PERFORMANCE WORK STATEMENT

Chiller Preventative Maintenance & Vibration and Oil Analyses

1 Introduction. The US Army Corps of Engineers Cold Regions Research and Engineering Lab (CRREL) located at 72 Lyme Road, in Hanover, New Hampshire has a requirement to conduct preventative maintenance on one (1) ammonia chiller system (hereafter referred to as the 23-ton #1 system). The 23-ton #1 system includes a GEA model 125GMX compressor package charged with R-717. The GEA compressor package was integrated into a refrigeration package to cool CRREL’s main cold glycol loop. The 23-ton #1 system received all necessary startup checks and is now in need of an 8,000-hour service as shown in the attached maintenance schedule (attachment A).

CRREL also has two (2) industrial medium-temperature chillers (hereafter referred to as MTC#1 and MTC#2) and one (1) low-temperature chiller (LTC) at the Frost Effects Research Facility (FERF). MTC#1 and MTC#2 are GEA model 85GMX compressor packages. LTC is a GEA model 125GMXE compressor package. MTC#1 and MTC#2 received Class B inspections, including vibration and oil analyses, on April 4 and 5, 2023 during which both chillers were found to have stage 3 (of 4) bearing failure, reports of which are presented in attachment B. The oil analyses did not find oil contaminants concentrations indicating excessive wear. CRREL would like to reperform the vibration and oil analyses on MTC#1 and MTC#2 to corroborate the findings. LTC has approximately 4,000 hours of operation, so it is not due for servicing, however, CRREL would like to perform the same oil and vibration analyses on the LTC.

1.1 Scope. The Contractor shall furnish all labor, supervision, tools, materials, equipment, incidental engineering, transportation, and any other items and services necessary to perform the tasks under the 8,000-hour service interval on the 23-ton #1 system and perform the vibration and oil analyses on MTC#1, MTC#2, and LTC. All work on the 23-ton #1 system, MTC#1, MTC#2, and LTC will follow guidance in each system’s respective manual and guidance from manufacturers regarding safety, materials used, and methods.

2 General Requirements. The Contractor shall plan, program, administer, manage, execute, and complete the work necessary to provide the specified services. The Contractor shall perform all administrative services, such as material procurement, quality control, financial control, and correspondence, and maintain accurate and complete records and files.

The Contractor shall have a minimum of five (5) years of experience in installation, troubleshooting and maintenance of GEA-manufactured chillers. The Contractor must also have the experience and permissions to utilize GEA’s vibration monitoring and analysis platform. This experience must be documented in the solicitation response.

(1) Contractor Primary Point of Contact (POC). The Contractor shall designate a primary POC for work being performed during the execution of the contract. The Contractor primary POC shall keep the Contracting Officer’s Representative (COR) informed of the work progress and be available to the COR in the event of a change in the schedule or if any problems arise. The primary POC is required to be present at an initial Pre-Work Conference after award of this contract.
