STATEMENT OF WORK (SOW) SPECIAL EDUCATION SERVICES FOR SPEECH

PATHOLOGY NENAHNEZAD COMMUNITY SCHOOL

2.0 BACKGROUND

This requirement falls under the Individuals with Disabilities Education Act (IDEA), 34 Code of Federal Regulations 300.323. IDEA requires a free appropriate public education to eligible children with disabilities throughout the nation and ensures special education and related services to those children. These services must be available at the start of the school year.

2.1 SCOPE

Contractor shall provide qualified personnel, necessary supplies, materials, equipment and testing materials to perform speech pathology services. The Contractor will be required to perform speech/language therapy for all students in grades K-6 referred for evaluation during the course of the contract period. The contractor will be expected to:

Be present during initial placement or multidisciplinary team committee meetings for student evaluated by the contractor

Meet with and advise the special education and classroom teacher in matters regarding the continuous assessment, evaluation and implementation of speech therapy programs for individual students and will meet with individual students on a regular basis to provide suggestions for carryover of therapy strategies into the home when necessary

Establish relationships with trust and respect among students, school staff, administrators and parents

Have the capacity to differentiate between Navajo cultural and language background and student speech language deficits

Integrate Navajo cultural aspects and familiarity into assessments and therapy sessions

Be familiar and experienced with the BIE Special Education software program

Meet Federally required timelines and be knowledgeable about the Federal and BIE elements required to be included in student IEPs

Be willing and able to provide Tier 2 support for students, working closely with classroom staff

Assist in modifying student behavior as identified in IEP or requested by administrator

Conduct Extended School Year services

After being provided a copy of the parental permission form for assessment by the school, the contractor shall:

o Assesses students' communication skills (e.g., articulation, language fluency, voice, etc.) for the purpose of determining their speech and language deficits and developing recommendations o Consults with teachers, parents, other personnel and/or outside professionals for the purpose of providing requested information, developing plans for services and or making recommendations o Instruct students for the purpose of implementing goals for re-mediation of speech and language deficits o Participate in meetings: IEP meetings and multidisciplinary team meetings for the purpose of developing plans and/or providing information regarding student 's functional goals o Prepare documentation (e.g., evaluations, observations, progress, contacts with parents, teachers, and outside professionals, etc.) for the purpose of providing written support, developing recommendations and/or conveying information o Present information on various topics related to area of professional expertise in psychology or the purpose of communicating information and gaining feedback on treatment issues o Research resources and methods (i.e., intervention and treatment techniques, assessment tools and methods, community resources, etc.) for the purpose of determining appropriate approach for students' speech and language services o Screen students for the purpose of determining and assessment according to laws regarding minority non-discriminatory practices

Services shall be provided 3 times each week for 8 hours a day for 43 weeks throughout the school year and coordinated with the school.

2.2 KEY PERSONNEL MINIMUM REQUIREMENTS

The Contractor shall provide key personnel that meet or exceed the following minimum requirements. Evidence of meeting these requirements shall be provided to the Government with the Contractor's quote/proposal.

EDUCATION: Master degree in Speech Language Pathology

# OF YEARS OF DIRECTLY RELATED PROFESSIONAL EXPERIENCE: At least ten (10) years of experience with Native American students and Early Childhood Education is required.

CERTIFICATION(S): Certificate of Clinical Competence Speech-Language Pathology (CCCSLP) (preferred)

LICENSE(S): State license (License in state where services are to be provided) Replacement of key personnel will require prior coordination and approval of the school.

2.3 DELIVERABLES

The Contractor shall provide the following deliverables within the specified timeframe:

2.4 PLACE OF PERFORMANCE

Contractor shall provide services at Nenahnezad Community School which is located at N 365 Fruitland, NM 87416. Contractor may bill travel if included and funded in the contract. Incurred costs to travel for performance shall be pre-approved by a Government authorized representative. Travel costs shall be billed at the current year's mileage and per diem rates in accordance with the Federal Travel Regulations (FTR).

2.5 PERIOD OF PERFORMANCE

The period of performance shall begin on August l, 2023 through July 31, 2024.

2.6 SECURITY REQUIREMENTS

Contractor personnel shall present Government issued identification to the front desk and check-in with the Special Education Coordinator School Administrative Office prior to entering the school campus. Contractor's personnel are subject to background investigations and must successfully pass the background prior to performance under the contract. This background investigation must be passed and a clearance issued prior to the start of the purchase order period of performance.

2.7 PAST PERFORMANCE ASSESSMENT

The Government will evaluate the Contractor's performance under this contract which will be shared with other Government agencies and used as past performance references.
