STATEMENT OF WORK
PERSCRIPTION DRUG DATA
I.
INTRODUCTION
The Bureau of Economic Analysis (BEA) is one of the world's leading statistical agencies. BEA produces economic statistics that enable the government, economists, statisticians, and the public to understand the performance of the Nation's economy. BEA, as the nation's accountant and as one of the world's leading statistical agencies, collects source data, conducts research and analysis, develops and implements methodologies, and disseminates statistics to the public. In this role, BEA collects source data from many specific sectors of the economy.
BEA provides many economic measurements as part of the National Income and Product Accounts (NIP As). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which is considered the most useful summary measure of the nation's production.
II.
OBJECTIVE
BEA has a requirement for monthly data on retail sales of prescription drugs. BEA is the nation's economic accountant, producing measures such as GDP, one of the most important statistical releases for its effect on financial markets. Personal consumption expenditures (PCE) is the major component of GDP on the product side of the accounts, comprising about 70% of GDP.
BEA collects source data for specific sectors of the economy. PCE measures the goods and services purchased by the personal sector of the U.S. economy. The objective of this procurement is to obtain monthly data on retail sales of prescription drugs for the calculation of the PCE goods estimates.
III.
SCOPE OF WORK
The procurement of detailed monthly prescription drug retail sales data is very important for calculating GDP estimates. The data must be available no later than 18 days after the reference month. The data must be provided monthly, in a continuous time series.
The contractor shall provide the following:
The Bureau of Economic Analysis will use these data to construct estimates of PCE goods. The following are data requirements:
1.
The data frequency is monthly.
2.
Data must include the total retail prescription drug market broken down by channel.
3. IMS must provide estimate of expected percent change within 18 days of the reference month.
4. The retail sales data for prescription drugs must include detail from the following groupings:
Chain Stores
Mail Service
Independent
Food Stores
Long-term Car
IV. DELIVERABLES
Delivery Schedule: Monthly data will be delivered in a timely manner, lagging no more than 18 days after the reference month ends.
V.
PERIOD OF PERFORMANCE
The period of performance is 07/1/2015 – 6/30/2016.
The Government anticipates a base year plus four (4) optional years as follows:
Base Period
7/1/2015 – 6/30/2016
Option Year 1
7/1/2016 – 6/30/2017
Option Year 2
7/1/2017 – 6/30/2018
Option Year 3
7/1/2018 – 6/30/2019
Option Year 4
7/1/2019 – 6/30/2020
BEA reserves the right not to execute the option years of the contract, if the products are not needed or if the Contractor fails to provide the data required within the specified time (see Section 3) or does not meet the performance standards for invoicing procedures, and/or correct billing procedures (see attached).
VI.
PRICING
This is a Firm Fixed Type Purchase Order to obtain monthly data on retail sales of prescription drugs for the calculation of the PCE goods estimates. The pricing is TBD.
VII.
PROPOSAL INSTRUCTIONS AND EVALUATION CRITERIA
Offerors should submit proposals containing the following information.
a.
Past Performance
The Offeror shall identify at a minimum three (3) past performance references during the past three (3) years where the Offeror provided similar services as proposed for in this project. References can include both Government and Commercial contracts and subcontracts. References shall include, two contact names, business name, mailing address, e-mail address, telephone and fax numbers, approximate number of deaf consumers served, type of services provided and the period of performance.
b.
Experience and Capability
The Offeror shall demonstrate their experience and capability in providing data that fits all the requirements outlined in the Statement of Work.
Format and Content.
Reports shall be delivered in a static, Microsoft Excel workbook format. The excel data file will be delivered monthly and contain 24 months of data.
Cost Proposal The cost proposal shall identify the cost of each deliverable in section 3 and the total fixed price cost for the base period and each option period.
8. EVALUATION FACTORS/CRITERIA
The evaluations of the proposals that are submitted by the Offerors will be in accordance with the criteria outlined in this section. The Government will evaluate the proposals against the following three factors:
Factor 1: Past Performance
Factor 2: Experience and Capability
Factor 3: Price /Cost
The Offeror shall clearly address each element of the proposal as required by this RFQ. Any proposal failing to address all of the elements of this RFQ may be considered an indication of the Offeror's lack of understanding in response to the Census Bureau's requirements, and may result in the proposal being determined unacceptable.
In determining which proposal provides the best value to the Government, non-price (technical) evaluation factors are approximately equal in importance than evaluated price.
FACTOR 1 - PAST PERFORMANCE (See Section 2, Technical Proposal, Subparagraph 3. a. Past Performance)
BEA is seeking to determine whether the Offeror consistently delivers quality services.
The quality of the Offeror’s past performance will be evaluated on the basis of information contained in the Offeror’s proposals, and the information that the Census Bureau obtains through reference checks or any other means. The past performance information may include the Offeror’s record of providing high quality services as follows:
The Offeror’s past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, effective management of subcontractors, cost management, level of communication between the contracting parties, proactive management and customer satisfaction.
The Government reserves the right to assess the past performance of proposed subcontractors.
The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the Offeror, the agency’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases.
If an Offeror does not have a history of relevant contract experience, or if past performance information is not available, the Offeror will receive a neutral past performance rating; however, an Offeror without a history of relevant experience may receive a lowered rating for the experience evaluation factor.
FACTOR 2 – EXPERIENCE AND CAPABILITY (See Section 4 & 5, Subparagraph b. Technical Proposal, Experience and Capability)
BEA will review the information provided in the technical proposal to determine how well the Offerors understand the requirements set forth of the SOW. All information will be evaluated to determine the degree it demonstrates the likelihood that the Offeror will successfully complete the requirements.
Proposals will be evaluated against the requirements of the RFQ and in accordance with the evaluation sub-factors set forth below to determine:
· The Offeror’s ability to perform the requirements.
· The Offeror’s ability to meet the performance measures.
FACTOR 3 - PRICE AND OTHER BUSINESS FACTORS
Under the price factor, the price proposal will be evaluated to determine, among other things, total fixed for the required deliverables. The Government may use the results of cost/price realism analysis to adjust the Offeror’s proposal to a most probable cost to the Government. The analysis may include information from a government auditing agency, Government technical personnel, and other sources.
9. BEST VALUE EVALUATION
BEA’s award determination will be based on best value principles. Accordingly, an award will be made to the responsible and technically acceptable Offeror whose proposal provides the greatest overall value to the Government, price and other factors considered. This best value determination will be accomplished by comparing the value of the differences in the technical factors for competing offers, based on their strengths, weaknesses, and risks, with differences in their price to the Government. If making this comparison, the Government is more concerned with obtaining superior technical and management features than with making an award at the lowest overall cost to the Government. However, the Government will not make an award at a higher overall cost to achieve slightly superior technical features.
