Section C - Descriptions and Specifications

DESCRIPTION OF REQUIREMENT

Automated Metallographic Polishers

Overview: The Advanced Materials Characterization Facility at the Cold Regions Research and Engineering Laboratory (CRREL) requires one (1) benchtop grinder-polisher with automated capabilities to prepare custom substrates for research into ice adhesion. The grinder-polisher system must use platens of at least 12 inches, ability to use blank specimen holders (at least 7 inches in diameter), have ability to program multi-step grinding-polishing procedures through LCD touchscreen, include ability to provide both central and single force specimen pressure, and allow platen and sample head to spin clockwise and counter-clockwise.

Technical Requirements:

1. Platen and Base

a. The grinder-polisher must use at 12-inch aluminum platen.

b. We require 2x 12-inch aluminum platens.

c. The platen motor must allow for the platen to be spun clockwise and counter-clockwise.

d. Platen motor shall allow for speeds between at least 50 to 400 rpm with ability to increment speeds by

10 rpm.

e. Platen motor shall provide at least 2 hp.

f. Bowl shall include bowl liners to allow for easy clean up after grinding-polishing regimes.

g. Bowl shall be impact resistant.

h. Shall include splash guard.

2. Polishing Head

a. Polishing head shall be capable of providing both central and single force specimen pressure.

b. Shall include central force drive adapter.

c. In a central specimen force configuration, the polishing head must be capable of applying between 10 to 120 lbs. (40 – 535 Newtons) of force.

d. With single specimen force configuration, the polishing head pistons must be capable of applying between 1 to 20 lbs. (5 – 90 Newtons) of force on each sample.

e. Shall include 6 blank specimen holders of at least 7 inches in diameter.

f. Polishing head motor must all for the specimen holders to be spun clockwise and counterclockwise.

g. Polishing head motor shall allow for speeds between 60 to 150 rpm with ability to increment speeds by

10 rpm.

h. Polishing head motor shall provide at least 0.75 hp.

i. Shall include light to illuminate work area.

3. Controls and Automation

a. Grinder-Polisher shall be controlled using a 7in diagonal full color LCD screen.

b. Shall include an emergency-stop.

c. Automated programming must allow for at least 25 individual methods.

d. Automated programming shall include ability to adjust platen and polishing head spin direction, spin speed, force applied, cycle duration, and polishing fluid used during each cycle.

e. Automated programming shall include ability to program rinse and spin feature between various polishing cycles.

f. Automated programming shall include ability to determine length of cycle by z-axis depth removal.

4. Cooling and Lubrication

a. Grinder-Polisher shall be capable of using tap water or lubricating fluid for cooling of work surfaces and pieces.

b. Shall feature a retractable water hose with variable flow control.

c. Shall include automatic dispensing unit.

d. Dispensing unit shall be capable of dispensing from at least 5 different dispensing bottles.

5. Consumables

a. Initial purchase shall include the following consumables:

i. 10 pack of 12in pressed cloth for polishing.

ii. 10 pack of 12in chemically resistant synthetic polishing pad

iii. 1 gallon of polycrystalline diamond suspension – 9µm grit size

iv. 1 gallon of polycrystalline diamond suspension – 3µm grit size

v. 1 gallon of polycrystalline diamond suspension – 1µm grit size

vi. 1 gallon of non-crystallizing colloidal silica -0.02µm grit size

vii. 1 gallon of diamond suspension extender fluid

viii. 1 PSA backed magnetic foil for platen.

ix. 5 magnetically backed carrier plates.

x. 10 bowl liners

6. Other Requirements

a. Site preparation, Installation, Operating and Maintenance manuals in English.

b. Include all power cables (compatible with North American power grid and sockets), data communication cables, and drain hoses for operation.

c. Shall be powered using voltage no greater than 208 volts single phase.

d. Shall include at least 1-year warranty.

e. Vendor shall include 1-year of maintenance to cover:

i. On-site visits to conduct hardware inspection and repairs.

ii. Access to technical support staff by phone and email during standard business hours, Monday through Friday

7. General Requirements:

Delivery Location: FOB Destination to CRREL at 72 Lyme Road, Hanover, NH 03755-1290.

Onsite Service: Installation & Training: The equipment shall be installed and tested for accuracy and functionality by the vendor onsite prior to CRREL acceptance, and prior to any invoice being submitted/accepted. During installation, the vendor’s representative shall offer onsite training of the system prior to departing. This will require onsite work at CRREL for one (1) or more days by a US Citizen with proper identification after a security check.

Onsite Service: Maintenance Service: Quote shall include costs for at least 1-year standard vendor maintenance covering the hardware (repair malfunctions). This may require onsite work at CRREL for one

(1) or more days by a US Citizen with proper identification after a security check.

Delivery Schedule: CRREL desires to have the equipment delivered within two (2) months after date of contract (ADC), however exceptions to schedule may be acceptable pending concurrence from the CRREL lead technical POC and Contracting Officer.

8. ANTI-TERRORISM AND OPERATIONAL SECURITY REQUIREMENTS (AT/OPSEC):

A. General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures—this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

B. Antiterrorism (AT) Level I Training. This applies to any contractor needing multi-day access onsite at ERDC, excluding contractors visiting ERDC for a short 1-day or less visit to meet with ERDC staff using standard visitor protocols. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available as provided by the COR in a PowerPoint presentation form and completion will be documented via memorandum.

C. Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

D. iWATCH Suspicious Activity Reporting Training. This applies to any contractor needing multi-day onsite access at ERDC, excluding contractors visiting ERDC for a short 1-day or less visit to meet with ERDC staff using standard visitor protocols. The contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days of contract award and within 45 days of new employees commencing performance on the contract.

The contractor shall provide certification of completion to the COR within 10 days of training completion. Training documents will be provided by the COR during the kick-off meeting, or earlier upon request of the vendor.

E. Personnel Security Pre-Screening using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E- Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

F. CRREL Security Requirements. All Contractor employees shall comply with all security requirements as written in these specifications and as directed by the CRREL Security Office, the COR/TPOC, and as follows:

U.S. Citizens. Contractor personnel must be U. S. citizens. Only U. S. Citizens may enter on site.

Positive Picture ID. All Contract personnel shall be prepared to show positive picture identification (such as a valid picture driver’s license or other government picture ID) when entering onto the site or at any other time as required by the CRREL Security Office.

Access and General Protection/Security Policy and Procedures. The contractor and all associated subcontractors’ employees shall comply with applicable installation, access and local security policies and procedures. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

Sign-in and Badges. Contractor personnel are required to sign in with Security and shall wear security identification badges furnished by the CRREL Security Office while on the CRREL site. The Contractor shall return the badges at the security gate or as otherwise directed by the CRREL Security Office at the end of each workday. Contractor employees shall keep badges available at all times while on site and shall be prepared to show them at any time. The Contractor is responsible for the proper use and return of all badges issued to his employees.

Weapons. No weapons of any kind are allowed on site either in vehicles or on persons. All persons and vehicles entering a U.S. Government site are subject to inspection by the Security office.

Deliveries. The Contractor shall notify the COR minimally two days prior to when a delivery of equipment and supplies is planned to occur. This will facilitate access on to the site. Contractor shall notify the TPOC the day before or as soon as possible when contractor or his subcontractors are to arrive or deliveries of equipment and/or supplies are to occur. Contractor must receive his or his subcontractor’s own deliveries.

Government personnel are not allowed to receive deliveries for any contractor.

General Disruption. General disruption by contractor is limited to the immediate work areas. Contractor products, tools, and/or equipment shall stay within the immediate work areas.

Tools/Equipment. Contractor is strictly responsible for the security of all products, tools, and/or equipment used during the duration of this contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(1) It [ ___ ] will, [ ___ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that--

It [ ___ ] does, [ ___ ] does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.

(e) Disclosures.

(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services--

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

(ii) For covered services--

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If…
