CLAUSES

CLAUSES INCORPORATED BY FULL TEXT

Contractor Performance Assessment Reporting System DEC 2015

FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award.

Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should a)provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

The following guidelines apply concerning your use of the past performance evaluation:

Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

PWS 1.0 Background on the Government’s Requirement U.S. Department of the Interior (DOI) Bureau of Land Management (BLM), California Desert District Office (CDD) requires updates to the the BLM-California Enterprise Cultural Resources Geographic Information System (GIS) Geodatabase.

The Geodatabase includes all archaeological site and inventory data for BLM-CA.

This work is for BLM to meet the requirements of the Statewide Protocol for compliance with Sections 106 and 110 of the NHPA, specifically Section III(C)(2).

Data entered in the Geodatabase must be consistent with the Cultural Resource Management National Cultural Resource Data Standard (CRM NCRDS) which was issued under WO-IM-2018-079, in July of 2018.

Refer to the PWS Technical Exhibits for this document.

Additionally, for fields not referenced within WO-IM-2018-079, the BLM Cultural Resources Arch Edit / Copy Tool Utility User Manual (Draft June 2019) will be followed.

This document is available at the BLM CA CDD office.

The CRM Data Standard is managed in an ESRI Enterprise Geodatabase and includes feature classes for both Resource and Investigation features.

This initiative is critical for the cultural heritage program mission and in particular, it makes it possible to improve data management by cultural heritage staff and therefore improve response time to demands for GIS cultural data in planning, fire, cultural resource evaluations, and other daily customer services.

BLM RFQ 140L1220Q0056 Page 22 of 146

PWS Page 3

PWS 2.0 General Scope of Work The work includes inputting data into the existing Geodatabase by utilizing cultural resource reports, forms, maps, and other records at the BLM-CDD in Moreno Valley.

If data is incomplete, some coordination with District-wide Cultural Resources Field Office Staff may be needed.

The BLM’s data is entered in ArcGIS version 10.5, software and the Cultural Resources Load Data Tool, an add-in software component designed specifically for BLM-CA.

The Load Data Tool is designed to enforce particular kinds data types and values, including: the geographical location of individual cultural resources and investigations (i.e. inventories, academic studies, etc.), resource number designations, resource types, year documented, State Historic Preservation Office (SHPO) inventory numbers, etc.

Data entry requires proficiency in using the software, familiarity with BLM cultural resources management procedures and associated regulations, as well as site recordation.

The project will start by taking the most recent (2015 - 2020) information on file which has been submitted according to current BLM GIS data standards for the existing Geodatabase.

Once the first phase of work has been completed, work will focus on entering data that is older and therefore may require more hand digitization.

Entering the backlog of BLM-CDD data into the Geodatabase is laborious and requires a high degree of concentration to maintain data consistency, accuracy, and to interpret sometimes poorly recorded site records and inventory reports.

Failure to maintain a high degree of consistency and accuracy could render the database unreliable and therefore useless.

Place of Performance:

BLM California Desert District (CDD) 22835 Calle San Juan de los Lagos Moreno Valley, CA 92553-9046

Period of Performance:

The formal Period of Performance (POP) shall run for 12 months, from approximately 10/01/2020 through 09/30/2021.

All work for the Base Task 1 should be accomplished within a 6 month window within the POP, as determined in writing between the contractor and the government Contracting Officer Representative (COR).

Government may exercise Option Year (OY) POP’s, each running from October 1st through September 30th of the following year; within each OY POP, the additional Optional Tasks may be exercised.

PWS 3.0 Overall Objective(s) The overall goal of this contract is accurately enter backlogged cultural resources data at the BLM-CDD into the Geodatabase.

BLM RFQ 140L1220Q0056 Page 23 of 146

PWS Page 4

PWS 4.0 Specific Tasks Base Task 1: Data Entry of Project Data from Less than 5-Years of Age Entry of 15 large (> 5,000 acres, >500 archaeological sites); 10 medium (5,000-1,000 acres, 500-100 archaeological sites); and 15 small (<1,000 acres, <100 archaeological sites) cultural resources reports into the Geodatabase.

Some of Task 1 data entry will require digitization of analog data, but the majority of Task 1 data is already digitized.

This includes entering resource and inventory point, line, polygon, and attribute data from each cultural resources report.

This task assumes all data has been submitted to the BLM in the Geodatabase format and can be cut-and-pasted and/or loaded (via the Load Data Tool) into the Geodatabase and then Quality Controlled (QC) for accuracy.

Optional Task 100: Data Entry of Project Data from 5-10 Years of Age Manual entry of 5 large (> 5,000 acres, >500 archaeological sites); 10 medium (5,000- 1,000 acres, 500-100 archaeological sites); and 15 small (<1,000 acres, <100 archaeological sites) cultural resources reports into the Geodatabase.

This includes entering resource and inventory point, line, polygon, and attribute data from each cultural resources report.

This task assumes all data has been submitted to the BLM in a format that may be similar to the current Geodatabase, but may require some heads-up digitization and additional QC for accuracy.

Optional Task 200: Data Entry of Project Data Greater than 10 Years of Age Manual entry of additional cultural resources reports (ranging from the sizes identified in Tasks 1 and 2 above, and to include smaller projects and negative surveys) into the Geodatabase.

This includes entering resource and inventory point, line, polygon, and attribute data from each cultural resources report.

This task assumes all data has been submitted to the BLM in a format that will require manual entry and QC for accuracy.

Manual entry may require the contractor to scan legacy paper resource and investigation data files, geo-reference resource and investigation location maps from those files, heads-up digitization, and populating attributes of the Geodatabase.

Optional Task 300: Data Entry of Legacy Data Manual entry of legacy data from 650 USGS 7.5’ Topographic Quad Maps with legacy data (both inventory data and site data).

Manual entry may require the contractor to scan legacy paper resource and investigation data files, geo-reference resource and investigation location maps from those files, heads-up digitize, populate attributes of the Geodatabase, and QC for accuracy.

BLM RFQ 140L1220Q0056 Page 24 of 146

PWS Page 5

PWS 5.0 Delivery / Performance Schedule Contractor shall, as part of their Capability Statement, provided a draft timeline to complete the above tasks.

The timeline should include at least monthly status reports summarizing data entry to date, identifying any project concerns or project needs, and resolution of previously identified project concerns.

The timeline should also include providing BLM a final summary of all data entered into the Geodatabase for this Project.

REQUIRED DELIVERABLES/PROPOSED PROJECT SCHEDULE

• Post-award pre-work meeting with the BLM to discuss the project and turn the draft timeline into a work schedule. An outcome of this meeting may be a revised project schedule to be approved by the BLM; otherwise the BLM will finalize the proposed project schedule (see table below).

• Monthly Progress Report. BLM would like to see a short email at the end of each month documenting progress made and identifying any outstanding project concerns.

• Final summary report to include a list of the data entered into the Geodatabase.
