The procurement will be conducted in accordance with FAR Parts 12, 13.5 and 15, with price analysis against previous purchases to ensure fair and reasonable pricing. The solicitation was issued by the Department of the Air Force Materiel Command Air Force Sustainment Center for heaters to be delivered to Tinker AFB.

II. Nature and/or description of the action being processed.
The 76th AMXG currently utilizes HDU-13/ heaters for multiple processes during the maintenance of KC-135, E-3, E-6, B-1, and B-52 weapon systems, including fuel cell operations. Technical Manual (T.O.) 1-1-3, Chapter 5, Section 5.5.1.3 mentions three (3) heaters that are approved during open fuel systems repair. The H-1 heater is not explosion proof and must remain outside of the open fuel systems repair area. The Rapid Curing Device (RCD) is an explosion-proof sealant device only used for curing purposes, and not for general fuel tank heating. The HDU/13 is the only explosion-proof heater that may be operated inside the open fuel systems repair area with the ability to control the temperature manually from 40 to 200 degrees Fahrenheit. The HDT Global GH-100 US Air-Force HDU-13/M is a duct type, electrically-powered, ground-portable heater for use in fuel vapor-laden atmospheres. It produces a heated, pressurized air stream to ventilate and dry fuel cells and other types of fuel containers. The HDT Global GH-100 US Air- Force HDU-13/M heater is intended for use in hangers and nose docks for fuel cell repair operations and for the heating of aircraft compartments by delivering heated air at moderate pressures through an airborne duct system. The heater is equipped with integral connections(s) for attaching duct(s) to direct heat to engine surfaces and provides heat ventilation for such tasks as purging aircraft fuel cells and tanks or curing epoxy during crack repairs.
III. Description of supplies/services required to meet agency needs.
76 AMXG request the purchase of four (4) HDT Global GH-100 US Air-Force HDU-13/M heaters that meet the following specifications:

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The 76th AMXG requires the purchase of four (4) HDT Global GH-100 US Air-Force HDU-13/M heaters needed to replace current heaters that have reached their end of life (EOL). The HDU-13 "explosion proof" requirement is called out in Technical Manual (T.O.) 1-1-3, chapter 5, Section 5.5.1.3 as the only approved explosion proof heater that may be operated inside the open fuel systems repair area with the ability to control the temperature manually from 40 to 200 degrees Fahrenheit. On December 15, 2016 HDT Global acquired the business assets of defense company DRS Environmental Systems, Inc. (DESI) making HDT Global the only manufacturer of HDU-13 explosion proof heaters.
Therefore, it is required that HDT Brand HDU-13 explosion proof heaters are procured to meet all the requirements of the program office and subsequently the warfighters.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
HDT Global owns the rights to produce this equipment and the government must use this specific equipment per the TO. The OEM has distributors and there are several small business vendors to choose from.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and

The Contracting Officer will ensure that the items identified are procured at fair and reasonable prices to the Government. The contract will be awarded IAW FAR Part 12, 13.5, and 15. Price analysis will be conducted based on comparison to previous procurement of same/similar supplies/commodities procured by the Government.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333415) looking for companies that could provide HDT Global GH-100 US Air-Force HDU-13/M heaters. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide HDT Global GH-100 US Air-Force HDU-13/M heaters. In review, there are multiple small business sources that can provide this commodity for this acquisition.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Any changes to the equipment covered by this procurement which does not match OEM and T.O. specification directly impact operability of aircrafts and impact Air Force missions. Deviating from T.O. specifications require review and approval from each System Program Office (SPO) for all items identified in this requirement.
X. List of any sources that expressed, in writing, an interest in the acquisition.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The OEM is the only manufacturer for this equipment. There is no other avenue outside of Brand Name for this contract. The Government will continue efforts to identify additional sources with authority to provide OEM equipment.
I have determined, in accordance with 6.302-5(a)(2)(ii) Authorized or required by statute (Brand Name), that the circumstances of this contract action deem only a Brand Name purchase.
