2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE

OF THE ACQUISITION

Consolidated Afloat Networks and Enterprise Services (CANES) is a PEO C4I system that is being installed onboard submarines. Recently, Non-MIL SPEC CAT-5e cable (Belden Inc., Category 5e, #24-4pr, F/UTP, LSZH Jacket, CMG-LS, Shipboard ABS Type Approved, PN: 1300SB.)

was installed on two in-service submarines. At the time, approved CAT 5e cable was not available and a non-MIL SPEC cable was installed in its place for the CANES network. Fire testing of these cables are required for submarine applications. In response to this action, NAVSEA requested MIL-DTL-24643C testing data for the recently installed cables. The fire testing of these communication cables yields different results for different manufacturers, as there are variabilities in the materials from manufacturer to manufacturer. Therefore, fire testing must be conducted on the same cable installed on the in-service submarine and substitution of a different product is not technically acceptable.

3. MARKET SURVEY

A market survey conducted and concluded Belden Inc. is the sole manufacturer of this cable.

Belden does have authorized resellers.
