C Description/Specifications/Statement of Work

C.1 Background

C.1.1 The United States Department of Agriculture (USDA), Management Services Division promotes efficient and effective service to the Farm Service Agency (FSA), Foreign

Agricultural Service (FAS), and Risk Management Agency (RMA) in support of the

American Agricultural Producers and the American Public. The Kansas City Beacon

Facility provides training and conference rooms and space for various Government functions and events.

C.2 Purpose

C.2.1 Management Services Division has a requirement to enhance the current MIPRO wireless microphone system for the Kansas City Beacon Facility.

C.3 Requirements/Deliverables

C.3.1 The Contractor shall provide an open market offer for the following requirements:

C.3.2 Receivers, transmitters, and microphones shall be fully capable of functioning within the

5UA frequency.

C.3.3 Offer shall be MIPRO as specified in C.3.1 and in the brand name justification.

D Packaging and Marking

D.1 Any damage done by the vendor during installation and delivery is the responsibility of the vendor and the vendor will be required to repair or replace any damage.

E Inspection and acceptance

E.1 Delivery will be accepted and inspected by FSA/MSD Chris Scherr 816-926-2688.

F Deliverables/Performance

F.1 Delivery Schedule

F.1.1 Item shall be delivered within 30 days after receipt of award.

G.1 Invoicing

G.1.1 An invoice shall be submitted after all services and requirements have been completed.

G.1.2 The “Submit Invoice-to” address for USDA orders is the Department of Treasury’s Invoice

Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in the previous communications from USDA and

Treasury. All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/

G.2 Payment

G.2.1 USDA pays for services in arrears (after service is completed). No payments will be made prior to the completion of service.

G.2.2 Payment will be made after receipt of invoice or acceptance of goods whichever is later.

I Contract Clauses

I. 1 AGAR 452.204-70 – Inquires (Feb 1988)

Inquiries and all correspondence concerning this solicitation should be submitted in writing to the

Contracting Officer. Offerors should contact only the Contracting Officer issuing the solicitation about any aspect of this requirement prior to contract award.

The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced in Section C.

The period of performance of this contract is 30 days after award.

I.4 AGAR 452.246-70 – Inspection and Acceptance (Feb 1988)

(a) The Contracting Officer or the Contracting Officer’s duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract.

(b) Inspection and acceptance will be performed after each service requirement is completed.

I.5 Limitation of Authority

The government assigned Project or Program Manager, Task POC, or COR are responsible for monitoring the Contractor’s performance. Any proposed modifications to the task order, such as changes to the scope of work, or to the terms and conditions of the task order must be authorized by the

Contracting Officer.

I.6 This is to notify you of recent award prohibitions contained in the United State Department of

Agriculture (USDA) Fiscal Year 2012 Appropriations Act regarding corporate felony convictions and corporate tax delinquencies. Under the Appropriations Act, no awards can be made to any corporation

(for profit or non-profit) that has a tax delinquency or felony conviction as defined in the Appropriations

Act and described in the attached representation. To comply with these provisions, all offerors are required to return the attached representation.

I.7 52.211-6 Brand Name or Equal (Aug 1999)

(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.

(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must-

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;

(2) Clearly identify the item by-

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller

General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
