for Soliciting for a Particular Brand Name Item

The Aeronox NVG mounts and Quick Disconnect Ground Adapter plate are the AFSOC authorized optional night vision mount accessories for he Ops-Core helmets. There are no other approved systems utilized on AFSOC aircraft. Without these mounts, aircrew operations will not be able to maintain mission effectiveness and all night operations will cease.

Aviation Specialities Unlimted (ASU) is a small business and an authorized distributor of the Aeronox Mount. ASU provided a letter stating the� were the sole, exclusive offeror of the Aeronox product line.

The Ops-Core FAST Carbon Helmet is only used as a mounting device and is the only helmet authorized for Non Standard Aviation aircrew members; all other helmets will be eliminated by attrition. As directed by AFI 63-1201, Section 2.12.7, AFSOC has assumed operational safety suitability, and effectiveness responsibility for these helmets and NVG Mounts.

Section D: Efforts to Obtain Competition

A Request for Quote (RFQ) will be posted to provide fair opportunity to beta.sam.gov, along with the basis of the justification for the brand name products. Based on responses received for the previous solicitation, it is reasonably expected to receive competition for this requirement.

Section E: Steps to Preclude Future Specific Brand Name Requirements

1111 will continue to monitor market the market to determine if another solution can meet future requirements. At this time, Aeronox Mount & Quick Disconnect Ground Adapter Plate for Wilcox Shroud represent the best value, and there is no reasonable expectation that the specific brand name requirement can be alleviated in the future.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-l(b)(l). that the circumstances of this contract action deem only a brand name product is reasonably available.
