STATEMENT OF WORK
Air Conditioning Replacement
U.S. Fish and Wildlife Service, Legacy Region 5 Sachuest Point National Wildlife Refuge
May 10, 2023
1. General:
1.1 The U.S. Fish and Wildlife Service (Service), Sachuest Point National Wildlife Refuge (Refuge) has a need to remove and properly dispose of the existing three (3) air conditioning condensing units and replace and properly install with equivalent condensing units approved by the Service. This procurement is for the replacement of up to three (3) air conditioning condensing units, perform all the connections and testing needed to ensure the system is in proper working order and free of leaks, and ensure the new condensing units communicate with the on-site control system.
1.2 Purpose/End Application: This work is essential to protect the museum property housed at the refuge and to ensure a healthy work environment for U.S. Fish & Wildlife employees, volunteers, and visiting public by ensuring a fully-operational and efficient air cooling system in the facility. The station’s air ducts where cleaned in 2021. The three air conditioning (a/c) condensing units were cleaned in June 2022 and shortly thereafter broke and were deemed needing replacement. Contractor will ensure the new equipment is installed per manufacturer specifications, test the system for leaks, and ensure the system communicates with the building controller and provides the proper cooling for the building in accordance with the original sequence of operations. The original design drawings are available for reference if requested.
1.3 Contractor Qualifications: Contractor must be licensed in Rhode Island in all required trades, and experienced in the Heating, Ventilation, and Air-conditioning (HVAC) field with removal, installation, and servicing of commercial air conditioning systems. Contractor must be insured and have an active registration in sam.gov.
2. Place of Performance and Period of Performance:
2.1 Sachuest Point NWR, 769 Sachuest Point Road, Middletown, RI 02842
2.2 Period of Performance: Service to be completed within 1 month of award. Must coordinate with refuge staff to close the building to the public if needed during installation.
2.3 Normal duty hours Monday thru Friday 7:30 a.m. - 4:00 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
2.5 Emergency/Miscellaneous functions may be required to be scheduled during non-duty hours due to the nature of the work or specific scheduling requirements. Emergency work is required when immediate action is necessary to correct or prevent loss or damage of Government property, or to eliminate hazards to the public, personnel, or equipment.
3. Scope
3.1 Sachuest Point Visitor Center and Apartment:
The Contractor will:
a. Remove and properly dispose of the existing three condensing units. Current units are on a cement slab and include:
1. Outdoor Unit 1 is a Trane Company Model Number 2TTB0060A1000AA
2. Outdoor Unit 2 is a Trane Company Model Number 2TTB0060A1000AA
3. Outdoor Unit 3 is a RUDD Model Number 13PJA30C01757
b. Existing refrigerant lines may be reused if properly purged of refrigerant and oil, pressure tested, and deemed in acceptable condition, otherwise shall be removed and replaced.
Provide new filter/dryers. All waste materials will be taken off-site for proper disposal.
Existing refrigerants shall be recovered and disposed of in accordance with State regulations.
c. Submit to the government suitable replacement condensing units of equal cooling capacities, for approval prior to installation. Units shall be EnergyStar compliant.
d. Outdoor Units 1 & 2 both serve Visitor Center air handler AHU-1. Units 1 & 2 shall start alternately and run individually or simultaneously to maintain supply air temperature at 55°F, as per original sequence of operations.
e. Install approved condensing units and associated components.
f. Make all refrigerant, condensate, electrical and control connections for a complete installation.
g. Repair or replace existing refrigerant piping insulation and provide all-service weather-proof jacket.
h. Seal all protrusions into the building with appropriate material to prevent water, air, and rodent infiltration.
i. Electrical cables, conduit, disconnect switches, circuit breakers, or other electrical devices serving the existing units may be reused only if found to be in good condition by the installing licensed electrician.
j. Start, test, and adjust for proper operation. System must have a proper pressure test and system evacuation. Proper amount of system charge shall be added. Test the system for proper operation.
3.2 All work performed under this Contract will be in accordance with equipment manufacturers’ specifications and in accordance with State mechanical and electrical codes.
No work shall be performed which will void any equipment manufacturer’s warranty.
4. Deliverables and/or Delivery Schedule: (for extended list a bid schedule and/or use of line item detail on the PR is recommended)
4.1 The Contractor shall provide all labor, materials, equipment, tools, and supplies necessary (whether indicated or not) to perform the work indicated, to result in the removal of existing HVAC equipment and installation of new HVAC equipment.
4.2 The Contractor shall maintain quality control over suppliers, manufacturers, services, materials, site conditions, and workmanship to produce work of indicated and specified quality, and shall comply in full with industry standards, codes, and regulations, except when more restrictive tolerances or specified requirements indicate more rigid standards or more precise workmanship.
4.3 Disposal of all unused equipment and materials shall be in accordance with State and local regulations.
4.4 The Contractor will be responsible for the scheduling and coordination of work on the site with the COR and Refuge Manager.
4.5 The Contractor must complete the project within 4 weeks from the date of “Notice to Proceed”. If any delays are expected, the Contractor shall notify the COR in writing, as soon as possible.
5. Data Management Plan (DMP)
5.1 A DMP has determined to be not relevant for this award.
6. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
6.1 The COR will provide guidance and access to current information and data as required. No Government Furnished Equipment is required. The Contractor shall furnish all labor, equipment, materials, supplies, parts, tools, and services to perform the requirements of the Contract.
6.2 While performing the designated tasks outlined in the Contract, any major or necessary changes to the scope of work will require prior approval from the Contracting Officer through the COR.
7. Evaluation and Acceptance
7.1 The Government reserves the right to inspect any and all phases of the work performed under this Contract and will conduct a final inspection prior to acceptance of work. The Contractor shall notify the COR at least 3 business days prior to scheduling the final inspection.
7.2 Evaluation and inspection will be determined by the COR.
7.3 The Contractor shall take special care to protect Government property. In the event of damage to Government property as a result of work performed under the Contract, the Contractor shall return areas damaged to their original condition, to include painting, refinishing, or replacement if necessary.
8. Quality Control/Quality Assurance:
8.1 Quality Control will be maintained according to industry standards and made available to the USFWS with the contractor’s proposal.
8.2 Labor warranty for all equipment shall be at least one year unless extended warranty is purchased by the Government.
