BRAND NAME JUSTIFICATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

1. Agency and contracting activity.

2. Description of supplies or services required to meet agency needs (including the estimated value).

The Hollings Marine Laboratory is in need of six new Isolation Dampers internal to the six Strobic fans on the laboratory's roof. These six Strobic fans are responsible for the building's central exhaust, which contains hazardous chemicals, fumes, etc. Due to the nature of the saltwater environment, the current Isolation Dampers are rusted, seized, and mechanically stuck in the open position, which is causing unstable airflow due to exhausting at a constant rate and, therefore, cannot adjust or balance based on environmental conditions via our energy management system.

This is due to failures caused by the environment, age, and deterioration from saltwater air surrounding Hollings Marine Laboratory.

The current environment on the laboratory roof, where these Strobic fans are located, is always exposed to saltwater air. When not properly treated, this decreases the equipment's longevity and dependability due to corrosion.

3. Identification of the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available, as detailed below:

• Brand Name – This particular brand name is essential to the requirement, and market research indicates that similar products do not meet or cannot be modified to meet agency needs.

The current Strobic fan isolation dampers are original and installed over 20 years ago. The Strobic Fans are designed by Strobic Air Technologies, a proprietary one that is an industry leader in lab and critical exhaust systems. The dependability of the lab's central exhaust relies on these Strobic fans to be fully operational.

Strobic Air Technologies is the only source of OEM parts designed explicitly for Strobic Air Technologies fan systems. Other brands would not be compatible with the specific design of the system being supported by this existing equipment. The overall safe environment for the lab's occupants, their equipment, and all spaces within the building is supported by the purchase of the (6) isolation dampers for the lab's current central exhaust fan controls. Dependable and fully operational, the Staff, equipment, and spaces downstream rely on these central exhaust fans to support all associated spaces that they are designed to interface with, including safety and scientific monitoring systems. Deviating from this proprietary equipment could put the safety of the lab's Staff, multimillion-dollar scientific equipment, and specimens at risk.

• The current condition of these isolation dampers is detrimental to the safe operations and conditions of the staff and the longevity of delicate scientific equipment. Immediate replacement isolation dampers are required.

•5. Market Research.

Strobic Air Technologies goes to market through a dedicated, factory-trained rep network. The one provided in the geographical area is Custom Reps, Inc. These Strobic Air Technologies fan systems were created as a custom-engineered solution based on what HML design engineers submitted for their exact specifications and the science performed there. By doing so, Strobic Air Technologies is the only one that can meet the need to replace their OEM parts with the systems they installed over 20 years ago.

The contract specialist conducted online market research through GSA, SAM, and Strobic Air’s website. Results for the brand-compatibility required (Strobic Air) lead back to the OEM.
