The project involves installing two sitka spruce flagpoles (22' long, 4½" diameter, approximately 97 lbs each) at the monument's peak from April through July 2025, with specific requirements for safe rigging, installation, testing, and removal.

Key technical requirements include non-destructive proof testing of existing flagpole eye anchors, developing a detailed rigging plan, ensuring compliance with OSHA and ANSI safety standards, and implementing fall protection measures. The contractor must use existing mounting hardware, install pulleys and flag-raising mechanisms, and ensure no interference with public access. Revolutionary War battle in 1775. The monument was constructed in the early 19th century to commemorate the battle. The temporary flagpoles have been installed near the peak of the

Monument throughout the history of the monument to commemorate significant anniversary events. Existing mounting hardware near the peak of the monument has traditionally been used for securing these temporary flagpoles.

SECTION 2.0 GENERAL

2.1 Selected contractor shall notify the COR of any unforeseen conditions that are beyond the scope of work detailed in Section 3.0. Substantial increases in the scope will need to be assessed by the CO and COR for any modification of the contract.

2.2 The contractor shall furnish all labor, transportation, materials, and supervision for rigging, hoisting and testing work described in SECTION 3.0.

2.3 Contractor’s central office or representative shall be available by phone weekdays, Monday through Friday 8:00 am to 4:30 pm.

SECTION 3.0 SCOPE OF WORK

3.1 The Contractor shall engage a qualified testing agency to perform non-destructive proof testing of the existing flagpole eyes to determine resistance. One (1) test per flagpole eye will be performed (4 tests total). The load test procedure shall simulate the actual load conditions to which the flagpole eyes will be subjected to, with consideration for appropriate factors of safety as determined by a professional engineer registered in the Commonwealth of Massachusetts and as specified below.

• Delegated Design for Load Calculations: Submit engineering calculations signed and sealed by a Registered Professional Engineer, licensed in the Commonwealth of

Massachusetts. The calculations shall determine the load for which the flagpole eyes will be tested. Specific information related to the type and size of the flag and pole will be provided by NPS. Calculations shall be in accordance with the 2024 International

Building Code (IBC) and The American Society of Civil Engineers ASCE 7-22.

3.2 Pre-Installation Planning

• Inspect the conditions of the existing anchors and review the findings of the proof testing from Section 3.1 of this contract to determine the best methods for hoisting and installing flagpoles.

• Develop a detailed rigging plan, including hoisting plan, safety measures, and a step-by-step outline of the installation process.

• Ensure the installation equipment meets OSHA standards for safety, including PPE for workers.

3.3 Safety Measures

• Compliance with OSHA standards, including the use of fall protection systems for all workers at height (OSHA 1926.501).

• Use ANSI-approved rigging hardware and equipment.

• Ensure that all workers are qualified and certified in accordance with ANSI A10.32

(Safety Requirements for Rigging).

3.4 Flagpole Installation

• Carefully rig and hoist the flagpoles using approved ropes and rigging systems. Hoisting shall be conducted in such a fashion that the flagpoles shall not strike the side of the monument during the ascent up to the top of the monument.

• Use lifting devices to raise flagpoles, ensuring that all lifting equipment is rated for the weight and size of the poles.

• Flagpoles shall be secured to the monument with existing “eye” style hardware, threading the tapered poles through the 2 eyes.

• Install pulleys, cleats, and ropes for flag raising and lowering, testing the system for ease of operation and safety.

• Install a secondary safety measure or “fail safe” to each flagpole to ensure that if one of the eye anchors fails, the flagpoles will not fall to the ground.

• All installations in the top of the monument shall not interfere with the public access of that space and shall not create a safety hazard for the visiting public. The observation level of the monument will be accessible to visitors and all rigging left shall be installed in such a fashion that the public may not disassemble any portion of the rigging equipment.

3.5 Flagpole Testing

• After installation, test the entire rigging system under controlled conditions.

• Verify the proper functioning of the pulley system and flag-raising/lowering mechanisms.

• Ensure that the flagpoles are securely fastened and able to withstand typical environmental conditions (e.g., high winds).

3.6 Clean-Up and Final Inspection

• Remove all installation debris and materials from the site.

• Conduct a final inspection of the rigging system to ensure compliance with all standards.

• Submit all documentation to the NPS for review and approval.

• Ensure that no damage is done to the monument during installation and that the monument is left in the same condition as before work commenced.

3.7 Post-Installation Maintenance (as-needed)

• Provide maintenance for flagpoles and rigging systems should the need arise.

• Properly secure flagpoles in the event of a significant weather event that has the probability to damage or dislodge the flagpoles from the monument.

3.8 Flagpole Removal

• At the conclusion of the Anniversary events at the end of July, the contractor shall remove the flagpoles from the monument. Carefully rig and hoist the flagpoles using approved ropes and rigging systems to safely lower flagpoles to the ground. Hoisting shall be conducted in such a fashion that the flagpoles shall not strike the side of the monument during the descent to the ground.

• Use lowering devices to lower flagpoles, ensuring that all lifting equipment is rated for the weight and size of the poles.
