Fish Feed 2021 SOLICITATION NO. 140F0121Q0029 FWS Inks Dam National Fish Hatchery
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service has a requirement for assorted fish feed for Inks Dam National Fish Hatchery, Burnet, TX. The anticipated required delivery period is 1 year from the date of award. See below for details on delivery.
This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2021-03. The NAICS code is 311119 Other Animal Food Manufacturing and the small business size standard is 500 employees.
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.
Award will be made as a firm-fixed-price contract. The basis of award is the lowest price determined fair and reasonable. Award will be made to a responsible source pursuant to FAR subpart 9.1.
Please submit your quotation (showing unit and total price) on company letterhead or the enclosed SF- 1449 form with DUNS No. and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number.

In order to have a quote considered for award, respondent must be registered at the System for Award Management (SAM) website (https://www.sam.gov) as an active vendor by the time an award decision is necessary.
Specifications
The US Fish and Wildlife Service, Inks Dam National Fish Hatchery requires the following Fish Feed (Meet or Exceed) as follows:
Line item numbers 00010 - 00070.
00010 - Mash (or equivalent), 100 lbs.
00020 - Crumble #1 (or equivalent), 350 lbs.
00030 - Crumble #2 (or equivalent), 1500 lbs.
00040 - Crumble #3 (or equivalent), 1500 lbs.
00050 - Extruded 1/16 (or equivalent), 2000 lbs.
00060 - Catfish 32% 1/8 (or equivalent), 14,000 lbs.
00070 – Catfish 28% ¼ (or equivalent), 34,800 lbs.
FEED REQUIREMENTS: The fish feed will be a proven channel catfish diet and will have been fed and shown to produce no ill effects, contain all necessary nutritional requirements for channel catfish to maintain the fish in healthy condition without supplemental feeding of any kind. The feed must be manufactured within 60 days of receipt or the shipment will be returned at the supplier’s expense.
Due to circumstances outside Inks Dam National Fish Hatchery’s control including weather, regional production scheduling, partner request, etc; quantities requested are a maximum amount which may not be fully utilized or required during the production cycle.
Starter diets (Mash, Crumble - #1, #2, #3) will have a minimum of 55% protein; Extruded 1/16 will have a minimum of 40% protein; Extruded 1/8 will have a minimum of 32% protein; and Extruded ¼ will have a minimum of 28% protein.
Contract will be issued for one year from date when contract is awarded.
Delivery
Shipments of fresh fish food will be as needed to maintain the nutrient quality of the feed.

Shipping Cost Allowance (minimum 1 pallet/2000 pound delivery). Pricing shall be FOB Destination on pallet quantities and shipments under pallet quantities will be FOB.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)

Local Clauses
Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If final payment is billed, the last invoice shall state “FINAL”
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
