North Dakota, Project Description Purchase Front End Wheel Loader

PROJECT SPECIFICATIONS

National Park Service 06/1/2021

Theodore Roosevelt National Park:

Front End Pay Loader Summary:

Contractor will provide a Wheel loader per specification below, 60x60 forks and 4.5 YD LMB.

Scope of work for Supply Contractor will only supply and delivery a 2021 John Deere 444 P or brand of equivalent properties, 60 x60 forks and 4.5 YD LMB for this requirement.

BASIC SPECIFICATIONS

Engine rated net peak power (ISO9249) shall be no less than 115 hp

Standard loader bucket SAE heaped capacity rating shall be a minimum of 1.5 -s

Unit shall have a maximum height to the top of the canopy of 130" with standard tires.

Unit shall have a maximum overall transport height of 13'6" with standard tires.

Unit shall have a maximum wheelbase of 9' 6""

Maximum operating weight shall be 28,000 lbs.

Maximum width over tires shall not exceed 96"

ENGINE

Engine shall be equipped with a 12-volt direct-electric starting and charging system.

Engine shall come standard with a starting aid for cold weather operation to include a120 volt engine block heater.

Units shall be equipped with a turbocharged minimum of four cylinder, direct injection diesel engine.

All equipment must meet or exceed U.S EPA engine emission standards in effect for manufacturing as of the date of purchase contract. No waivers or credits may be applied.

POWERTRAIN/TRANSMISSION

4WD guard shall be made by the OEM and provide full coverage between the frame rails to protect the front drive shaft.

Units shall be equipped with a transmission disconnect button on the gear shifter and loader control to allow full engine power to the loader.

Transmission shall have an electric, neutral lock switch on the front console.

Transmission shall have spin-on type oil filter vertically mounted.

The automatically shifting transmission shall have a manual override switch to allow the operator full control over the gear selection.

Unit shall have a high gear speed of no less than 20 mph.

STEERING

Oscillation shall be no less than 11 degrees each side direction from centerline.

BRAKES

Parking/secondary brakes shall be independent of the service brake system, allow operator complete control for a modulated stop, and shall be mechanically applied and adjusted from the cab without the need for tools.

Foot-operated brake pedals shall be able to be interlocked for loading

HYDRAULIC SYSTEM

Machine shall be able to reach maximum lift capacity at any engine speed.

Maximum hydraulic pump pressure shall be at least 3,300 psi

Hydraulic pump shall be rated not less than 40 gpm.

Supply hose to the pump shall be protected high within the chassis and not vulnerable to puncture.

All hydraulic hoses shall be restrained by rubber grommets and steel band clamps shall have full protective coverage by the rubber grommet, preventing cuts and chaffing by the band clamps.

Fluid sampling ports with environmental drain ports shall be provided.

AXLES

Machine shall have 4WD.

Automatic four-wheel braking shall be required on 4WD units, enabled by a switch in the cab.

Rear axle shall have differential lock with "on-the-go" engagement.

WHEELS

Standard tires shall be no less than 17.5x25 12PR (front) and 17.5x25 12PR (rear) with radial tires and other sizes available.

OPERATORS STATION

Cab shall have an air conditioner that provides the operator with a choice of fresh outside air drawn through filters or recirculating cab air.

Cab shall be equipped with a minimum of 2 opening windows.

Machine shall come standard with horn, audible back up alarm

The foot throttle pedal shall be hinged for maximum pedal positioning control.

Cab shall include factory-installed heater/defroster with multiple blower speeds.

instruments indicators shall include tachometer, fuel gauge, transmission/converter oil temperature gauge, coolant temperature gauge and audible warning alarm.

In addition to head and tail lights, the machine shall include 2 front and 2 rear work lights actuated by separate switches.

A roof mounted rotating beacon or warning strobe shall be provided and installed.

OSHA approved level 2 ROPS/FOPS shall be integral with cab.

With doors and windows closed, unit shall have a maximum operator sound exposure Leq of 79.0 dB(A) according to SAE J1166.

A minimum of 2 1/2 lb. ABC fire extinguisher will be mounted inside the cab.

Shall provide and install an AM/FM/Weather band radio with Bluetooth capability.

Loader shall have a hydraulically controlled bucket coupler.

Loader shall have positive down pressure sufficient to lift tractor front end off level ground.

Loader breakout force shall be no less than 10,000 pounds with a 1.0 cu yd. bucket.

Loader shall have a lift capacity of no less than 7000 pounds. at full height with a 1.0 cu yd. bucket.

Loader bucket shall be standard with bolt on cutting edges with quick coupler function to allow for multiple work tools and multi purpose bucket.

Loader shall be equipped with a lift cylinder brace to mechanically hold the loader arms in the raised position.

Loader bucket shall be suitable for multi purpose use with heavy-duty characteristics including high strength wear material in the leading edges of the lower side corners, equaling the material properties of the base cutting edge.

Loader bucket shall have reversible bolt-on cutting edge for serviceability.

Loader bucket shall be self-leveling for truck loading spoil and equipped with a bucket tilt indicator.

SERVICEABILITY

Machine shall be equipped with ecology drains.

Engine shall allow for at least 500 hours of operation between oil changes.

Electrical system shall have a master disconnect switch

MINIMUM SERVICE FILL CAPACITIES

Standard fuel tank capacity shall not be less than 40 gallons (125 L), providing a minimum of 10 hours of continuous work @ 70% load factor without refueling.

OWNING AND OPERATING COSTS

Dealership shall be within a 40 mile radius of Theodore Roosevelt National Park South Unit located in Medora North Dakota for parts and service availability

ADDITIONAL REQUIRED FEATURES

Ride-Control shall be provided and installed.

Two (2) paper copies of the owner/operator manuals & a digital parts manual Shall be provided and installed.

A removable Slow-Moving vehicle emblem shall be provided and installed on the machine.

Minimum of four hours of machine orientation shall be provided for each receiving location. It shall include operational, service and safe operating techniques.

Machine shall come with a remote monitoring and assist management system. It shall include a minimum basic 5 year subscription of service.

The OEM will provide a 1 year full coverage warranty with an additional 3 year powertrain warranty. A copy of all warranty information will be provided to the delivery station.
