About this file
This document is a Brand Name Justification (BNJ) recommending NASA Shared Services Center negotiate with FARO Technologies, Inc. to acquire a FARO Quantum M Max coordinate measuring machine (CMM). The BNJ states the Quantum M Max is needed to provide the inspection data required for manufacturing and delivery of flight parts, and is compatible with an existing FARO machine used by another NASA facility, which will result in cost savings. Market research determined no other commercial products could fulfill the requirement. The estimated cost is the dollar amount provided, with a 2-6 week delivery timeframe. This procurement fulfills a critical need for the Code 548 Metal 3D Printer located at Wallops Flight Facility.

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from FARO Technologies, Inc for FARO Technologies Inc-548 Faro Quantum M Max. The estimated period of performance or lead-time for delivery is 2-6 weeks ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA requires the Faro Quantum M Max to provide the inspection data required for the manufacturing and delivery of flight part. FARO's hardware and software are designed to help customers make faster and more accurate decisions by capturing and analyzing data. FARO products are also designed to work with most other tools and processes that are already in use. The Faro Quantum M Max coordinate measuring machine (CMM) because it is directly compatible with another NASA-WFF Faro machine operated by the NASA Sounding Rocket Operations Contract (NSROC) in another facility at WFF. As a result, NASA-WFF will have the ability to share components, custom fixtures, and procedures, which will result in a large cost savings to the government. This would also give NASA the opportunity to share some of the cost for maintenance visits with NSROC. Code 548 / WFF conducted market research to review available commercial products, and none were able to be determined that fulfilled the need.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Deviating away from the brand would cause time and budgetary issues, since this brand is the only one that integrates with the current systems in operation there is substantial risk in attempting to fulfill an order with a device or series of devices that are not suited or designed for the specific processes.
