Statement of Work

FTIR MICROSCOPE

1.0 BACKGROUND

The Bureau of Engraving and Printing (“BEP”) has a requirement for a stand-alone Fourier transform infrared (FT-IR) microscope with an integrated FT-IR spectrometer to support currency manufacturing process.

2.0 SCOPE

The contractor shall deliver and install all equipment at the BEP Eastern Currency Facility (DCF) in Washington, DC.

3.0 TECHNICAL REQUIREMENTS

3.1 Contractor shall supply equipment with the following features:

The instrument must be a stand-alone FT-IR microscope with an integrated FT-IR spectrometer. Systems comprised of an FTIR spectrometer and separate FTIR compatible microscope are not acceptable.

Fully automated data acquisition in mapping, transmission, reflection and Attenuated Total Reflection (ATR) modes including background

The FT-IR microscope shall be fully motorized. This includes (but is not limited to), ATR crystal, XY sample stage, Z motion of sample stage, aperture

The working distance of the objective must be higher than 25 mm. Samples of a thickness of at least 35 mm shall be measurable without the need for any change in the hardware

Autofocus

Automatic calibration of optics and stage

Wavelength: 750 – 4000 cm-1

Resolution: at least 2 cm-1 (lower values are better)

Stage/Probe adjustment accuracy (smallest step size): 0.1 μm

Repeatability: < 1 μm

Dry air purge is not required

Zinc Selenide (ZnSe) windows to allow operation at up to 70% relative humidity

Windows 7 software

The detector system shall contain a dedicated technology to re-establish the necessary vacuum. The detector shall not need to be removed from its mounting position for re-evacuation.

The FT-IR microscope shall be a one objective microscope without nose piece.

Sample probe/stage movable by joystick.

3.2 Contractor shall provide annual routine maintenance and recalibration of the equipment.

Contractor shall provide a point of contact for maintenance and recalibration support.

3.3 All parts should be new. The above listing must be provided to specification without replacement. If any supply is unavailable, Contractor shall notify the BEP technical representative with recommended replacement part.

3.4 Contractor shall supply and install all equipment within 120 days of award. If any item is deemed insufficient or damaged, the Contracting Officer Representative (COR) will notify the contractor.

3.5 Contractor shall provide a minimum 1-year warranty for all parts under this contract.

3.6 Contractor shall provide training for at least three (3) BEP personnel.

4.0 PERFORMANCE REQUIRED

4.1 Responsibility for Inspection and Testing: The BEP reserves the right to perform any inspections and tests set forth for this equipment, to include inventory of parts list and supplies listed in contract.

4.2 BEP Testing: The BEP will evaluate all the parts for compliance with the requirements stated in Section 3.0
