Statement of Work

Assistant for the Maintenance program at the Vieques NWR

June 9, 2023

The person will support the maintenance programs on the Vieques NWR by assisting in moderate to very heavy physical effort on several projects on refuge lands.

1. Perform grounds maintenance on grades or slopes. Such maintenance involves the use of common hand tools and simple power equipment such as hatchets, hand saws, clippers, buffers, grinders, screwdrivers, weed trimmers, low-pressure sprayers, powered push lawn mowers, riding mowers, powered pavement vacuums, and wet vacuums or steam cleaners. The person will cut trees, using axes or chain saws. They may conduct disking, chopping, mowing, digging, loading and leveling to a rough grade for ditch cleaning, creating and maintaining trails, firebreaks, roads, parking lots and other facilities.

2. Assist in general facility maintenance. The person will assist the refuge in construction, rehabilitation and preventive maintenance projects. They may stack, sort, or arrange supplies and materials onto pallets as directed; and load, unload, and move heavy boxes, bulky supplies, and materials to and from trucks, loading platforms, packing lines, etc., by hand or with the use of hand trucks and dollies. Other work situations may require the washing of buildings using a high-pressure sprayer. Other work may include basic carpentry and pluming.

3. Maintenance operations. The person will also be operating the USFWS tractors, vehicles, other small machinery, tools, and power equipment. Work will include servicing equipment by checking fluids, lubricating, and performing safety checks; performing minor repairs;

servicing, checking, and fueling equipment and attachments before operation and performing daily preventative maintenance. Keeps written maintenance records for all equipment operated.

Required qualifications/experience:

Person must have experience operating a variety of gasoline or diesel-powered tractors, trucks and trailers. Will be required to obtain the USFWS Defensive Driving and other required Service’s certifications to operate and manage equipment. Person must possess a commercial driver’s license (CDL) prior to being accepted for this contract.

Because part of the work will be done in firebreaks areas, the person may be asked to be able to acquire and maintain fire qualifications and a Red Card to assist the fire program. The person must follow all safety and security procedures established by the USFWS.

Must be able to frequently lift and carry parts and equipment weighting up to 50 pounds and occasionally over 50 pounds with assistance.

Ability to work is performed in all types of weather. The person needs to be willing to respond to emergency situations as requested by Refuge Manager.

Period of Performance:

Work will be conducted during an eight-hour period, five days as a week (Monday to Friday) for a period of 1 year with an additional 2 Option Years upon availability of funds.
