Justification Life Cycle Tech Refresh
Justfication Comment I am submitting this waiver to replace 20180130043174 - UFR for Life-Cycle Brigades under 1AD as I could not change the funding type in APMS and could not send the waiver to G8 for them to change.
Cloned and now submitting again. All Brigades where provided two portable Video Teleconference (VTC) systems by BRAC ISEC when they were stood up. Under the original COTS IT Life-Cycle VTC’s were part of the authorized equipment, but were removed in 2011. These systems have all reached end of life and are no longer supported by the manufacture. Also NETCOM has mandated the models the BDE’s have be removed from the network. We will be submitting a Plan of Action and Milestones (POAM) to allow the equipment to stay on the network until we can purchase replacements.

NETCOM G357 Review Comments Entry does not require C&A: AR 25-1 paragraph B-5g states: "A common-user infrastructure (CUI) record in APMS is used to collect data for end-user computing hardware, software, and services." Thus, the systems covered by this CUI record are desktops, laptops, printers, peripherals, and related software.
This CUI record does not include any IT that requires a stand-alone accreditation or is purchased as a single investment-those require a regular record in APMS. This CUI record is non-DITPR reportable.

09/06/2018 12:50 PM Danny Hauck [1146129940] Submission Approved I have submitted a quote that is inline with the price on the waiver. The MICC made me reduce the SONA because anything over 250K would not have enough time left in FY18 to get it through contracting. That is the reason why the SONA is significantly different. I tried to change the dollar amount on the waiver but it stated that it would start the staffing process over from the beginning again and there is not enough time left and all the 1AD Brigades would not get the equipment needed as all of their VTC's were issued to them by BRAC ISEC in 2009-2010 and now not allowed on the networks because of being end of life and support. All these events are driven by not having NON-OPTEMPO funds until this late in the FY and MICCs timelines for executing the contracts based on dollar amount.
