STATEMENT OF WORK
Heat Pump and Boiler Replacement At
Eastern Neck NWR, Maryland

SECTION 1
GENERAL REQUIREMENTS
PREFACE
The Visitor Contact Station/Refuge Office (known as “the Lodge”) at Eastern Neck NWR
(1730 Eastern Neck Road, Rock Hall, MD 21661) is located approx. 9 miles south of Rock Hall, MD, in Kent County on the Delmarva Peninsula. There are four heat pump/furnace HVAC units and one propane-fired boiler that serve this building. All of these units have reached the end of their life cycle and need replaced. Additionally, there is another boiler unit at a site adjacent to the Lodge that is need of a boiler replacement.
1.01 SCOPE OF WORK – OVERVIEW
A. The primary bid item consists of removal and replacement of four heat pumps and propane furnace units Two of the units serving the north end of the building are 5-ton cooling/60,000 BTU heating heat pumps (current units Carrier Model # 25HCB360A300) with 100,000 BTU propane-fired furnaces (current units Carrier Model # 58MCB100- 20). The two other units serving the south end of the building are 3-ton cooling/36,000 BTU heating heat pumps (current units Carrier Model # 25HCB336A300) with 60,000 BTU propane-fired furnaces (current units Carrier Model # 58MCB060-12). All units are horizontal-mount, 2 pipe vent/intake that combine to a single concentric vent.
B. See Section 3 for primary bid item specific requirements and scope of new equipment.
C. The two additive bid items consist of removal and replacement of two Munchkin propane-fired boilers and appurtenant components at the Lodge and a location adjacent to the Lodge (~1/10 mile).
1.02 REFUGE OPERATIONS
A. Eastern Neck NWR will continue operations during the performance of the contract.
The Lodge will remain open to the public Saturday-Sunday 11am – 3 pm.
B. The Contractor shall exercise care and shall schedule their work so as not to interfere with Refuge operations. When it becomes necessary to interrupt any function of the existing Refuge, the Contractor shall notify the Refuge POC at least 48 hours in advance and shall not proceed on such interruptions until such time as the Refuge makes provisions for and approves such operations.
1.03 WORK SCHEDULE, TIME FOR COMPLETION
A. The Contractor shall confine their operations to the regular hours of the Refuge (7 a.m. to 4:30 p.m. Monday through Friday), unless they have the prior approval of the Refuge Manager. No work will be allowed on Saturdays, Sundays, or legal Holidays.
B. Period of Performance will be 45 days from notice to proceed. Once work begins, the contractor shall make every effort to commence with work in an uninterrupted efficient manner, while adhering to all industry and contract specifications.
1.04 CLEANUP AND DAMAGES
1.04.1 The Contractor shall restore or replace any property or plantings damaged by their work, equipment, or employees.
1.04.2 Sidewalks and all other public access routes shall be kept clear of debris during construction. Debris/material removed from building that will not be re-used shall be removed daily. The Contractor is responsible for the proper removal and disposal of all debris on this project.
1.04.3 Worksite falls within an historic structure, often in tight areas with limited access. Care is to be taken to not damage structure in any way. Any further modifications to building (holes in exterior walls, etc.) MUST be approved by Government prior to performing modifications.
1.04.4 Contractor’s equipment can stay on site at the Contractor’s discretion, but it must be stored in such a manner as to be out of the way and deter theft. Any theft, damage, etc. to Contractor’s equipment left on site is not the liability of the Government.
1.05 SUBMITTALS
1.05.1 At the time of submitting a proposal/quote for this project, the Contractor shall submit manufacturer’s literature containing detailed specifications and performance data, or shop drawings fully describing all items that the contractor intends to use. Include manufacturer’s printed instructions and recommendations for installation.
1.05.2 The Government will indicate its approval or disapproval of proposed materials and associated shop drawings and manufacturer’s literature. If not approved as submitted, the Government will indicate its reasons therefore and request additional information or alternative materials be submitted. Only approved materials may be used for the project.
Any work done prior to such approval shall be at the Contractor’s risk. If any unapproved materials are used, the contractor may be required to replace said materials with approved items, or pause work while approval is sought.
1.05.3 When specific brand names are called for within these specifications, the offeror may submit other-branded products for approval and use, so long as the other-branded items are of an equivalent or greater quality. Submittals must demonstrate that other-branded products meet or exceed the qualities and applicability of the branded products called for within.
1.06 DELIVERY AND STORAGE
1.06.1 Materials shall be delivered to the site in a dry and undamaged condition and stored out of contact with the ground. The Contractor is solely responsible for taking delivery of materials; no Government representative may do so on the contractor’s behalf.
1.06.2 Materials shall be covered with weathertight coverings and kept dry.
Materials shall be stacked on firm, level supports.
1.06.3 All materials (including any debris) shall be secured from blowing so as not to disturb/litter sensitive habitat or create a nuisance/eyesore to visitors.
1.07 GENERAL SAFETY REQUIREMENTS
1.07.1 Contractor shall be responsible for strict compliance with all provisions of Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 for the duration of this contract.
1.08 INSPECTION OF WORK AND QUALITY CONTROL
A. Government representative(s) shall inspect Contractor’s work to ensure that all work is being completed within the specs and scope of this contract. Inspections may be made at the Government’s convenience, without prior notice to the Contractor, and at any time interval/frequency that they deem necessary.
B. Any products or work that are deemed unsatisfactory may be required to be re-done at the Contractor’s expense, should it be determined that the contractor is working outside spec, scope, or industry standard practices.
C. Any lack of Government inspection does not absolve the Contractor from adhering to all documents within the contract. It is always the Contractor’s responsibility to ensure all work is being completed properly.
1.09 WARRANTIES
1.09.1 At a minimum, Contractor shall provide a 5-year warranty on all parts and labor. Any manufacturer warranties that exceed 5 years shall also be honored by Contractor.
END OF SECTION
SECTION 2
DEMO AND PREP WORK
PART 1 – GENERAL
1.01 DESCRIPTION
A. This Section includes information regarding removing existing equipment.
PART 2 – DEMO WORK
2.01 EXECUTION
A. Remove all units and components to be replaced, taking care not to damage surrounding structures, equipment, or components that are to be reused.
B. Properly dispose of all items removed that are not intended for re-use. Contractor must follow state and federal guidelines regarding the handling and disposal of refrigerant.
PART 3- PREP WORK
3.01 EXECUTION
A. Once old components are removed, prep area for new equipment. Enlarge any concrete pads as necessary, create stable mounting areas. Ensure all connection points to existing systems are in good condition and ready to accept new components.
SECTION 3
INSTALLATION
A. Work under this section consists of installing new heat pump and furnace units.
1.02 SUBMITTALS
A. Submit product information for approval for all the materials to be used on this project, per Section 1.06.
PART 2 – MATERIALS
2.01 HEAT PUMPS
A. North Units- Use American Standard brand or approved equal, of same heating and cooling capacity (tonnage, BTU) as those removed. Use only new products; used or reconditioned are not acceptable. Units shall meet the following criteria:
a. Minimum SEER2 rating of 16 or higher
b. Minimum HSPF2 rating of 8.2 or higher
c. Minimum 5-ton cooling capacity
d. Energy STAR certified
B. South Units- Use American Standard brand or approved equal, of same heating and cooling capacity as those removed. Only use new products; used or reconditioned are not acceptable.
a. Minimum SEER2 rating of 16 or higher
b. Minimum HSPF2 rating of 8.2 or higher
c. Minimum 3-ton cooling capacity
d. Energy STAR certified
2.02 FURNACES
A. North Units- Use American Standard or approved equal, of same heating capacity as those removed. Furnaces must be same brand and compatible with /designed to be used with heat pumps from Part 2.01. Furnaces must be able to be installed and vented in the same orientation and as old furnaces. Units shall meet the following criteria:
a. 100,000 BTU minimum heating capacity, or larger
b. 96% AFUE or higher
c. Energy STAR certified
d. Horizontal or universal mount
e. If furnace is configured to burn natural gas, ensure that an approved propane conversion kit is installed
f. 2 pipe vent/intake
B. South Units- Use American Standard or approved equal, of same heating capacity as those removed. Furnaces must be same brand and compatible with /designed to be used with heat pumps from Part 2.01. Furnaces must be able to be installed and vented in the same orientation and as old furnaces. Units shall meet the following criteria:
a. 60,000 BTU minimum heating capacity, or larger
b. 96% AFUE or higher
c. Energy STAR certified
d. Horizontal or universal mount
e. If furnace is configured to burn natural gas, ensure that an approved propane conversion kit is installed
f. 2 pipe vent/intake
2.03 MISCELLANEOUS
A. Replace thermostat/control wires running from South outdoor units to upstairs indoor units. Wires must be listed for exterior use and designed to work with all other installed equipment.
B. Replace all thermostats with Honeywell 8000 series or approved equal.
C. Any air supply/venting or new ducting installed must be approved by manufacturer and meet industry standards.
PART 3 – EXECUTION
3.01 HEAT PUMPS AND APPERTUNENT COMPONENTS
A. Install all components in accordance with manufacturer’s guidelines and industry standard. Install heat pumps on existing cement pads. If pads need to be enlarged to fit new units, contractor bears the responsibility and cost of doing so.
B. Prior to making any modifications to existing infrastructure and components, consult with Refuge staff.
3.02 FURNACES AND APPERTUNENT COMPONENTS
A. Install all components in accordance with industry standard. If ductwork, mounting, gas line modification or re-routing is required to install new units, consult with refuge staff prior to commencing modifications. Make all gas connections using only materials approved for gas/propane use.
B. Any modifications to ductwork and venting/intake lines must meet manufacturer’s guidelines and industry standard practices. Use rigid ducting whenever possible. All connections must be rodent/pest-proof.
C. If unit is not already configured to burn propane, install manufacturer’s conversion kit.
3.03 MISCELLANEOUS
A. Install new thermostats in place of existing. Run any new wiring required for full functionality.
B. Replace thermostat/control wiring on south end of building. (Wires running from heat pumps to furnaces/thermostats.) These wires are falling apart due to UV/weather degradation. Either use exterior-rated wiring or run wiring through UV-resistant conduit. Submit product information for whichever method contractor intends on using.
3.04 EQUIPMENT TESTING
A. After installing all new units, run a thorough test of the units to ensure 100% proper operation. Test all parameters (CO and O2 levels, exhaust temperature, burn ratio, conditioned air temperature, etc.) to ensure that they fall within unit specifications.
SECTION 4
ADDITIVE ITEM 1 – LODGE BOILER REPLACEMENT
A. This Section includes information regarding removing and replacing one Munchkin 140M R2 propane-fired boiler unit and hydronic baseboards and appurtenant components.
2.01 BOILER
A. New boiler shall be of comparable heating capacity as that removed, or larger.
B. 95% AFUE or better C. Energy STAR Certified D. Stainless steel or aluminum heat exchanger and components (no cast iron)
2.02 APPURTENANT COMPONENTS
A. Ensure all components are designed for use in hydronic heating systems.
B. Replace all circulation pumps with maintenance-free pumps.
C. Replace pressure tank with new appropriately sized tank designed for the application.
D. Ensure an approved antifreeze is added to the lines, compatible with all plumbing and boiler materials, in the concentration recommended by the manufacturer.
E. Install all new valves, any required zone/switching controls, etc.
F. Install a new thermostat to control this heating system on its own.
G. Install new baseboard heaters compatible with hydronic heating.
a. Existing baseboards consist of one 16’, one 15’ 6”, and two 12’ sections. It is the contractor’s responsibility to verify exact measurements.
3.01 BOILER
A. Remove all components to be replaced. Dispose of in accordance with this contract and local guidelines. Take care not to damage surrounding structure/equipment.
B. Install all new components according to manufacturer guidelines. Pay close attention to venting requirements. The new boiler may need to be moved to a new location in the basement. Contractor is responsible for installing any new intake and venting pipes required. Consult with Refuge staff on final placement.
C. If boiler needs moved from original location, Contractor is responsible for rerouting and/or adding lines to hook up to existing water and gas connections as well as intake and vent pipes.
3.02 APPURTENANT COMPONENTS
A. Remove all old components to be replaced. Dispose of in accordance with this contract and local guidelines. Take care not to damage surrounding displays/structure.
B. Install all required components in accordance with manufacturer’s guidelines and industry standard to achieve a fully functioning heating system.
C. Install a new thermostat for the boiler so that it acts as a standalone system. Consult with refuge staff on thermostat location before installing.
3.03 EQUIPMENT TESTING
A. After installing all new components, run a thorough test of the units to ensure 100% proper operation. Test all parameters (CO and O2 levels, exhaust temperature, burn ratio, water temp, etc.) to ensure that they fall within unit
SECTION 5
ADDITIVE ITEM 2 – FARMHOUSE BOILER REPLACEMENT
A. This Section includes information regarding removing and replacing one Munchkin propane-fired boiler unit (199M R2) and appurtenant components at a location approx. 1/10 mile from Lodge.
2.01 BOILER
A. New boiler shall be of comparable heating capacity as that removed, or larger.
B. 95% AFUE or better C. Energy STAR Certified D. Stainless steel or aluminum heat exchanger and components (no cast iron)
2.02 APPURTENANT COMPONENTS
A. Ensure all components are designed for use in hydronic heating systems.
B. Replace all circulation pumps with maintenance free pumps.
