About this file
The document is a Bid Submission Instructions form from the Louisiana Department of Transportation and Development (DOTD) Procurement Section, detailing the specific requirements for submitting bids to the agency. Bidders must deliver their bid documents to the DOTD Headquarters in Baton Rouge, Louisiana, either by hand, courier service, or U.S. Postal Service, with strict guidelines for submission. All bids must be received and time-stamped in the Procurement Section before the specified bid opening date and time, which will be measured in Central Standard Time (CST). The instructions emphasize that bidders are solely responsible for ensuring timely delivery, and failure to meet the deadline will result in bid rejection.
The submission instructions provide two distinct delivery methods: hand/courier service and postal service. For hand or courier delivery, bidders must use a specific physical address on Capitol Access Road, clearly marking the envelope with the RFx number, bid opening date, and including a floor and room number to ensure proper delivery. For postal delivery, a separate P.O. Box address is provided, with a warning that postal delivery involves additional routing through the Division of Administration, which may require extra delivery time. Both delivery methods require meticulous attention to detail, with the DOTD Procurement Office explicitly stating they are not responsible for any delays caused by the bidder's chosen delivery method.
