Performance Work Statement Project Title: B304 Cooling Towers - Liner Installation and Cooling Tower Repairs NextGen Work Task #: 7631635 & 6940062

1. Objectives:

1.1 The work is to perform repairs as stated to the three cooling towers indicated and to install a basin liner on the same three towers to prevent future degradation and leakage, as outlined below. The towers are located on the south side of the B304 roof.

2. Existing Conditions:

2.1 The three active towers are three cells, two of which are joined (Evapco S/N 4-108197-8198 refers to the entire installation of three towers), rated at 2400 ton and 7200 gpm. The two joined towers are model REP224-920 (two cell type of 1600 ton and 34,800 cfm). The third cell is an extra joined single cell of this model. They have begun corroding in many places at the basin and elsewhere in the towers. Leakage in some locations is extensive, especially at the side seams of the basins. They have not been well maintained and require extensive cleaning and media replacements. The outer media panel supports and brackets are degraded and several have broken entirely, resulting in not being able to install several outer media panels. The drift eliminator media is badly degraded and must be replaced.

2.2 Tower #2 is currently inoperable due to a broken fan. The propeller was previously replaced after coming loose from the shaft, but no longer properly aligns with the motor. The motor itself is also inoperable and must be replaced. The existing motor is a 60 hp, 2-speed, 1-winding, 3 phase, 460 VAC unit. Additionally, the propeller rubs and grinds against the sides of the fan space and machining / repairs are needed to ensure safe and proper rotational operation.

2.3 The basins of all three towers must be patched, liner must be applied, and other repairs made in order to extend to useful life of the towers.

3. Requirements

3.1 The Contractor shall perform the work on the three towers in a phased approach as per approved plans with the Government, in order to allow operation of at least one cooling tower for as much time as possible to maintain cooling to critical missions.

3.2 Project includes, but is not limited to, the following work elements. The contractor shall furnish all material, labor, transportation, equipment, tools, services, expertise, supervision, and incidentals required to fulfill the requirements of this contract. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contracting Officer (PCO). The work shall conform to the most current applicable State, AFI, ETL, NFPA, and Unified Facility Criteria Standards. Work shall be completed in a neat, substantial, and competent manner. All personnel shall abide by all industry safety standards, such as OSHA, and the Contractor shall provide all required PPE.

3.3 The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems. The Contractor shall use PWS requirements. All task specifications of this Performance Work Statement will herein be referred to as “requirements”.

3.4 The work on all three towers shall include a full and thorough cleaning of the towers, tower basins, and the roof surface surrounding the towers. The cleaning shall be to industry and manufacturers recommended standards to remove algae and other organic growths, all manner of dirt and debris, loose corrosion, and scale buildup. The tower outer media panels shall be cleaned as well. If the material cannot be cleaned or re-used after cleaning due to degradation of the material, the outer media panels shall be replaced. Outer media panels that can be re-used may be retained and re-used. The drift eliminator media shall be entirely replaced. All replacement media shall be per manufacturer’s recommendations and specifications.

3.5 The work on all three towers shall include all structural repairs and replacements to the interior and exterior of the towers to repair or replace the outer media holding brackets and drift eliminator mountings, in order to fully and completely install all outer media panels and drift eliminator media.

3.6 This work on all three towers shall include installation of a semi-permanent coating / lining to all three of the B304 cooling tower cold water basins to repair existing leakage and prevent future leakage. The basins shall first be cleaned, prepared, and patched as needed with galvanized sheet steel (G-235 or equal) to repair all leaks in the basin and at the basin seams. Contractor shall perform any and all needed specific basin preparation such as sandblasting, grinding, polishing, chemical treatment, etc. to remove scale and corrosion, after the Government (CE maintenance shop) has isolated and drained the cooling towers and basins. The Contractor will patch any existing holes, cracks, or splits in the basin as needed to effectively install the liner. The Contractor shall then install the lining in the cooling tower basin. The liner shall be installed in accordance with the manufacturer’s recommendations and the Performance Work Statement. The liner shall be installed on top of the basin and patching material. The new lining must be a shape-conforming, rubber-like or epoxy-like coating that does not crack, chip, peel, or degrade with contact to cooling tower water treatment chemicals or the operation of basin heaters, such as UltraFlex FRA-5000 or like product. Approval of like product shall be obtained beforehand from CE.

3.7 The work shall include repairs to regain performance and operability of tower #2. These repairs shall include replacement of the tower #2 fan motor, including mounting adjustments and alignment of the motor and propeller, machining and repairs to the tower #2 fan propeller space to accommodate operational rotation, and any needed repairs to the tower #2 fan gearbox. The motor replacement shall be as similar to the existing motor as possible. Any and all required electrical and control repairs and replacements shall be included in the performance of this requirement.

3.8 All waste material and equipment removed for replacement must be removed and properly disposed of off Base by the Contractor.

3.9 The Contractor shall begin work once cooling season is over, i.e.; once there are at least 5 consecutive days with temperature lows below 55 degrees and highs below 76 degrees. This date shall be projected by the Government and the Contractor will be notified of the expected performance start date. The start date shall be set once the estimated date of the cooling seasons’ end is determined, but will not be required to be moved if temperatures fluctuate after this determination and the highs and lows do not match these requirements exactly.

3.10 The Contractor shall coordinate with the Government for needed system operation to allow the work and subsequent testing of the cooling towers. CE shop will isolate and drain the cooling towers and basins. The Contractor shall provide their own lock-out-tag-outs as needed.

3.11 The Contractor shall provide proof of proper installation and cure time of the liner, and be present upon startup of all three towers to ensure no continued leakage with proper liner installation. The Contractor shall provide a report with pictures of the repairs made to the tower structural elements and Tower #2 fan. The Contractor shall provide for operational testing of the Tower #2 fan.

3.12 Qualification Requirements: The Contractor shall demonstrate the following qualifications:

- The Contractor shall demonstrate, by way of project examples, at least 5 years’ experience in maintaining and repairing cooling towers or similar structures.

- At least one person will possess at least 5 years’ experience with cooling tower maintenance or repair projects and shall be on site for the duration of the project to assist with the work.

- The Contractor shall demonstrate access to personnel with experience in the application of the type of liner to be used in this work, or like product, that will be utilized for this project performance. Experience shall be demonstrated by way of at least 5 successful project examples.

Performance is acceptable when the media on all three towers is completely installed with full replacement drift eliminator media and all fully functional side media (no blockage), whether side media is re-used or new. No more than one (1) valid defect or complaint by completion of the project; all identified defects will be in compliance within seven (7) working days.

Liner Installation

3.5
Performance is acceptable upon completion of a visual inspection by the Contractor and the Government once the liners are installed, and upon completion of successful leak testing with no visible leakage from the basin bottom or side seams. No more than one (1) valid defect or complaint by completion of the project; all identified defects will be in compliance within seven (7) working days. Resumption of leakage or moderate-to-severe degradation of the liner within 1 year of completion of the project shall constitute a defect.

Structural Repairs

3.4
Performance is acceptable once all structural repairs are made such that all side media and drift eliminator media can be mounted in place securely. No more than one (1) valid defect or complaint by completion of the project; all identified defects will be in compliance within seven (7) working days.

Tower #2 Motor Replacement, Fan Alignment, Fan Rotation

3.6
Performance is acceptable upon successful completion of the operational test of Tower #2, including fan operation. No more than one (1) valid defect or complaint by completion of the project; all identified defects will be in compliance within fourteen (14) working days.
Cleanup / Disposal
3.7
When complete, no more than minor particulate debris related to the project on roof top or building surroundings. No more than one (1) valid defect or complaint by completion of the project; all identified defects will be in compliance within seven (7) working days.

5. General Information

5.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which it assures its work complies with the requirement of the contract.

5.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

5.3 Recognized Holidays: The contractor is not required to perform services on recognized holidays.

5.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 6:30 a.m. to 7 p.m. Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

5.5 Place of Performance: The work to be performed under this contract will be performed at Building 304, Offutt AFB, Nebraska.

5.6 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government furnished materials shall be secured.

5.7 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

5.7.1 In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

5.7.2 The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

5.7.3 Lock Combinations: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.

5.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

5.9 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

5.10 Key Personnel: The follow personnel are considered key personnel by the government: Anna Mosier, Mechanical Engineer; and the Contracting Office Representative (COR). The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 7 a.m. to 5 p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

5.11 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

5.12 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

5.13 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
