2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
The Defense Information System Agency (DISA) DoD Information Network (DoDIN) Approved Products List (APL) was developed in accordance with DoD Instruction (DoDI) 8100.04 and managed by the DISA Infrastructure Directorate (IE) Approved Products Certification Office (APCO). The purpose of the DODIN APL is to maintain a single consolidated list of products that have completed Interoperability (IO) and Cybersecurity certification and have achieved an ‘authority to operate’ (ATO) determination. The DoDIN APL (hereinafter referred to as ‘APL’) is the single approving authority for all Military Departments (MILDEPs) and DoD agencies in the acquisition of communications equipment that is to be connected to the Defense Information Systems Network (DISN) as defined by the Unified Capabilities Requirements (UCR).
The APL is broken down into distinct IT and network categories and sub categories of products that have very specific DoD DISN ATO certification. This NSWC Philadelphia UCR procurement is for a continuity of operations (COOP) platform to back-up the NSWCPD RDT&E network (PD-Core) as per SECNAVINST 3030.4E. This particular instruction directs every command and organization within the DON to have in place a COOP program to ensure the continued execution of its Mission Essential Functions (MEFs) under all circumstances across the spectrum of threats, disasters, or incidents.
This specific IT requirement falls under the APL’s converged data management (CDM) category for which Rubrik is the sole certified CDM provider with the required DISN ATO.
3. MARKET SURVEY
Guidance issued by the DoD authority APL lists Rubrik as the sole solution for all CDM requirements. This determination meets the government’s salient physical, functional and performance requirements and nullifies the requirement for market research and analysis of comparable items
