Description
· Contractor shall supply and deliver Electrolytic Nickel Anodes – “S” Rounds to the Bureau of Engraving and Printing located in Washington, DC
· The Electrolytic Nickel Anodes – “S” Rounds shall have the following composition:
· 99.97% NICKEL PLUS COBALT, 0.004%CARBON, 0.003% COPPER, 0.005% IRON, 0.025% SULPHUR.
· Contractor shall supply Electrolytic Nickel Anodes – “S” Rounds in 550 lb. non-returnable drum. Shipment that is not compliant or damaged will be returned at no charge to the Government.
· Pallet labels shall include the following information: Product Name, BEP stock item number (2EG01145), Gross weight of loaded skid, Net weight of each drum, Date of manufacture, BEP purchase order number, Name of contractor, Expiration date, and Storage conditions.
· Contractor shall provide Certificate of Analysis or Certificate of Conformance and results of inspection for each batch or lot in shipment.
· Certificates and results of inspection shall be sent with the shipment and emailed to the BEP Contact. BEP Contact: To be provided at time of award.
· Deliveries shall be scheduled in accordance with the delivery instructions stated below. Failure to comply with the delivery instructions will result in delivery trucks being denied entrance to the Bureau. The BEP will not pay for redeliveries. Therefore, Contractor shall relay delivery instructions to drivers.
PACKAGING AND MARKING
1. NOTICE OF PACKAGING SLIP REQUIREMENTS
Packaging shall be adequate to insure acceptance by common carrier and safe arrival at destination. All markings shall be clearly legible from a distance. Every label must, at a minimum, contain the following:

0. COR’s name and telephone number
0. Room number
0. Contractor’s name
1.1 General Items – Information required for each shipment
0. Purchase Order Number – The order number BEP assigned to this purchase
0. Shipping Address – Point from which the merchandise was shipped
0. Telephone Number – The telephone number of the vendor contact to be called for inquires related to the merchandise
0. Customer Information – The name and telephone number of the party to which the merchandise is being shipped
0. Total Weight of Packages (if item is sold to BEP in pounds)
0. If items are drop shipped from a supplier, you must ensure the proper purchase order number is written on the packing slip by your supplier
1.2 Line Items – Information required for each line item included in the shipment
0. Manufacturer Product Identification – Item Number assigned by manufacturer/supplier.
0. BEP Product Identification (If Applicable) –Stock Item Number assigned by BEP.
0. Quantity Ordered – Quantity on the purchase order or unit of measurement.
0. Quantity Shipped – With the packing slip.
0. Quantity Back-ordered, where applicable.
0. If the packing slip contains multiple purchase orders, each line item should include the applicable purchase order number.
2. NOTICE OF SHIPPING LABEL REQUIREMENTS:
Every box/skid must have at least one shipping label applied to it. The label is to include, at minimum, the following information:
· Manufacturer
· Shipping Address
· BEP Purchase Order Number
· Customer Name & Address
· Failure to adhere to the packing slip and label requirements could result in shipment rejection, processing delay, or payment delay.
3. DELIVERY REQUIREMENTS
3.1 Delivery Requirements
The following DELIVERY information must be provided when scheduling delivery appointments: (1) Name of supplier/manufacturer; (2) Contract/Purchase Order #; (3) Total number of items; (4) Total weight; and (5) Date and time of delivery.
3.2 Deliveries to WASHINGTON, D.C. ANNEX BUILDING – (LOADING DOCK ON “D” STREET SW, BETWEEN 13TH & 14TH STREETS SW):
Vendors must call the appointment hotline at (202) 874-2333 twenty-four (24) hours in advance to schedule approximate delivery times. The hotline is manned from 6:30 am to 2:15 pm Monday through Friday. A voicemail message maybe left after normal working hours. Deliveries are accepted between 8:00 am and 2:15 pm, Monday through Friday, excluding holidays.
Over the road vehicles having an overall height exceeding 12’6” (3.8 meters) empty, or an overall length exceeding 42’ (12.2 meters) cannot be accommodated at our receiving platform.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

(a) Definitions. As used in this clause-
(1) " Payment request " means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
(a) Definitions. As used in this provision— “Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
