Section B: Description of the Supplies/Services Required

The Biofire Torch is a molecular diagnostic instrument that is capable of identifying infectious agents in clinical samples. The system utilizes polymerase chain reaction (PCR) to rapidly test clinical samples for the presence of specific DNA sequences that are associated with known pathogens, such as viruses or bacteria.

Section C: Justification for Soliciting from a Single Source or Brand Name

With the rapid spread of COVID-19, David Grant Medical Center (DGMC) is requesting to purchase the Biofire Torch from Biofire Diagnostic equipment in response to our emergency preparedness and improve patient care. This urgent and compelling request has been approved by DGMC leadership and funded under COVID-19 project to be reported to Defense Health Agency.

Biofire is currently the only vendor offering a rapid PCR test equipment to identify COVID-19. The system is readily available and DGMC currently has staff that are trained on usage.

Section D: Efforts to Obtain Competition

We performed research in the Internet medical diagnostic equipment manufacturer and vendor Websites. This includes Defense Logistics Agency, Electronic Catalog (ECAT), Prime Vendor Programs, and Medical Master Catalog (MMC). We found Cepheid SARS COVID 2 assay with no progression. Currently, there are 2 emergency use assays as deem by FDA. The Cepheid requires Copam UTMS, which are currently on back order as their production line is in Italy.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This purchase is in response to the Global pandemic. Future requirements will be researched for up-to-date diagnostic system and will encourage manufacturers to participate more in research for more advanced equipment through advanced technology.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
