Performance Work Statement Project Title: Overhaul of Chiller at B451 NextGen Work Task #: 10128247

1. Objectives:

This scope of work is to provide a mechanical overhaul of the B451 chiller. The chiller is past its recommended timeframe for a mechanical overhaul. There is no redundant cooling system. This is a top priority system serving cooling for buildings 40, 49, 88, 123, 404, 463, 42, 78, 527, 525, and 44. The HVAC is critical maintaining the health, safety, and comfort of the airmen. The chiller is a 400 ton centrifugal McQuay model WDC087-BCCBM, S/N STNU031200110, utilizing R-134a. It was installed in 2005. Troubleshooting and recent operation indicates standard wear, as well as some flow control issues and general control issues.

The contractor shall furnish all materials, labor, transportation, equipment, special tools, expertise, supervision, and services requested to fulfill the requirements of this contract. All task specifications of this Performance Work Statement will herein be referred to as “requirements”. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contract Officer (PCO). The work shall conform to the most current applicable NFPA, ASME, EPA, IMC, IPC, and AFI, ETL, and Unified Facility Criteria Standards. Work shall be completed in a neat, substantial, and competent manner.

2. Requirements

1. The Contractor shall provide full recommended mechanical refurbishment of the entire B451 chiller including:

· Internal cleaning, including tube cleaning (evaporator and condenser)

· Replacement of seals & gaskets

· Examination of gears, journals, and thrust bearings, and recommendation of needed replacements based on noted wear. Replacement of major bearings shall be included as an option for replacement by modification to the contract.

· ECT services and report

· Leak testing and vacuum testing, as needed

· Plugging of tubes as needed

· Oil/refrigerant separation, oil analysis, refrigerant recharging, & oil change

· Oil, refrigerant, oil reclamation, and chilled water filter changes

· Oil laboratory test to determine compressor condition

· Checking guide vane linkage and vane operation

· Relief valve & piping inspection; relief valve repair or replacement as needed

· Inspection and cleaning of flow devices

· It is known that the flow sensors on the condenser side require replacement; this shall be included in scope.

· Calibration of pressure transducers and temperature sensors

· Inspection of pumpout system

· Full electrical system check per manufacturers recommendations, including compressor current draw, pump and fan motor amp checks, heater operation check, safety control and pump interlock and flow switch checks, motor starter contact check and cleaning, terminal connection tightening, & compressor motor resistance to ground check.

· Full control systems check

2. On-site CE shop personnel will provide coordination for needed system operation to allow the refurbishment. The Contractor shall provide all required lock-out-tag-outs.

3. The Contractor shall provide testing of chiller to prove full capacity and operation capability and return the unit to service.

4. The Contractor shall provide a full parts list required for the Chiller overhaul as well as a full written overhaul report, including the work performed, parts replaced, deficiencies noted, corrective actions taken, and corrective actions recommended for future work if noted.
