STATEMENT OF WORK

ACCESS CONTROL LOCKING DOORS

TUBA CITY BOARDING SCHOOL

TUBA CITY, ARIZONA

Purpose:

Installation of 32 locking mechanisms to current doors throughout the Tuba City Boarding School campus. Installation will include five camera/intercom/card reader for each department in main buildings, and the dorm. Installation shall include a guest background check, access card printer, which is to be Verkada make. All Components shall be of Verkada, or verakada compatible so when project is done there will be one system to manage all security cameras, and door access controls. Installation of Verkada access control will keep students, and staff safe from potential issues or dangers.

Scope of Work:

Installation of 32 locking mechanism to current doors throughout the Tuba City Boarding School campus. TCBS would like to integrate a locking mechanism which is to be installed on current doors and is to be integrated into our current verkada camera system which is capable of running access control for locking doors. Installation shall include five camera/intercom/card reader cameras for each department in each main buildings, and the dorm. All components shall be of verkada make or compatible with Verkada to integrate in one system. Contractor shall integrate a guest background check which is to be of Verkada make so visitor licenses can be scanned for potential threats to TCBS, to ensure proper access if given to keep students, and staff safe. Contractor shall also integrate an access card printer, or machine to distribute access cards to staff, which is to be of Verkada make. Contractors shall also train IT staff to use Bluetooth mobile pass for a more simplified credentialing process, and traditional access control cards.

All components are required to be of Verkada make, and all accessories shall be of verkada.

Verkada products are recommended and all components must be compatible and must interface with current Verkada systems.

Product Description:

• Qty. 27 - Verkada AD33 Multi-format Card Readers

• Qty. 10 - AC42 4 Door Controller- used to link all locking mechanisms to online verkada management system

• Qty. 10 - Backup batteries to be installed in Telecom closets for power backup for

Verkada backend components in telecome rooms

• Qty. 27 - 3-Year Door License to tie into Verkada management system

• Qty. 5 - Verkada AD33 Multi-format Card Reader for each main department

• Qty. 5 - TD52 Video Intercom for each main department

• Qty. 5 - 3 Year Intercom License to tie into Verkada management system

• Qty. 15 - Cable drops door stations and controller drops

• Qty. 32 - Internal Access Control Door hardware includes items like door strikes, mag locks, composite cabling, conduit where needed and installation.

• Qty. 1 - Workplace Guest 3 Year License for Verkada management system

• Qty. 1 - ACCX-TBL-1: Apple iPad, 10.2 inch Wi-Fi 64GB – for customer kiosk badge system, and license/background check area

• Qty. 1- ACCX-TBL-STD-1: Stouchi Tablet Stand – Hold ipad for customer kiosk badge system, and license/background check area

• Qty.1 - ACCX-PRT-1: Brother Label Printer, QL-820NWB – customer sticker badge processing

Installation:

• - Conduit work necessary in areas where there is no internal path from switch to door. This included the cost of conduit, and raceway where needed as well as the labor time to install.

• - Installation, Configuration, Setup Includes all setup, trip charges and cleanup. Verkada project management, installation, setup, alignment, trip charges, etc. Includes engineering pre installation trip.

• - Contingency to cover unknowns and cabling estimations.

Site Visit:

The Contractor is strongly encouraged to conduct a site visit during the bidding process at no cost to the Government via advanced arrangements with the following BIE, Tuba City Boarding School personnel:

TCBS IT

Tuba City, Arizona

The Contractor must establish a Safety and Health Program in accordance with current OSHA regulations for compliance by his employees working at the project site during the construction phase.

The Contractor will be responsible to install barricades and signage to warn employees and the general public of the on-going work.

Codes and Standards:

The Contractor shall comply with all applicable safety codes and standards, mandated and adopted safety and accessibility codes, standards, and policy applicable to the BIA/BIE. The Contractor will be required to develop a Covid-19 Compliance Plan and submit the plan for review and approval by the designated BIE COR. The Contractor shall implement this plan for use at the project site during construction. Masks with at least three layers are required on campus at all times.

a. The Contractor’s Superintendent shall perform daily sign-in and sign-out procedures at the Facility Management Office. This requirement is due to the Covid-19 pandemic.

b. No Alcohol, drugs, or tobacco products is allowed on TCBS Campus

c. *All cabling will follow the BICSI Telecommunications Distributions Manual (TDMM), 14th edition. All cabling will be neat and workmanlike manner. All conduit shall follow the newest edition of NEC, and BICSI, and shall also be neat and workmanlike manner.

Project Work Time:

Project shall commence after all material submittals have been reviewed and approved by the BIE designated COR.

Contractors will work from 8 a.m. to 5 p.m. Monday thru Friday. If necessary contractors may work after hours as well. Any work during Holidays will not be allowed.

a. If PR is issued after school starts, work shall be done after 4:30pm as to minimize customer network downtime during the day.

Part 3 - Execution

a. Clean areas worked each day prior to leaving project areas. Complete work to cause as little inconvenience as possible to building occupants.

b. All old equipment shall be removed, and proper documents will be filled out for equipment retirement if needed. All replaced components, accessories, etc. are to be taken from the site and dispose at an EPA-Approved landfill, or recycled by vendor off the Navajo Nation lands.

c. The Contractor is prohibited from depositing construction debris into dumpsters assigned to the school or staff housing area. Burning of material on site is not permitted under any circumstances.

b. Patch and repair any area where materials are removed or altered. Where cutting and/or removal of existing materials results in unfinished and/or damaged surfaces. Any repairs shall match adjacent undisturbed existing surfaces next to area working.

Training Contractor shall provide TCBS with configuration of door locks, training to use the verkada site to manage access control.

New Cabling Required Any new cabling that is needed to make door locks work shall be completed by contractor. All ethernet cabling shall be of Cat6. Any conduit runs shall follow the same guidelines

Programming Vendor/contractor will configure all Verkada components to complete the project. Along with installation, and accessory installation.

Warranty All new components will have a warranty on all components and new cabling will have a one year warranty.

Client Responsibilities Tuba City Boarding School will key Contractor access to the buildings where access control components will be installed throughout the campus. TCBS will provide access to locations for access controllers installations. TCBS will Provide all 110VAC electrical power.
