Statement of Work and Specifications

Project Name 2021 BFO Monitoring Well Plugging Phase II

Objectives Plug the existing wellbores and reclaim the surface to BLM standards.

a. Flume and gate

Prescription All Wells:

A. BLM makes no guarantee of the condition of the wellbore. Contractor may encounter tubing, airlines, wire, pumps, and other related well equipment in wellbore.

B. Contractor shall pull all tubing, airlines, wire, pumps, and all related well equipment from wellbore, if present and dispose unless otherwise indicated herein.

C. Bit and scraper shall be run on a tubing work string.

D. Plug the wellbores per the provided plugging specifications and reclaim all disturbed surfaces per the provided reclamation plan.

E. All displaced fluids shall be captured and transported to a Wyoming DEQ approved Produced Water Disposal & Treatment facility.

F. An earthen pit may be excavated to capture any cement circulated to surface and to clean cementing equipment. Pit shall be backfilled with existing materials, account for any settlement, graded to provide positive drainage, and seeded.

G. If the casing test fails or no test is conducted, all balanced plugs shall be tagged after a minimum wait on cement time of 4 hours minimum cure time. A casing test shall be performed and consist of pressuring up casing to 500 pounds per square inch (psi) for 30 minutes with no more than a 10% bleed off in pressure. If more than 10% bleed off in pressure occurs the test shall be considered failing.

H. Grout slurries shall not be poured from the land surface through a column of water. In order to place the grout in wells with water columns, it shall be pumped via tremie pipe by positive displacement or similar method (pressure grouted) from the bottom of the well to a specified depth.

I. Contractor shall have grouting equipment capable of operating in an inner diameter annulus 4.5 inches and greater.

J. Cement wait time shall be at least 4 hours for curing after placement is completed.

K. If a cement plug or grout is tagged below the prescribed depth, remedial cementing or grouting shall occur until cement plug can be tagged at prescribed depth.

L. Non-Slurry bentonite grouts must be in place before significant hydration occurs.

M. Water used for plugging operations shall be from a municipal source.

N. Contractor shall remove and dispose all infrastructure on the pad then re-seed the disturbed areas with BLM seed mix in figure 1 below.

O. Removal of pipe: Excavate approximately 3 to 5 feet deep, cut pipe from valve or riser (typically up to 2-inch or 3-inch diameter and black HDPE), fuse cap to existing pipe, remove and dispose of valve, backfill with existing material, and compact in one-foot-thick lifts. Grade disturbed site to provide for positive drainage and account for any settlement that may occur around the excavated area and well head. Valve sets may be up to 8-inch diameter.

P. Strip 6-inches of topsoil from a 10-foot radius around the well head and store in a pile adjacent to the work site to be used for final reclamation. Excavate around the well casing to a depth adequate to cut and cap the well casing a minimum of 3 feet below ground surface.

Q. Contractor shall furnish and install identification markers on all wells in this contract. Permanently weld a well identification marker to the cut off well casing.

The well identification marker shall be a metal plate at least ¼-inch thick. The following information shall be permanently placed on the marker by beading-on with a welding torch or engraving: 1) BLM 2) Lease serial number, 3) well name and number 4) legal location – Qtr./Qtr. Section TXXN, RXXW. Bury the marker with native material.

Specifications

1. Oops MW T49N R77W Sec. 9 SWSW

a. MW River Unit State Oops 11-16-4977M -This well has 10.75-inch (in.) diameter, 32.75 pound per foot (#) steel surface casing set at 164 feet (ft.) and cemented to surface. The 7 in. diameter, 20 # steel production casing is set at 928 ft. and is cemented to surface. There is also a slotted liner set from 1,090 ft. to 888 ft.

In addition, there is 660 ft. of 2.375 in. steel tubing with a packer set at 630 ft. and ran to surface.

-Plugging Procedure:

a. Pull 660 ft. of 2.375 in. tubing and packer from the hole.

b. Run a bit and scraper to 843 ft.

c. Place a Cast Iron Bridge Plug (CIBP) at 838 ft. and place

50 ft. of cement on top of CIBP.

d. BLM will release this well to landowner as a water well.

-Well Specific Cement Requirements: All cement shall be Class G cement mixed at 13.5+ pounds per gallon (ppg) and shall consist of at least 50% cement by weight.

-Special plugging requirement: Upon pulling of the 2.375 in. tubing and packer in the hole. The bridge plug shall be set within 24 hours to minimize water losses to the coal.

b. MW River Unit State Oops 11-16-4977 This well has 4 in. diameter SCH 40 flush thread set at 28 ft. The well is gravel packed and bentonited to surface.

-Plugging Procedure:

i. Place nonslurry bentonite grout from 28 ft. to surface.

-Well Specific Grout Requirements: Nonslurry Bentonite Grout must consist of chipped or pelletized bentonite varieties that are hydrated to manufacturer’s specifications.

-Well Site: There are (2) wells on this location, one wellhead is a dual completion in both the coal and sand MW River Unit State Oops 11-16-4977M; and the other well is a shallow sand well Oops 11-16-4477MS Very Shallow Sand. The dual completion well is going to be kept as a water well on location. Only the pipe for the Very Shallow well shall be cut and capped at least 3 feet below surface, the tubing will be moved to the Blue Butte Ranch for their use, other associated infrastructure shall be removed and transported to an approved facility. After the wells are plugged and associated infrastructure is removed, the disturbed area will be mechanically broadcast seeded with the BLM approved seed mix listed in Figure 1, in lieu of surface owner specified seed mix.

-Access Road: Any road damage created during plugging shall be repaired to a condition similar to existing conditions.

2. Pistol Point MW T45N R75W Sec. 31 NESW

a. MW Shogrin Federal 2

This well has a 9.625 in. diameter, 40 # steel surface casing set at 80 ft. and cemented to surface. The 7 in. diameter, 20 # steel production casing is set at 1,740 ft. and is cemented to surface.

-Plugging Procedure:

i. Run bit and scraper to 1,405ft.

ii. Set CIBP at 1,400 ft. and place cement from CIBP to 1,300 ft.

iii. Cement from 1,020 ft. to 920 ft.

iv. Cement from 250 ft. to surface.

-Well Specific Cement Requirements: All cement shall be Class G cement mixed at 13.5+ pounds per gallon (ppg) and shall consist of at least 50% cement by weight.

-Well Site: There is 1 well on this location, the MW Shogrin Federal 2, this is under high pressure gas. All pipes shall be cut and capped at least 3 feet below surface, associated infrastructure shall be removed and transported to an approved facility or storage area. Associated infrastructure includes but not limited to fencing around hut and wooden platform under well hut as well as the hut.

After the well is plugged and associated infrastructure is removed, the disturbed area will be broadcast seeded with the BLM approved seed mix listed in Figure 1, in lieu of surface owner specified seed mix.

-Access Road: The access is a 2 track off a gravel road. Any road damage created during plugging will need to be repaired to a condition similar to existing conditions.

3. Blackbird BG MW T47N R74W Sec. 16 SWNE

a. MWHCC 1 BLM 16G The 7 in. diameter, 17 # steel production casing is set at 1,118 ft. and is cemented to surface.

-Plugging Procedure:

v. Run bit and scraper to 1070 ft.

vi. Set CIBP at 1,065 ft. place cement from CIBP to 850 ft.

vii. Cement from 570 ft. to 440 ft.

viii. Cement from 100 ft. to surface.

-Well Specific Cement Requirements: All cement shall be Class G cement mixed at 13.5+ pounds per gallon (ppg) and shall consist of at least 50% cement by weight.

-Well Site: There is 1 well on this location, the MW HCC 1 BLM 16G. All pipes shall be cut and capped at least 3 feet below surface, associated infrastructure shall be removed and transported to an approved facility or storage area. Associated infrastructure includes but not limited to fencing around hut and steel culvert around well head as well as the well hut.

After the well is plugged and associated infrastructure is removed, the disturbed area will be broadcast seeded with the BLM approved seed mix listed in Figure 1, in lieu of surface owner specified seed mix.

-Access Road: The access to this location is a 2 track. The road will need to be ripped 18-24 inches and seeded after plugging operations.

4. Blackbird Coleman MWT47N R74W Sec. 5 SWSE

a. MW Blackbird Nisselius CS Fed 5-24L

-This well has a 7 in. diameter, 20# steel production casing is set at 1,420 ft and is cemented to surface.

-Plugging procedure:

i. Run bit and scraper to 1,355 ft.

ii. Set CIBP at 1,350 ft and place 150 ft. of cement on top of CIBP.

iii. Cement from 970 ft. to 830 ft.

iv. Cement from 780 ft. to 670 ft.

v. Cement from 440 ft. to 300 ft.

vi. Cement from 100 ft. to surface.

-Well Specific Cement Requirements: All cement shall be Class G cement mixed at 13.5+ pounds per gallon (ppg) and shall consist of at least 50% cement by weight.

b. MW Blackbird Nisselius CS Fed 5-24M

- This well has a 7 in. diameter, 17# steel production casing set at 703 ft. and is cemented to surface.

- Plugging procedure:

i. Run bit and scraper to 605 ft.

ii. Set CIBP at 600 ft. and place 100 ft of cement on top CIBP.

iii. Cement from 430 ft. to 290 ft.

iv. Cement from 100 ft. to surface.

-Well Specific Cement Requirements: All cement shall be Class G cement mixed at 13.5+ pounds per gallon (ppg) and shall consist of at least 50% cement by weight.

-Well Site: There are 2 wells on this location, the MW Blackbird Nisselius CS Fed 5- 24L and the MW Blackbird Nisselius CS Fed 5-24M. All pipes shall be cut and capped at least 3 feet below surface, associated infrastructure shall be removed and transported to an approved facility or storage area. Associated infrastructure includes but not limited to fencing around hut and steel culvert around well head as well as the well hut.

After the well is plugged and associated infrastructure is removed, the disturbed area will be broadcast seeded with the BLM approved seed mix listed in Figure 1, in lieu of surface owner specified seed mix.

-Access Road: The access road is a faint 2 track coming off a main ranch road. Any road damage created during plugging will need to be repaired to a condition similar to existing conditions.

5. 21 Mile Phillips MWT48N R74W Sec. 26 NENE

a. MW21 Mile GWM Phillips 41-22BG

- This well has a 5.5 in. diameter, 15.5 # steel production casing is set at 1,224 ft. and is cemented to surface.

-Plugging procedure:

i. Run bit and scraper to 1,155 ft.

ii. Set CIBP at 1,150 ft.

iii. Cement grout from CIBP to surface.

-Well Specific Grout requirements:

1. Neat Cement Grout Slurry must consist of a mixture of Portland Cement and not more than 6 gallons of clean water per bag (1 cubic foot or 94 pounds) of cement.

b. MW21 Mile GWM Phillips 41-22SS – SEO Permit#: P127245.W

- This well has a 5.5 in. diameter, 15.5 # steel production casing is set at 1,040 ft. and is cemented to surface.

-Plugging procedure:

i. Run bit and scraper to 975 ft.

ii. Set CIBP at 970 ft.

iii. Cement grout from CIBP to surface.

-Well Specific Grout requirements:

1. Neat Cement Grout Slurry must consist of a mixture of Portland Cement and not more than 6 gallons of clean water per bag (1 cubic foot or 94 pounds) of cement.

c. MW21 Mile GWM Phillips 41-22W

- This well has a 5.5 in. diameter, 15.5 # steel production casing is set at 1,506 ft. and is cemented to surface.

-Plugging procedure:

i. Run bit and scraper to 1,435 ft.

ii. Set CIBP at 1,430 ft.

iii. Cement grout from CIBP to surface.

-Well Specific Grout requirements:

1. Neat Cement Grout Slurry must consist of a mixture of Portland Cement and not more than 6 gallons of clean water per bag (1 cubic foot or 94 pounds) of cement.

-Well Site: There are (3) wells on this location. Well #1 MW 21 Mile GWM Phillips 41-22BG, well #2 MW 21 Mile GWM Phillips 41-22SS and the MW 21 Mile GWM Phillips 41-22W. All pipes shall be cut and capped at least 3 feet below surface. All associated infrastructure shall be removed and transported to an approved facility or storage area. Associated infrastructure includes but not limited to fencing around hut, hut and well heads, as well as steel culverts surrounding wellheads.

After the wells are plugged and associated infrastructure is removed, the disturbed area will be broadcast seeded with the BLM approved seed mix listed in Figure 1, in lieu of surface owner specified seed mix.

-Access Road: The access is a 2 track off of an oil and gas road. Any road damage created during plugging will need to be repaired to a condition similar to existing conditions.

6. Barrett Persson MWT47N R72W Sec. 32 SWSW

a. MW Barrett Persson 14-32-4773MC

-This well has a 5.5 in. diameter, 15.5 # steel production casing is set at 1,279 ft. and is cemented to surface.

-Plugging procedure:

i. Run bit and scraper to 1,265 ft.

ii. Set CIBP at 1,260 ft.

iii. Cement grout from CIBP to surface.

-Well Specific Grout requirements:

more than 6 gallons of clean water per bag (1 cubic foot or 94 pounds) of cement.

b. MW Barrett Persson 14-32-4773MS -This well has a 5.5 in. diameter, 15.5 # steel production casing is set at 1,279 ft. and is cemented to surface.

-Plugging procedure:

i. Run bit and scraper to 1,265 ft.

ii. Set CIBP at 1,260 ft.

iii. Cement grout from CIBP to surface.

Well Specific Grout requirements:

more than 6 gallons of clean water per bag (1 cubic foot or 94 pounds) of cement.

-Well Site: There are (2) wells on this location. Well #1 MW Barrett Persson 14-32- 4773MC and the 2nd well is the MW Barrett Persson 14-32-4773MS. All pipes shall be cut and capped at least 3 feet below surface. All associated infrastructure shall be removed and transported to an approved facility or storage area. Associated infrastructure includes but not limited to fencing around hut, wooden platform under the hut, hut and well heads, as well as steel culverts surrounding wellheads.

After the wells are plugged and associated infrastructure is removed, the disturbed area will be broadcast seeded with the BLM approved seed mix listed in Figure 1, in lieu of surface owner specified seed mix.

-Access Road: The access is right off an established gravel road. Any road damage created during plugging will need to be repaired to a condition similar to existing conditions.

7. Dilts MWT43N R71W Sec. 31 NWSE

a. MW BRC Dilts Coal 33-31MS

-This well has a 5 in. SCH 80 PVC casing set at 310 ft.

-Plugging Procedure:

i. Pump nonslurry bentonite grout from 310 ft. to 250 ft.

ii. Pump neat cement grout slurry from 250 to surface.

-Well Specific Grout requirements:

1. Nonslurry Bentonite Grout must consist of chipped or pelletized bentonite varieties that are hydrated to manufacturer’s specifications.

2. Neat Cement Grout Slurry must consist of a mixture of Portland Cement and not more than 6 gallons of clean water per bag (1 cubic foot or 94 pounds) of cement.

b. MW BRC Dilts Sand 33-31MS

- This well has a 7 in. diameter 23# steel casing set at 554 ft. and cemented to surface.

There is a 5.5 in. diameter slotted liner ran from 675 ft. to 540 ft.

-Plugging option 1:

i. Pump bentonite grout slurry from 675 ft. to 530 ft.

ii. Pump neat cement grout slurry from 530 ft. to surface.

-Plugging option 2:

i. Pump bentonite grout slurry from 675 ft. to surface.

-Well Specific Grout requirements:

1. Bentonite Grout Slurry means an inorganic mixture of a minimum 20% by weight solids bentonite, with polymers, water, or other additives for the yield/rate control, which forms a low permeability seal (not greater than 1 x 10-7 cm/sec), and is mixed to the manufacturer’s specifications

2. Neat Cement Grout Slurry must consist of a mixture of Portland Cement and not more than 6 gallons of clean water per bag (1 cubic foot or 94 pounds) of cement.

-Well Site: There are (2) wells on this location. Well #1 MW BRC Dilts Coal 33- 31MS and the 2nd well is the MW BRC Dilts Sand 33-31 MS. All pipes shall be cut and capped at least 3 feet below surface. All associated infrastructure shall be removed and transported to an approved facility or storage area. Associated infrastructure includes but not limited to fencing around hut, hut and well heads, as well as steel culverts surrounding wellheads.

After the wells are plugged and associated infrastructure is removed, the disturbed area will be broadcast seeded with the BLM approved seed mix listed in Figure 1, in lieu of surface owner specified seed mix.

8. Dry Willow T44N R76W Sec. 35 SENW Well Site: The flume and gate for this location shall be removed and transported to an approved facility or storage area. After the associated infrastructure is removed, the disturbed area will be broadcast seeded with the BLM approved seed mix listed in Figure 1.
