SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 1 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).
2. Description of supplies or services required to meet agency needs.
The government requires 3 x factory rebuilt, zero-time, brand name Lycoming Engine, O-360C1G to be utilized on a normally aspirated CC-18 Aircraft. The estimated cost of this required engine is $135,000.00. This industry is faced with backlog and long lead times, the anticipated delivery date is estimated at 12-14 months after date of order. The requesting activity OAS has asked for a final delivery date of supply in Jan 2023.
3. Identification of the single source to be solicited.

4. Reason for authority cited. Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.
5. Rationale.
The engine must be compatible with the CC-18 aircraft that are currently in the Office of Aviation Services (OAS) fleet. There are only two engines (Lycoming O- 360C1G or Lycoming O-360C4P) that are approved by the Federal Aviation Administration (FAA) to be installed on these CC-18 Fleet aircraft per their Type Certificate. A Type Certificate is issued to signify the airworthiness of an aircraft manufactured design or “type.” The Type Certificate reflects a determination made by the FAA that the aircraft is manufactured according to an approved design, and that the design ensures compliance with airworthiness requirements. The certificate is issued by the FAA and once issued, the design cannot be changed without a Supplemental Type Certificate.
OAS transitioned from the fixed pitch propeller to the constant speed propeller on the CC-18 fleet aircraft. The Lycoming O-360C1G is the only engine that can accommodate both a fixed pitch propeller and a constant speed propeller. In order to have the flexibility to be used in any one of the CC-18 aircraft, and to keep standardization of the fleet, the government requires the Lycoming O-360C1G.
Therefore, the Lycoming O-360C1G is the only engine that can fulfill the government’s requirement.
6. Market Research.
Market research was conducted using internet searches, reviewing Lycoming distributors’ websites for pricing and availability of engines. Review of these distributors’ websites, prices, and delivery schedules indicate that there are several distributors that can meet this requirement. Knowledgeable government personnel from the Office of Aviation Services (OAS) were interviewed about this need and the Federal Aviation Administration’s (FAA) requirements as well as pricing and availability of Lycoming engines in Anchorage, AK.
OAS personnel have ordered many engines of this type and have the experience and knowledge necessary to understand this requirement and its challenges. Mandatory sources were reviewed to include GSAAdvantage!. GSA does not provide this product. Other mandatory sources do not provide this item. A search at SAM.gov under the NAICS 336412 revealed 63 potential vendors (with more than half being For Profit Organization/Foreign Owned).
Based on the efforts described above, market research found this acquisition will be a brand name request IAW FAR 13.106. Lycoming Engines are the only FAA approved engine that can fill this requirement for the Office of Aviation Services fleet aircraft; however, there are numerous authorized distributers of Lycoming engines in the United States. NAICS code 336412 Aircraft Engine and Engine Parts Manufacturing applies to this acquisition. The performance requirements (limitations on subcontracting) and the nonmanufacturing rule for this NAICS code does not apply to this acquisition IAW 13 CFR 121.406(c). Based on market research, this requirement will be a Total Small Business set aside for a brand name item as the Contracting Officer has a reasonable expectation of receiving quotes from two or more responsible small businesses.
Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines that this action only covers the engines peculiar to Lycoming as a brand name justification.
