Salient Characteristics
Intoximeter EC/IR II and Accessories
A. The USPP has a requirement for the following items:
Intoximeter EC/IR II Desktop Tester Package, Quantity: 10 Each Intoximeter EC/IR II Tester Package contains the following items:
• Intoximeter EC/IR II Tester, grey in color (Part Number 18-2080-XX)
• I/O Keyboard, USB Mini EC2 ACK 595-Black (Part Number 27-5815-02)
• Warranty – 1 Year Parts and Labor (Part Number WARR-1)
Printer BR HL-L5000D with Parallel Cable (EC2), Quantity: 10
(Part Number 21-0410-00)
Dry Gas 108L/223PPM (.082) C, Quantity: 10 (Part Number 22-0080-01)
Mouthpieces, EC/IR One-Way, Individually Wrapped, Quantity: 1,000 (Part Number 23-0000-00)
B. The USPP also has a requirement for the Intoximeter EC/IR II software to be customized for the USPP TSU with user access code updates using the following Software Development Statement of Work.

Software Development Statement of Work
1. Begin with VS340-B update to incorporate internal enhancement module
2. Add Access (Operator) Code Generation into menu at level 4
a. Use “O”
b. Access code is based off of text entered into testing officer name
3. Change arresting officer name to one field
4. Change testing officer name to one field
5. Add testing officer field to F2 Quick Test
6. Require Access Code to run subject test or F2 Quick Test
a. On a Subject Test prompt for Access Code after “Testing Officer Badge Number”
i. Remove “License Number” as a data field
b. On a Quick Test, ask for Access Code after Testing Officer field
c. If Access code does not match “Access denied, check name and access code”
7. Latest version firmware will be used and all efforts will be made to match exactly to current software, however minor differences are possible
a. Overall functionality will not be affected
b. Updates include speed and stability improvement
C. Warranty:
1. The Contractor shall warrant all products contained in this contract to be free of defects and of merchantable quality within the meaning of the Uniform Commercial Code. The Contractor further warrants that the product conforms to all applicable requirements as outlined within this Statement of Requirements.
2. The Contractor shall utilize FEDEX or UPS overnight, next day or two-day service, for all warranty shipments at no cost to the Government.
3. The Contractor shall repair or replace any instrument, keyboard, printer, or dry gas bottle that has a gross failure due to workmanship or material defect with an equivalent instrument, keyboard, printer, or dry gas bottle.
4. Should any new or modified part be manufactured or recommended by the Contractor to rectify any unforeseen defect, deficiency or performance issue, the Contractor shall provide the Government with the "upgraded" part for every instrument purchased during the warranty period.
D. Delivery:
1. The USPP has a requirement for the Intoximeter EC/IR II Desktop Tester packages and accessories to be shipped to two different USPP locations.
USPP Location One: A total of eight (8) Intoximeter EC/IR II Desktop Testers, eight (8) USB Mini-Keyboards, eight (8) printers with parallel cables, eight (8) dry gas bottles, and eight hundred (800) mouthpieces will be delivered to the following USPP location:

2. The Contractor shall provide advanced notice of anticipated shipping a minimum of five (5) business days to both of the above USPP POCs by both email and telephone.
3. Delivery shall be completed no later than one hundred and eighty (180) calendar days after receipt of order (ARO).
E. Inspection and Acceptance:
1. The USPP POCs to receive the Intoximeter EC/IR II Desktop Testers and accessories will inspect and identify any deficiencies, including any significant or consequential damage to the Intoximeter EC/IR II Desktop Testers and all its equipment, components, and accessories caused by, or while in possession of the Contractor. All operating and maintenance manuals for the Intoximeter EC/IR II Desktop Testers and all its equipment, components, and accessories shall be provided to the USPP POCs at the time of delivery. Any and all proofs of warranties shall be provided to the USPP POCs at time of delivery.
2. If it is found that deficiencies cannot be corrected at the time of delivery, the Intoximeter EC/IR II Desktop Testers and all its equipment, components, and accessories will not be accepted and will be returned at the cost of the Contractor.
