SCOPE OF WORK
MAINTENANCE SUPPORT SERVICES
CULEBRA NATIONAL WILDLIFE REFUGE
DESCRIPTION:
The US Fish and Wildlife Service (Service) proposes to contract services to support the maintenance program at the Culebra National Wildlife Refuge by assisting with general maintenance duties. These duties are to be conducted following all established rules, regulations and policies by the Service. These duties will be performed during 8 hours/day, two days per week for a total of 832 hours of service.

DUTIES:
Assist in the routine maintenance of Service facilities (office, shop, and quarters) in an efficient and effective manner.
o Cleaning (mop, sweep, clean and disinfect common areas and collections, offices, and bathroom) of Service Facilities and Quarter 2.
o Quarter 2 weekly maintenance not limited to inside cleaning (mop and sweep), clean surfaces, screens, and windows (outside and inside), roll down storm shutters and grass cutting around the house and Refuge Land.
o Taking trash to the trash dump/landfill and other routine maintenance.
Provide assistance in the routine maintenance of Refuge grounds (including offshore refuge areas).
o Support in cutting, pruning, movement of vegetation, installation of signs, beach cleanups.
o Wasp maintenance in all structures at the refuge (boardwalk, panels front of the office, picnic table and tower).
o Pruning trees and removing (mesquite among other non-native trees) as an invasive species control project at the administrative office.

Assist in property and equipment inventory.
o Maintain an equipment inventory and report monthly to the Wildlife Refuge Specialist.
Identify and immediately notify the Refuge Manager and Staff of deficient needs and unsafe situations for staff and visitors.
Assist on the routine maintenance of vehicles, boats and other equipment.
o General maintenance of vehicles which includes checking and filling the tires of all the fleet in CNWR, filling wipers tanks, cleaning vehicles monthly inside and outside, coolant and water of the radiator, wiper change among others.
o General maintenance of boats: flushing motor once a week of Boston Whaler and Parker boat, pressure wash both motorboats, notify if trailer tires need replacement, fill out trailer tires.
Safely operates government vehicles to conduct official business within the Scope of Work.
REQUIREMENTS:
1. The contractor needs to have a valid state driver’s license.
2. The contractor needs to be fully bilingual (English and Spanish).
3. The contractor should wear uniform (not USFWS uniform) provided by the contractor and safety equipment all the time while conducting maintenance work.
4. The contractor needs to be in the vicinity of the Refuge to be able to meet and respond any immediate issue of emergency respond.
5. The Service will provide Defensive Driving Training, ATV/UTV, Farm Tractors Operation.
6. The contractor must be registered and active in SAM (System for Awards Management).
7. The contractor shall provide personnel with a completed background investigation.
