Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION

Ref: (a) 0607-06 – Batteries & Chargers Package

1. It is recommended that other than full and open competition be used to acquire reference (a) for the following items, manufactured by Bren-Tronics, Inc.:

The total estimated cost is with delivery three (3) weeks after receipt of the order. The requested materials represent the minimum requirements of the government.

2. requires batteries and chargers for the fielding of . There are currently not enough batteries and chargers to field all of the units that are being built presently to Navy Expeditionary Combat Command (NECC). Without the purchase of these batteries and chargers it will result in delays to fielding. These Batteries and Charges are currently being used and must be compatible (form, fit, and function) with the current equipment to ensure proper fielding of . Each unit must be exact in components to ensure no risk in introduced into the units. It is estimated that to duplicate this effort would cost the Government at least in total labor and lost revenue. The labor estimate is based on the fully loaded hourly labor rate dedicated full time to the over four months Activities would include time investigating other vendors that offer similar applications; purchase of individual components and assemble, and re-design; which would incur extra cost. This additional time and cost could not be recovered through full and open competition.
