STATEMENT OF WORK
BEHAVIORAL HEALTH SERVICES
SCOPE: Provide necessary travel, supplies, materials, and personnel to provide professional behavioral health services for the Bureau of Indian Education School located in Pine Ridge, South Dakota.
BACKGROUND: The Bureau of Indian Education serves as a branch of the State Education Agency (SEA) responsible for providing educational services for several elementary and secondary schools and dormitories serving students across 23 states. This scope of work requires professional services to assist Pine Ridge School in providing direct counseling (both individually and in group settings) and crisis intervention services, conducting mental health and behavioral screenings/assessments, developing safety plans, and assisting with referrals and case coordination efforts. This scope of work also requires professional services to assist Pine Ridge School in implementing therapy and special education services as authorized under P.L. 108-446 Individualized with Disabilities Education Improvement Act of 2004 (IDEA) and Section 504 of the Rehabilitation Act of 1973, Pub. L. No. 93-112 (Section 504).
Pine Ridge, SD is an extremely rural community experiencing significant and unique challenges regarding transportation and staffing. Currently, the school employs a school counselor, but has a dire need for additional behavioral health service providers due to multiple crises occurring within the school and community.

IDENTIFIED STUDENTS: Pine Ridge School serves grades K through 12 and has identified a significant need for behavioral health services. It is estimated that the school will require services four days per week for the remainder of the 2021-2022 school year during the hours of 8:00am to 4:00pm, four days a week between June 14, 2022 through July 8, 2022 for summer school during the hours of 8:00am to 4:00pm, and five days a week during the 2022-2023 school year with hours to be determined, but will include evening hours to support the dormitory.
OBJECTIVES: Conduct mental health assessments, develop individualized treatment plans, lead individual and group counseling sessions. Services will be provided to both general education and special education students. For students who qualify for special education and/or related services, services shall be provided in accordance with P.L. 108-446, the Individuals with Disabilities Education Act of 2004 and/or Pub. L. No. 93-112, Section 504 of the Rehabilitation Act of 1973, as applicable.
TASKS/REQUIREMENTS:
The Contractor shall:
1. Collaborate with school staff, students, and parents/guardians to complete behavioral health screenings, evaluations, and assessments.
2. Have considerable knowledge of the techniques and principles of: Child development; family systems theory; suicide prevention, intervention, and postvention best practices, crisis intervention; individual, group, and family therapy;
multicultural counseling; and trauma focused interventions.
3. Use a broad range of culturally and age-appropriate individual, group, and family therapy interventions to provide direct support to students, families, and school administrators and staff.
4. Establish individualized goals, treatment plans, and interventions through a collaborative process with the student, parent/guardian, and school staff.
5. Participate in specific team meetings to provide consultation regarding behavioral health issues, the counseling process, and behavior intervention plans.
6. Collaborate with school staff to engage parents in the behavioral health counseling process. Contractor will also collaborate with school staff in developing/facilitating psychoeducational parent groups focused on teaching skills and techniques that support the behavioral health of their child in both the school and home environment.
7. Develop a comprehensive repertoire of assessment strategies consistent with instructional goals, teaching methods, and individual student needs to accurately assess any student behavioral health and/or behavior skill needs/issues. Assessments should assist with maintaining a record of student progress and include opportunities for quarterly reviews. Assessments should also be viewed as a partnership through which student, teacher, and parent/guardian understanding is enhanced.
8. Collaborate with individual teachers, school administrators, and school staff on issues such as: Crisis intervention, learning and collaboration issues, and other factors that can affect academic progress and the development and implementation of interventions.
LICENSURE/CERTIFICATION REQUIREMENT: Counselors shall possess a valid, unrestricted license/certification from a state or U.S. Territory that grants legal authority to provide psychological and counseling services as an independent practitioner in the fields of Psychology, Social Work, Marriage and Family Therapy or a similar counseling field throughout the duration of the contract. Contractors shall meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board.
EDUCATION REQUIREMENT: The Contractors at a minimum shall possess a master’s degree, but a doctoral degree is highly desired.
EXPERIENCE REQUIREMENT: Counselors shall have a minimum of three (3) years’ experience in providing counseling/therapy to children, adolescents, and/or adults and a minimum of one (1) year experience providing crisis intervention services. Counselors must have strong skills in written and verbal communication, assessment, advocacy, and crisis response. Counselors shall also have experience in conducting mental health assessments, leading individual and group counseling sessions, and facilitating psychoeducational sessions focused on mental health and/or wellness topics. Experience working within Tribal communities and schools although not required, is very highly desired.
RESPONSIBILITIES OF CONTRACTOR:
The Contractor shall:
1. Attend an orientation at Pine Ridge School prior to providing services. A designated date and time will be provided after contract award.
2. Comply with all BIE safety policies, practices, and procedures. Review the Suspected Child Abuse and Neglect (SCAN) and Mandated Reporter policies.
3. Upon request, and in accordance with BIE policies and applicable privacy laws including the Privacy Act of 1974 (5 U.S.C. § 552a) and the Family Education Rights and Privacy Act (20 U.S.C. § 1232g), provide all documents associated with all services provided at Pine Ridge School (i.e., treatment plans, behavior plans, evaluation forms, clinical notes, attendance sheets, etc.) to the BIE.
4. Take responsibility for any travel arrangements directly associated to providing services to students at Pine Ridge School and the costs shall be invoiced and paid in accordance with the Federal Travel Regulations and are incorporated into the firm fixed price.
5. Continually supervise students to ensure a safe, culturally supportive, non-threatening, nurturing, therapeutic environment where all Pine Ridge students can thrive.
SECURITY REQUIREMENTS: The Contractor shall provide security to protect the confidentiality, integrity, and availability of data in accordance with all applicable Federal Laws, regulations, policies, and industry standards in accordance with, appropriate access control, comprehensive intrusion detection, comprehensive virus protection, formal incident response procedures, vulnerability monitoring and mitigation, and periodic third-party security assessments to ensure ongoing effectiveness. Contractors are subject to background investigations and must successfully pass the background check prior to performance under the contract.
CONFIDENTIALITY: All materials furnished or produced as a result of the contract, including but not limited to; documents, research, data, reports, and correspondence are the property of the Bureau of Indian Education and shall remain confidential in accordance with BIE policies and applicable privacy laws including the Privacy Act of 1974 (5 U.S.C. § 552a) and the Family Education Rights and Privacy Act (20 U.S.C. § 1232g). The Contractor and employees shall not release information to any person, group, business, or organization other than the Bureau of Indian Education, the school listed in the statement of work, and individuals directly related to the performance of services provided to the students. A breach of confidentiality will be deemed a substantial breach of the contract.
