Section C - Descriptions and Specifications
PURCHASE DESCRIPTION
COLD ROOMS REPAIR
1.0 REQUIREMENT
General The Vendor shall provide and install three (3) small and one (1) medium sized glycol Air Handler Unit (AHU), four
(4) pumps, four (each) three-way modulating mixing valves, ball valves and isolation valves, twelve (12) temperature probes, and four (4) Programmable Logic Controllers (PLCs) in three (3) small and one (1) medium sized Cold Room in the Main Lab Cold Rooms Complex. These units will be installed in place of the existing valves, controllers, Air Handlers and associated circulating equipment. Replacement piping runs to connect into the system and insulation must also be supplied and installed to the specifications required. These units will replace existing obsolete AHUs on a one-for-one basis that date from the 1960s and have extremely unreliable and troublesome operation. Because the scrapping and removal of the original units will expose cracks and other imperfections in the walls of the Cold Rooms, it is also necessary for the Vendor to re-seal the rooms as part of the installation work to return them to their current functional condition.
An option to provide two (2) medium sized glycol Air Handler Units, two pumps, two (2) three-way modulating mixing valves, ball valves and isolation valves, three (3) temperature probes, and one (1) PLC for installation in the Cold Pit, a fifth room in the Cold Rooms Complex, shall also be quoted as a part of this supply-with-installation requirement.
Key Evaluation and Performance Metrics (Table 1): Table 1 entitled “Key Evaluation and Performance Metrics” provides the key specifications that must be satisfied, and how they will be used as part of the proposal review process. The specifications are separated into Threshold (minimum mandatory specifications) and Objective (desired specifications). To be considered, your proposal must meet all of the Threshold specifications. Proposal ranking will increase as vendors demonstrate their systems also meet many or all of the objective specifications. We understand that some systems may not be able to meet all of the Objective specifications, but nonetheless we encourage vendors to submit proposals showing where they can meet specifications.
2.0 REQUIRED EQUIPMENT SPECIFICATIONS
2.1 Cold Room 153
Cold Room 153 is 27 feet wide by 25.17 feet long by 12 feet high with 10-inch-thick Styrofoam insulation. The condition for infiltration in the insulation of the room shall be assessed as “poor” when performing calculations based on these dimensions.
The Medium-Sized Low Temperature Air Handler Unit, General Specifications. The CR.153 AHU must operate off 480V 3ph 60hz AC, utilizing hot glycol defrost, and have a rated capacity of approximately 3.5 TR (Tons Refrigeration) at a room temperature of -30F using -37F glycol (the assumed specification of heat transfer must be for 60% ethylene glycol), a lower than standard 7-degree temperature delta between the process fluid and the target room temperature. Electrically heated drain pans and defrost lines must be standard off a separate 110- 120V circuit with adjustable temperature control. The unit must be capable of working to supply variable room temperatures in a range from 70F to -30F.
Recirculating loop. The Air Handler Unit shall come equipped with a glycol recirculating loop to allow precise temperature control. This loop shall be fully insulated on installation and shall be installed with the AHU.
Connections from the recirculating loop to the existing glycol supply lines are at 1.25” ID.
Recirculating loop pump. The AHU recirculating loop feature must include a pump of at least 1/3rd horsepower to continuously circulate the mixed glycol. The exact pump horsepower should match the specifications of the recirculating loop correctly sized for the manufacturer’s AHU the vendor has chosen to offer to the government that meets the requirements for the AHU General Specifications.
3-way control valve. A 3-way control valve will be supplied for Cold Room 153. This shall be a modulating control valve, electrically actuated, with 20mA modulating output allowing for mixing of glycol from the connected Cold and Hot glycol supplies, with returns, to deliver precise required temperature to the Cold Room in selectable 1-degree increments. Valves must be stainless steel.
Ball valves. Ball valves will be installed on the hot and cold glycol supply to for control purposes. Valves must be stainless steel.
Isolation valve. An isolation valve will be supplied with the AHU package for code compliance purposes. Valves must be stainless steel.
Temperature probes. The room shall be equipped with three temperature probes, one for room temperature, one for supply glycol temperature, and one for return glycol temperature. The control valve shall operate on the delta (difference) between the supply and return glycol temperatures. Temperature probes must supply output in low-voltage controls DC compatible with PLC.
AHU Fan Control. The AHU fans shall modulate to ramp down within +/-5 degrees of the room temperature set-point to allow for more precise control.
Programmable Logic Controller. The PLC shall operate based on the room set-point. It will adjust the mixing ratio of the hot and cold glycol supplies to deliver the correct temperature glycol to the room. For example, at 70F, supply glycol may be entirely from the high-temperature glycol loop; at -30F, supply glycol may be entirely from the low-temperature glycol loop. The in-room loop must be held at the correct temperature delta (difference) from the mixed recirculating glycol; this delta (difference) may vary between as many as 20 degrees to as few as 7 degrees.
Electrical Supply. New electrical conduit and wire terminated in the existing electrical panels must be supplied while replacing the AHU. A service switch must be supplied at the unit for maintenance. The pump should be powered from the same electrical supply as the AHU; however, the drain pan and defrost line should be separately powered.
2.2 Cold Rooms 162, 163, and 164.
Cold Rooms 162, 163 and 164 are adjacent to each other on the west corridor in the Cold Rooms Complex. They are identical in dimensions and requirements. The same specifications are provided for the work on each of these rooms below. All of this work must be duplicated in full on each of these three Cold Rooms and substantially identical except for the different position of the room in the corridor.
The Small-Sized Low Temperature Air Handler Units, General Specifications. The small-size low-temperature AHUs must operate off 480V 3ph 60hz AC, utilizing hot glycol defrost, and have a rated capacity of approximately
1.5 TR (Tons Refrigeration) each at a room temperature of -30F using -37F glycol (the assumed specification of heat transfer must be for 60% ethylene glycol). Electrically heated drain pans and defrost lines must be standard off a separate 110-120V circuit with adjustable temperature control. The units must be capable of working to supply variable room temperatures in a range from 70F to -30F. Three units must be supplied, one for each room.
Recirculating loop. The Air Handler Units shall come equipped with a glycol recirculating loop to allow precise temperature control. This loop shall be fully insulated on installation and shall be installed with the AHU. Three units must be supplied, one for each room. 2.3 Main Lab Cold Pit – Option One.
The Main Lab Cold Pit is unique in the Main Lab Cold Rooms Complex by possessing two identical AHUs and process cooling loops in the same room instead of the standard one per room. Both loops must be separately provided with new equipment, which must be identical for both loops. Both loops will be controlled by one room temperature probe and one PLC. If one loop fails, the PLC should continue to function with this fault and attempt to hold temperature with the remaining operational loop only.
The Medium-Sized Low Temperature Air Handler Units, General Specifications. The Cold Pit AHUs must operate off 480V 3ph 60hz AC, utilizing hot glycol defrost, and have a rated capacity of approximately 3.5 TR (Tons Refrigeration) each at a room temperature of -30F using -37F glycol (the assumed specification of heat transfer must be for 60% ethylene glycol), a lower than standard 7-degree temperature delta between the process fluid and the target room temperature. Each AHU must operate off a separate 480V, 3ph 60hz AC circuit.
Electrically heated drain pans and defrost lines must be standard off a separate 110-120V circuit with adjustable temperature control. The drain pans and defrost lines for each unit must be supplied off a separate circuit. The units must be capable of working to supply variable room temperatures in a range from 70F to -30F.
Recirculating loop. The Air Handler Units shall come equipped with a glycol recirculating loop to allow precise temperature control. This loop shall be fully insulated on installation and shall be installed with the AHU. Two units must be supplied, one for each loop. 3.0 INSTALLATION & DELIVERY REQUIREMENTS
Site Survey: Before ordering any parts, the vendor must conduct a site survey and gather detailed site data to validate the final election, sizing, and placement of components.
Delivery timetable: Equipment under the base bid must ship NLT 31 December 2022 to be delivered to CRREL in time to meet the time-critical cooling requirement these systems represent. If exercised, the equipment under Option One must ship within 60 days of the base bid equipment (1 March 2023).
Spill Prevention: Bolt on flanges must be installed on the cut glycol pipes during demolition to provide supplemental holding of the severed glycol lines during the period of work in case the isolation valves experience leakage or blow past. The remainder of the glycol system for Cold Rooms not part of the scope of this work will remain in regular operation during the installation of the new equipment.
General Installation: The quoted cost will include full installation and start-up as well as warranty against defect.
Installation must be accepted by the government following submittal of as-installed drawings and results from system pressure testing. Government acceptance depends on testing the system to temperatures of -15F room temperature, held for a period of 48 hrs., for each cold room on which work is performed. Testing shall be conducted separately for each Cold Room.
Installation, Per Room, Base Bid: The quoted cost shall include installation of all supplied AHUs, pumps, circulating loops, valves, PLCs and associated systems to include piping runs up to 15 ft in length per each glycol loop (cold/hot) per AHU with insulation (not to include length of circulating loop with insulation, which is dependent on vendor AHU selection). This is a total of 30 ft of piping and 30 ft of insulation per room, as well as electrical conduit and wire feed, terminating power in existing electrical panels, and daily clean up to contractor supplied dumpster.
Installation, Per Loop, Cold Pit Option One: The quoted cost shall include installation of all supplied AHUs, pumps, circulating loops, valves, PLCs and associated systems to include piping runs up to 20 ft in length per each glycol loop (cold/hot) per AHU with insulation (not to include length of circulating loop with insulation, which is dependent on vendor AHU selection). This is a total of 40 ft of piping and 40 ft of insulation per loop, and 80 ft of piping and 80 ft of insulation in total in the Option, as well as electrical conduit and wire feed, terminating power in existing electrical panels, and daily clean up to contractor supplied dumpster.
Demolition of old systems, Base Bid: The quoted cost will include removal, and demolition of pipe connections, old control valves, old pneumatics and controls, old AHU and all associated systems as field-marked by the Government. The quoted cost will include removal and demolition of all existing electrical circuits associated with the existing AHUs, and power and controls to the existing pneumatic system. The vendor will need to remove the light fixtures to successfully demolish the old AHUs; a new installation must then be supplied.
Demolition of old systems, Cold Pit Option One: The quoted cost will include removal, and demolition of pipe connections, old control valves, old pneumatics and controls, old AHU and all associated systems as field-marked by the Government. The quoted cost will include removal and demolition of all existing electrical circuits associated with the existing AHUs, and power and controls to the existing pneumatic system. The vendor will need to remove the light fixtures to successfully demolish the old AHUs; a new installation must then be supplied.
Rating of Piping and Insulation: New piping and insulation must be rated for -50F temperatures to support the use of process glycol at temperatures as low as -40F. All piping must be compatible metals to the existing piping to be removed and must be complete through the wall of the room. All components of the system handling cold process glycol must be insulated to a standard equivalent to the Dow/Polyguard ZeroPerm insulation system, or its equivalent from another manufacturer.
Repair of Damage from Demolition and Installation: Based on previous experience by the Government in the installation of evaporators and relocation of evaporators in the Cold Rooms Complex, and the condition of the rooms, which were built of vintage Structural Insulated Panels dating to the 1960s, damage to the airtight seal of the rooms, including buckling and delamination of the Marlite paneling on the walls, is expected during the demolition of the old AHUs and installation of the new AHUs. The following special measures must be taken to restore the rooms to as-new condition when installation is completed:
a. Wash, acid etch, and caulk all seams of all existing Marlite paneling areas in each cold room in which an AHU is installed. Caulking must be moisture impermeable and rated to -30F or better.
b. Apply one coat of primer to all existing Marlite paneling areas.
c. Apply two finish coats of acrylic paint rated to -30 degrees Fahrenheit to all existing Marlite paneling areas.
d. Replace lighting fixtures removed during demolition.
The vendor is not expected to guarantee or warranty an airtight seal. The Government accepts all liability from the repair work described above and its success at restoring a proper seal to the Cold Room on which the installation work for the AHUs has been performed.
Training: One (1) day of training for up to eight (8) personnel must be provided in the operation of the new system, and one (1) day of training for up to eight (8) personnel on the basic maintenance procedures.
Testing: Before payment for installation, certified leak and pressure tests must be conducted on all pipe systems. All testing and cut ins need to be scheduled in advance with the TPOC.
Equipment Warranty: The vendor is requested to provide information explaining their equipment warranty and support policies to cover system problems or malfunctions inherent to the system (i.e., not caused by customer use).
Equipment that fails to perform as required will need field service deployments by Vendor technicians for check-out or trouble shooting; the government requires the vendor will address equipment malfunctions inherent to the system (i.e., not caused by CRREL use). A standard one-year warranty applies.
Point of Contact (POC) Requirement: Contractor shall identify a single point of contact with decision-making authority. His/her duties shall include, but are not limited to, ensuring contractor compliance with security, safety, scheduling, and non-smoking requirements. See Sections: 7 Safety, 8 Scheduling, 9 Security, and 10 Smoking Policy. The POC is required to be present at an initial post award conference after award of this contract. See Section 8.0, 2. Post Award Conference.
Technical Point of Contact: TPOCs offer technical backgrounds as subject matter experts (SMEs) in areas relevant to the contract. TPOCs provide value added technical feedback to the vendor and contractor performance feedback to the Contracting Office (KO). TPOCs may coordinate with the contractor to consult, support execution, assist with access to necessary government facilities or supplies, review reports, review deliverables, and act as the government sponsor where engagement with other government entities is required (e.g., site access, product transition). The TPOC shall allocate necessary time and attention to this contract to fulfill all product review and acceptance responsibilities in a reasonable timeframe as determined. Recurring failures to execute TPOC responsibilities shall require the KO to inform the TPOC’s First and/or Second Level Supervisors.
Other TPOCs may engage as work evolves and will be formally introduced to the contractor by the Lead TPOC. The offeror is reminded that only a warranted Contracting Officer, acting within their appointed limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, you shall not proceed with the change and shall immediately notify the Contracting Officer. Proceeding with any work not authorized by the Contracting Officer will be at the Contractor's own risk.
4.0 SUBMITTALS
A. General Submittals for Government Approval:
(1) List of Vendor Personnel: Prior to or at the Post Award Conference the Vendor shall submit to the
TPOC for approval a complete list of Vendor employees expected to work on the CRREL site. The Vendor shall verify U.S. citizenship for all employees on the list. The list shall include the name and telephone number of the Vendor POC for the contract. The list shall be kept up to date if there are changes during the period of performance.
(2) Final installation plan drawings showing the configuration of the installation, before installation work commences.
(3) Drawings and materials lists demonstrating sufficiency of proposed new electrical feeder to meet power requirements of the new AHUs.
(4) Cut sheets for all AHUs, pumps, valves, PLCs, switches, insulation, and piping segments to be delivered and installed as part of this DOR.
B. Timing of Submittals: Submittals shall be provided for government review within 2 weeks of the site visit or post-award conference, whichever is later.
5.0 STRUCTURING THE PRICE PROPOSAL:
The vendor is required to present a price proposal with the price to purchase the AHUs for each room, with installation included, itemized by room. Payment in full for the AHU, all associated equipment (pumps, valves, PLCs, etc.) and installation will be provided on the completion of each room. Additionally, the provision of drawings of the equipment as installed and training for the operators should be a separate item. The price structure breakdown is as follows:
a. Cold Room 153 AHU and associated pump, valve and control equipment.
b. Cold Room 162 AHU and associated pump, valve and control equipment.
c. Cold Room 163 AHU and associated pump, valve and control equipment.
d. Cold Room 164 AHU and associated pump, valve and control equipment.
e. Cold Pit, both loops, Option One. AHUs and associated pump, valve and control equipment for two loops.
f. Final as-installed drawings and training for operators.
5.1 Option Pricing
Option pricing must hold for 60 days after the award of the base contract.
6.0 DELIVERY TIMELINE REQUIREMENTS:
This project has an accelerated delivery schedule because of operational urgency. We require shipment for all equipment in the base bid by 31 December 2022, with arrival on site by 17 January 2023, with installation beginning by 31 January 2023.
6.1 Option Delivery Schedule
Shipment for all equipment in Option One, if exercised, must be completed by 2 March 2023, with arrival on site by 17 March 2023, and installation beginning on 1 April 2023.
7.0 EVALUATION AND PERFORMANCE METRICS:

PLC The PLC must offer control of both the room air temperature from 70F to -30F and the temperature delta (difference) between the glycol and the air temperature used to obtain that air temperature; the later is obtained by selecting a mixed target temperature on the recirculating loop (this temperature is given by the temperature probe on the glycol recirculating loop supply side to the AHU).
AHU fans. The AHU fan motors must have at least two speeds, a high speed during high ramp rate operations up or down, and a low-speed setting for operations within +/- 5 degrees F of the target room air temperature.
Glycol compatibility All equipment must be compatible with both ethylene glycol and Dow Norkool SLH in 55 – 60% concentrations.
Air temperature probes Compatible low-voltage controls with PLC, installed near ceiling at center of room with allowances for AHU position.
Glycol temperature probes Intake and outtake glycol temperature probes and wells must be carried as a cost for installation on the recirculating loop. Compatible low-voltage controls with
PLC.
Delivery timetable System must be delivered to CRREL on the date specified in the “Delivery Timeline Requirements”
Power supply AHUs and pumps should be supplied off one circuit per cooling loop on 480V supply. PLCs and defrost pans and drains should be supplied off separate 120V circuits.
Pump power supply New glycol pumps must be powered integrally as part of the AHUs.
Equipment Warranty Vendor must provide details on warranty support and provide a standard one-year warranty.
8.0 OTHER PROVISIONS
Covering requirements for personnel conducting installation of the procured AHUs, pumps, valves, and controllers.
8.1 LICENSING/CERTIFICATIONS
A. Overview: The Vendor must provide copies of their personnel’s licenses and/or certifications that pertain to this project. See Section 5 C.
B. Site Safety and Health Officer (SSHO): The Vendor shall designate one Person as the SSHO and their training, experience, and qualifications shall be in accordance with EM 385-1-1 (corps of Engineers Safety and Health Requirements Manual). The Vendor shall submit documentation of SSHO qualifications to the TPOC.
(1) The SSHO shall be present at the work site at all times while the Vendor performs work under this contract.
(2) The SSHO shall have a minimum of 2 years’ experience in similar work environments; shall have experience in personal protective equipment; and a working knowledge of safety procedures as well as Federal and State occupational safety and health regulations.
(3) The SSHO shall have at least a 10-hour OSHA Safety Class certificate.
(4) Vendor employees performing other duties on site, that are qualified, may also be the designated
SSHO for this project.
C. Disciplines: Vendor shall provide a copy of each employee’s licenses and certifications to the TPOC.
(1) HVAC&R Technicians – Vendor personnel performing the installation of the refrigeration equipment shall have an HVAC&R Technicians license. It shall be provided either from a reciprocal state, NATE, or other equivalent recognized certification. Refrigeration and HVAC technicians shall hold an EPA Universal Refrigerant License.
(2) Electrical – Contractor personnel accessing panels shall have NFPA 70E Compliant Arc Flash Safety training.
(3) Equipment – Additional manufacturer’s training for specific equipment may be required to perform start-up operations in order to maintain warranties.
8.2 POST AWARD CONFERENCE
8.3 Overview: Vendor shall attend an onsite post award conference that will be arranged by the Government representative before any work on site commences; however, the conference may be scheduled after or concurrently with the site assessment visit by concurrence of the TPOC.
8.4 Purpose: The purpose of the conference is to ensure all requirements for submittals are met, to discuss scheduling, to review safety, security, describe how installation shall be executed, inform Vendor of Government lines of authority, and to address other subjects or questions that may be raised by either the Government or Vendor.
8.5 Requirements: Vendor Site Safety Officer SSHO must be present and shall bring with them to the conference all submittals not previously submitted, including any submittals related to ammonia quantity, safety systems, and release modeling. See 5 B for SSHO Requirement per EM385-1-1. Work shall not commence on site until the conference has taken place, all submittals have been approved, and there are no outstanding issues.
8.3 SAFETY
A. Department of Defense Safety Policies: DoD safety protocols are enforced on the CRREL site. All Vendor personnel shall comply with the safety guidelines in effect before being allowed on the premises. This may include, but is not limited to, answering a health questionnaire, and wearing personal protective equipment (PPE) while on site.
B. Overview: This contract is subject to the requirements of and shall be in accordance with EM 385-1-1, U. S. Army Corps of Engineers Safety and Health Requirements Manual, OSHA 29 CFR 1910 regulations covering personnel protective equipment, the CRREL Safety Office, and to any other local, state, and federal regulations that apply to the work. All Vendor personnel shall maintain safe practices and procedures at all times while on the CRREL site. Materials or products which are toxic, hazardous, or otherwise pose a health risk to any personnel shall not be used, with the exception of oil, glycol, and refrigerant required for the function of the system. Other exceptions may be approved by the TPOC on a case-by-case basis.
C. Accident Prevention Plan (APP): Vendor shall submit to the TPOC for approval an Accident Prevention Plan (APP) which complies with EM 385-1-1 Safety and Health Requirements Manual prior to or at the post award conference. The APP must be approved by the Government before work commences on site.
Minimum requirements for an APP are included in Section 17 APP Outline. Before the start of work, the Vendor shall ensure that the APP is provided to and reviewed by each Vendor employee who will work on site. No separate payment will be made for the APP.
D. Personal Protective Equipment (PPE): Vendor personnel performing work on site shall comply with NFPA 70, NPFA 70E, EM 385-1-1 and OSHA PPE standards for protective equipment. Each specific task will be assessed, and the appropriate PPE shall be used. Examples include, but are not limited to:
Gloves, glasses, hard hat, face shield, steel toed shoes, and Arc Flash clothing. Vendor is required to supply his employees with proper PPE.
E. SDS Sheets: Vendor shall submit to TPOC for review at least 2 business days before bringing on site.
NOTE: No products or equipment containing Trichloroethylene (TCE) or exposed to TCE may be used or brought on site.
F. Routes of Egress: The Vendor shall ensure work does not block egress routes in the case of an emergency.
G. Safety Briefing: The CRREL Safety Office or TPOC will provide a safety briefing that the Vendor shall ensure is reviewed by each Vendor employee before starting work.
H. Fall Protection: Fall protection threshold height is 6 feet. The Vendor shall comply with EM 385-1-1 Safety and Health Requirements Manual when accessing work areas at or above that threshold. OSHA Fall Protection Training for Competent Person is acceptable.
I. Equipment: Vendor equipment used to access work areas (i.e. ladders, lifts, cranes) shall be current with manufacturer’s safety inspections and certificates. Inspection certificates must accompany any equipment used on site. Equipment shall be made available for inspection by the TPOC prior to start of work on site.
J. Barriers/Barricades and Signage: The Vendor shall provide barriers or barricades and signage as necessary to ensure unauthorized pedestrian or vehicle traffic cannot enter into work areas until safe to do so.
K. Portable Extension Cords: If it is necessary to use portable extension Cords, they shall be sized in accordance with manufacturer ratings for the tool to be powered and protected from damage. Portable extension cords shall be GFCI and shall meet the requirements of NFPA 70, NFPA 70E and OSHA electrical standards.
L. Asbestos: If the Vendor encounters any material that could contain asbestos, they shall immediately report finding to TPOC. The material shall not be disturbed until it has been investigated and identified.
8.4 INSTALLATION SCHEDULING
8.4.1 Overview: Scheduling will be discussed at the post award conference. Work shall not commence until the work schedule has been approved. Once approved, the schedule shall be strictly followed. No changes can be made by the Vendor without prior approval of the TPOC. Schedule must conform with commencement of work dates established in section 6.0.
8.4.2. Work Hours: Unless otherwise authorized in writing by the TPOC, the project site will be available for activities during normal work hours of USACE, from 6:00 AM to 6:00 PM, weekdays, excluding Federal holidays. The Government reserves the right to make changes to work hours/days.
8.5 SECURITY PROVISIONS
8.5.1 SECURITY REQUIREMENTS:
All Contractor employees shall comply with all security requirements as written in these specifications and as directed by the CRREL Security Office, the TPOC, and as follows:
8.5.2. General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures—this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
8.5.3. Antiterrorism (AT) Level I Training: All contract personnel requiring routine access to Army installations, facilities, and controlled access areas, or requiring network access shall complete initial and annual refresher AT Level I awareness training. Online AT Level I awareness training is available at https://jko.jten.mil/ (website subject to change).
8.5.4. Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.
8.5.5. Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something):
All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
8.5.6. Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements.
Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
8.6 SMOKING POLICY
8.6.1 Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking on site except in a designated smoking area. Designated smoking areas will be discussed at the post award conference.
8.7 GOVERNMENT FURNISHED UTILITIES
8.7.1 The Government will furnish to the Vendor, in reasonable quantities, water and electricity in order to successfully complete this contract. Vendor may use the sanitary facilities in the Main Lab basement.
8.8 CONTROL OF WASTE
8.8.1 During performance of all work on site, Vendor shall control waste and debris to ensure that it stays within the work area. Vendor shall remove waste and debris from the site and properly dispose of it on a daily basis.
8.9 TOOLS AND EQUIPMENT
