STATEMENT OF WORK (SOW)
FOR
FWS International Training Program (FWIP) ICCA Alumni Coordinator/Instructor
S COPE
Under this contract, the alumni coordinator will independently provide support services to satisfy the overall operational objectives of the U.S. Fish and Wildlife Service/Office of Law Enforcement (OLE). The primary objective is to support OLE, Training and Development Unit (TDU) international training missions. These foreign training missions and training and instruction on web based platforms are in support of counter wildlife trafficking (CWT) law enforcement training missions conducted by Attachés, Special Agents, Wildlife Inspectors and Adjunct Instructors for Africa, Southeast Asia, Europe, Central and South America.
This position will provide instruction and coordination and other law enforcement topical area instruction in the law enforcement training programs managed by the TDU, specifically the International Conservation Chiefs Academy (ICCA) offered at a minimum of twice a year, providing continuing leadership education for ICCA Alumni at ICCA Alumni events and virtual forum environments.
The curriculums provide an overview of various wildlife trafficking investigative topics which are reinforced through field and online exercises. The curriculums focus on wildlife law enforcement techniques, wildlife investigative procedures and conservation law enforcement leadership. It encourages interaction between instructors and class participants and concentrates on exchange of information and techniques by FWS in combating wildlife trafficking using investigative techniques in the United States. The courses emphasize the importance of developing and maintaining national contacts to exchange intelligence between agencies, this open dialogue throughout these courses provides the opportunity for host nations to gain insights on specific wildlife trafficking problems being faced by the participating countries. The instructor offers techniques and methods available to combat specific wildlife investigative issues. This exchange of intelligence and cooperation on investigations is crucial in combating international wildlife trafficking.

T ASKS/SERVICES
The alumni coordinator should be a retired employee who has had prior supervisory experience as the Resident Agent in Charge (RAC), Assistant Special Agent in Charge (ASAC), Special Agent in Charge (SAC) or Chief for a conservation law enforcement agency. The instructor will have had oversight of law enforcement programs dealing with investigations and conservation law enforcement leadership. The instructor will have had experience working with and coaching at Training and Development Unit (TDU) international training missions.
The alumni coordinator will manage the International Conservation Chief’s Academy (ICCA) alumni network in close consultation with TDU. There are estimated 2 ICCA international training missions annually, one ICCA Alumni Training Event (IATE) and 6-8 virtual forums that this instructor will directly support.
Maintain liaison with the Service offices, and other US Government (USG) officials to facilitate ICCA alumni network specific training needs.
Research and develop ICCA network communication and collaboration tools to engage participants in related wildlife conservation law enforcement, adaptive leadership, national program management, and global capacity building to combat criminal activities associated with wildlife trafficking.
Travel both internationally and domestically to participate in ICCA international training and capacity building missions.
Create and maintain communication with ICCA graduates through multiple web based platforms.
Promote continued personal and country collaboration through posting articles and information related to conservation, illegal trafficking and trends as well as information of personal and departments success stories relating to case information and promotions. Postings to the multiple web based platforms are expected multiple times per week.
Coordinate and edit submissions for the International Game Warden Magazine from graduates of the ICCA.
This includes gaining agency approvals from the writers agency and the USFWS prior to submission for publishing.
Explore opportunities for collaboration with publications and graduates to enhance education to the general public regarding illegal wildlife trafficking.
Build relationships with participants to assist in creating international connectivity and assistance to USFWS attaches.
Facilitate lectures, discussions, demonstrations, workshops, classroom, laboratory and practical exercises for advanced law enforcement courses and topics in support of the ICCA international training missions.
Facilitate lectures, discussions, demonstrations, workshops, and classroom, for advanced law enforcement courses and topics in support of the IATE international training missions.
Maintain liaison with TDU COR who will assist in training missions for the IATE. Attend meetings and review and comment on, curricula, instructional methods, instructor qualifications, training aids and adequacy of facilities.
Maintain liaison with U.S. and foreign government officials, embassy staff, non-governmental organizations
(NGOs) and other state/federal/foreign conservation partners in coordination of IATE foreign training missions.
Assists with identifying training needs for foreign nationals; delivery of training as the result of policy change or new developments in the field of wildlife law enforcement; conduct classroom training and evaluating student performance.
Alumni coordinator is responsible for providing success stories for “End of Course” reports after each ICCA and IATE training mission.
Alumni coordinator makes decisions that are in the best interest of the ICCA, Service and TDU to accomplish the training mission.
K EY PRODUCT CLAUSE
ALL training products will remain the property of the Training and Development Unit and will not be reproduced or shared without the SAC of the Training and Development Unit. The instructor may not retain, after separation, any equipment, work product or training materials produced in support of the ICCA/IATE missions.
K EY PERSONNEL CLAUSE
The key personnel specified below in this contract are considered to be essential to work performance. The instructor must submit in writing at least 45 days prior to postponement or cancellation of any specified training mission for inability to perform.
The Alumni Coordinator shall notify the SAC of TDU and the COR and submit a justification for the diversion or replacement request to alter training missions and the impact on performance under this contract. The Alumni Coordinator shall not divert or otherwise replace key personnel on training missions without the written consent of the SAC of TDU.
D ELIVERABLES
• Vendor will provide up to 8 virtual forums sessions annually using TDU’s platform which is zoom.
● Facilitate alumni network communication for each ICCA and IATE mission
● Set up and maintain WhatsApp communication with each COHORT
● Oversee social media posts for alumni
● Instruct as a coach at each ICCA and IATE
● Work to get participant success stories from all Cohorts. Create report for TDU and INL.
● Coordinate with international instructors for each ICCA and IATE mission
● Provide translation needs for each virtual forum
● Produce changes to presentations 90 days in advance of training missions
● Provide post course photos and video to be utilized by the Service and TDU to promote training accomplishments
C ERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED
The best qualified candidate should have:
● Prior supervisory experience as a RAC, ASAC, SAC or Chief of conservation law enforcement agency
● Prior oversight of national OLE or state conservation law enforcement programs
● Prior ICCA international training experience
● Prior ICCA coach experience
● Prior ICCA student networking
● International travel experience
● International capacity building experience
● Prior law enforcement experience
● Prior wildlife law enforcement experience

P ERIOD OF PERFORMANCE
The period of performance includes a base year beginning October 1, 2023, and ending September 30, 2024 with up to two (2) option years.
P LACE OF PERFORMANCE
Office of Law Enforcement, Training and Development Unit, Federal Law Enforcement Training Center (FLETC), Glynco, GA will be the reporting office. Remote work is required from home. No remote office space will be provided.
O PERATIONAL HOURS
Work will be performed to satisfy all ICCA and IATE missions and virtual forums. Alumni coordinator is required to coach and be present at all assigned ICCA and IATE missions. Coordination of training missions will occur during normal business hours Monday – Friday dependent upon the training mission time zone. Work will be performed to satisfy the Tasks/Services and Deliverables in this Statement of Work excluding federally recognized holidays.

E STIMATED TRAVEL ASSIGNMENTS
This position will travel for:
• Two (2) ICCAs held at Shepherdstown, WV (One (1) in October 2023 and one (1) in 2024). ** Estimated
120 working hours each
• One (1) coaches training at Shepherdstown, WV (Feb or Mar 2024) ** Estimated 24 working hours each
• One (1) International Alumni Training Event (IATE) in South Africa in 2024 ** Estimated 32 working hours.
• 6-7 Virtual Forums ** Estimated 2-3 hours each
The alumni coordinator/instructor will be required, or as directed by the SAC of TDU or COR, to travel to each training location unless done virtually.

Travel is ☒ is not ☐ required. The contractor will be required to travel to other locations in support of the tasks described in this statement of work. Prior to incurring any travel expenses, contractor personnel must obtain written authorization from the Contracting Officers Representative (COR) that approves approximate travel, dates, expected duration, origin and destination, purpose, estimated costs and the number and names of personnel traveling. Contractor is expected to use established GSA domestic and State Department foreign per diem rates. Contractor expense reports shall be prepared and processed in accordance with the Federal Travel Regulation (FTR).

N ON-PERSONAL SERVICE STATEMENT
Contractor employee performing services under this order, and under the guidance of TDU staff, will perform independent of and without the supervision of any Government official. Actions of contractor employee may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
G OVERNMENT PROJECT OFFICER
The Government Project Officers will provide general instructions on limitations and deadlines, and is responsible for administration of the task order in compliance with the contract to include inspection and acceptance of deliverables.
