Single Source Justification (Simplified Acquisition)

20 Apr 2017 Page 1 of 1

Section A: General Contract Information

Contracting Activity: 60th CONS

Project/Program Name: ANESTHESIA UNITS

Purchase Request/Identification Number: FM442772860771

Estimated Contract Cost (including Options): $191,101.94

Section B: Description of the Supplies/Services Required

Two Draeger Apollo Anesthesia Units to include Delta XL and Innovian Monitors - See quote for specific line item details.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

Currently our operating rooms all utilize this particular anesthesia unit and we have 17 in the facility. We have expanded from 7 to 9 operating rooms and for patient safety, staff training, and maintenance we need to stay with this particular anesthesia unit.

The current equipment is interchangeable if a part such as a monitor or vaporizer needs to move or breaks down requiring maintenance. This keeps the facility standardized giving us continuity for our residency programs, new staff, and the maintenance team. This gives us greater flexibility for cases that occur outside of the operating room and it will be safer for patients to keep practices consistent throughout the facility. This will also give us the ability to keep using all operating rooms if one unit requires maintenance.

Section D: Efforts to Obtain Competition

We did not look at any other sources since our facility is standardized to this unit. Having a different system could potentially be a patient safety issue as well as additional training and maintenance.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

When our current 17 anesthesia units needing replacement we will evaluate all possible vendors to meet our requirements. This is to simply add a 2 units for better efficiency and safety.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
