J&A No. 0242-22-206-00 limited number of components that are being upgraded and the cost and time for a replacement of the whole system is prohibitive.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research was conducted through a survey and an analysis of alternate brands available was performed for this requirement. As previously indicated, this procurement is serving as a technical refresh of existing components. Selection of another vendor would not be feasible because it would require development of an entire new data acquisition system from the front end hardware to the back end software which would impact the program’s schedule and significantly increase the procurement costs. These components need to be procured from National Instruments through its certified resellers so that the existing CTF DAS can continue to meet the program’s ongoing data acquisition needs. As such, market research indicates other companies' similar products, or products lacking the particular feature, do not meet, and cannot be modified to meet, the agency's needs.
A synopsis of this procurement was published on the SAM.Gov on 22 September 2022 with a closing date of 7 October 2022. No contractors have responded to the posting as of 8 November 2022. This Justification will be posted along with the solicitation on the SAM.Gov website. Any responses received will be evaluated prior to award.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
