Urgent requirements are supplies or services that will result in work stoppage, or are mission critical and the routine processing time would injure the Government. The determination that the procurement for the above is an urgent and compelling requirement is based on the following:

b. Required delivery date / Period of Performance:

4/24/2020

e. Explanation of why delivery / commencement of services by the date required is Needed: (explain the impact to the mission, any special circumstances or conditions, etc.)

USNS COMFORT is emergently deployed in support of FEMA response to the COVID 19 pandemic in New York City. The assigned pier in New York does not have shore power facilities to support USNS COMFORT. The critical nature of the mission with Civilians being treated with life support systems on board makes it imperative that the ships power be maintained with the highest degree of reliability. The rental generator will provide the same level of redundancy as the shore power connection as well as being capable of augmenting the ships generators in the event of mechanical failure of one of the ships generators.

The Caterpillar XQ2000 Containerized Generator is known to have the exact characteristics required for the mission, and is the only unit that is service proven to meet this mission requirement when one such unit was used in support of the Haiti Earthquake mission in 2014 onboard USNS COMFORT. Ships Crew and N7 technical staff are familiar with the operation and integration of these units to the ship’s power system. Experimenting with a different design could put civilian patients’ lives at risk.

Due to the pandemic, rental generators are in short supply and the above vendor has verified that a XQ2000 and suitable technician support is available at this time in the local area.

Additionally, Caterpillar has an extensive network of service technicians and parts support across the country that will be of great benefit in the likely event the USNS COMFORT is required to emergently shift pandemic support to another city.
