Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261-22-AP-0317

1. Contracting Activity:

Department of Veterans Affairs, VISN 21, VA Sierra Nevada Health Care System, Reno, Nevada purchase request number; Requisition number: 654-22-1-6035-0002

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The objective of this requirement is to provide and install all equipment for the Rauland responder nurse call system and VOCIA paging in the B3 unfinished space project.

Material (includes shipping): $3,869.56 Labor (includes installation, testing, training, and troubleshooting) + $4,826.25 Total $8,695.81

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Due to the proprietary nature of the Rauland Nurse Call and VOCIA paging System, no other manufacturer’s control products are capable of interfacing with the current system that exists on the campus. If another manufacturer’s controls were to be installed in the project, it would require additional software and hardware integration components that could potentially jeopardize the system’s ability to safely monitor nurse call devices along with existing buildings on the campus. The complexity of monitoring and interfacing two different building control systems over the life cycle of the control system would increase facility costs that would outweigh the potential cost savings of utilizing an alternative system (FAR 23.703(b)(5). In addition to increased facility monitoring costs, utilizing an alternative system would increase the cost of installation and maintenance as no other manufacturer’s controls are capable of interfacing with Rauland Nurse Call and VOCIA Paging System without the addition of integrational components (e.g. server, extensive programming, etc.).

4. Description of market research conducted and results or statement why it was not conducted:

Market research was based on personal knowledge of the requirement, and administrative management of the previous construction contract VA261-15-C-0138 when the original nurse call system was installed. Extensive research has been conducted in multiple past projects at

VASNHCS. The Rauland Nurse Call and VOCIA Paging System is available through authorized/qualified companies.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
