PURCHASE DESCRIPTION
20 Ton Glycol Chiller, Skid Mounted Unit
1.0 REQUIREMENT
General
The Vendor must deliver a 20-Ton refrigeration glycol chiller skid unit matching all specifications in this document, and provide all supplies, supervision, labor, materials, tools and equipment, safety, quality control, mobilization and demobilization necessary to install this unit at the US Army Corps of Engineers Cold Regions Research and Engineering Laboratory (CRREL), Hanover, New Hampshire.
The Cold Regions Research and Engineering Laboratory (CRREL) requires a water-cooled 20-ton chiller-compressor set which is to serve as a critical backup function in the Main Lab Cold Rooms complex. This solicitation is for an industrial process glycol chiller. The system must be industrial rated, use R507 refrigerant except as otherwise provided, and must be capable of providing cold process glycol to support operations down to - 37°F in the Main Lab Cold Rooms Complex, while connecting to the breaker and emergency panel connections, process water, and glycol piping to and from an old, decommissioned 20-ton chiller in the same space, with the scope to include new electrical connectors, scrapping any old piping connectors and insulation that are replaced during hook-up, and training of DPW personnel in the chiller’s operation. The old chiller being replaced must be disposed of as part of the replacement.
Key Evaluation and Performance Metrics (Table 1): Table 1 entitled “Key Evaluation and Performance Metrics” provides the key specifications that must be satisfied, and how they will be used as part of the proposal review process. The specifications are separated into Threshold (minimum mandatory specifications) and Objective (desired specifications). To be considered, your proposal must meet all of the Threshold specifications. Proposal ranking will increase as vendors demonstrate their systems also meet many or all of the objective specifications. We understand that some systems may not be able to meet all of the Objective specifications, but nonetheless we encourage vendors to submit proposals showing where they can meet specifications.
2.0 REQUIRED EQUIPMENT SPECIFICATIONS
Unit Refrigeration Specification: The chiller skid unit shall be rated at 20 tons refrigeration capacity. This is equal to 70kWr (kilowatts refrigeration). This is not a rating of electrical power, but of actual refrigeration capability. The unit must be able to perform at variable demand relative to the maximum peak rating.
Refrigerant specification: It is preferred that the refrigerant be R507, also known as Freon™ 507. This is necessary for compatibility of refrigerants used in the Main Lab Machine Room for safety and detection sensor and alarm purposes. A vendor may alternatively provide an ammonia refrigeration system, but is responsible for proposing ammonia and detection alarm systems integrated with the skid-mounted chiller, a plume map of any possible leak, and a quantity of ammonia in the unit to the government as mandatory submittals for review and approval. In no case shall the worst case leak of ammonia exceed 100lbs.
Water Cooled: The chiller/compressor set must be water cooled from the existing 2” process water lines to the condenser and 1” process water lines to the oil cooler. In both cases the connections on the condenser may be 2.5” and on the oil cooler 1.5”, respectively. Chiller/compressor set shall operate with cooling water temperatures between 50 degF and 80 degF. Provide automated metering valves, recirculating pumps, and/or any other equipment necessary to meet this requirement.
Insulation: All refrigerated components of the skid unit must be fully insulated. A Dow/Polyguard ZeroPerm insulation system, or equal, shall be used.
Glycol cooling capability: The set must provide chilled process glycol at -37 ℉ as measured at the discharge line.
Glycol pumping capability: The provided skid-mounted chiller unit must have an integrated glycol pump rated to provide 140 gpm (gallons per minute) with 55 feet of head. This pump must be installed with the skid as part of the skid, just as the current existing R22 unit has an integrated pump; electrical power to this pump must be supplied off of the power supply for the skid.
Evaporator temperature rating: The chiller must be designed with an evaporator temperature rating of -47 ℉.
Objective: Demonstrate -50℉ during acceptance testing.
Operation at Ambient Conditions: The chiller/compressor set must be designed for all of its components to operate inside at a minimum of 45 ℉ with no humidity requirement, and a maximum of 100 ℉ with 85% humidity, in a non-space-conditioned machinery room.
Industrial Specification: The chiller/compressor set must be built to industrial standards, not commercial. The vendor must clearly state this in their proposal.
Skid Unit: The proposed chiller/compressor unit must be mounted into a single steel framework (“skid”) which is shipped in not more than two pieces and installed in one piece containing everything needed for the operation of the set, including controls interface.
Flow rate: This is the flow rate of glycol through the system. The new chiller must be designed to handle the existing 140 gpm (gallons per minute) with 55 feet of head.
Glycol compatibility: The chiller/compressor set must operate with 55 – 60% concentration glycol; fittings must be compatible with both ethylene glycol and Dow Norkool SLH. The glycol line connections to the chiller barrel must be 4” to be compatible with the existing connections.
Controls and User Interface: The chiller skid unit shall be equipped with a micro-processor control panel with electronic user interface. This control panel must allow for dial-a-temperature control with the capacity of the unit varying as a function of the temperature control, and the software must be configured for operations of this type.
Variable Frequency Drives (VFD’s): The chiller skid shall be equipped with VFDs for the purpose of guaranteeing operational efficiency of the unit (these reduce power consumption when full capacity is not required).
The VFD shall be programmed to avoid drive speeds that cause excessive unit vibration and/or which could damage the equipment.
Power supply: The unit shall be powered by 480 V three-phase 60hz. The skid unit must have only a single power supply for all subsystems, including glycol pumps, and this supply must be from the existing emergency bus panel.
The 20-ton unit is served from a 100A, 3-pole circuit breaker in the ML 480V emergency bus panel. This circuit can carry a maximum 80A, 480V, 3-Ph (~60Hp) continuous load (continuously online for more than 3 hours). The system must be able to operate off of this circuit.
Electrical Feed: A 100A, 3-pole circuit breaker and existing feeder must be installed to support the unit. The Vendor must include materials and installation for up to 60ft of code-compliant feeder for the replacement 20-ton unit, correctly sized by the Vendor to meet the power requirement of the chiller and pumps, to include raceway, conduct and circuit breaker. The feeder must connect to the Main Lab 480V emergency bus, Panel MLBPRE1 in the Main Laboratory main electrical room. MLBPRE1 is a Square D I-Line panel. Submittals showing the installation must be provided which demonstrate to the Government code compliance and the supply of sufficient electrical power for the chiller and pump.
Size: The skid unit for the chiller/compressor set must not be larger than 15x10x10ft (LxWxH).
Installation Access: The skid unit must be fit through 10.5ftx10.5ft openings for access into the machinery room.
3.0 INSTALLATION & DELIVERY REQUIREMENTS
Delivery timetable: Equipment must ship NLT 15 November 2021 to be delivered to CRREL in time to meet the time-critical cooling requirement this system represents.
Spill Prevention: Bolt on flanges must be installed on the cut glycol pipes during demolition to provide supplemental holding of the severed glycol lines during the period of work in case the isolation valves experience leakage or blow-past.
General Installation: The quoted cost will include full installation and start-up as well as warranty against defect.
Installation must be accepted by the government following submittal of as-installed drawings and results from system pressure testing. Government acceptance depends on a demonstration of successful glycol cooling to the required performance specifications based on an operational test with the glycol temperature measured where glycol leaves the chiller barrel of the system.
Levelling: The Vendor is responsible for providing a level service for the skid to rest on. The skid must be installed in a manner which provides appropriate vibration dampening. It is the obligation of the vendor to determine a method of levelling, isolation and vibration dampening which complies with the requirements from the manufacturer for the safe operation of the system. Submittals showing that the proposed method of installation complies with the manufacturer requirements for levelling, isolation and vibration dampening must be reviewed and approved by the Technical Point of Contact (TPOC) before installation begins.
Demolition of old system: The quoted cost will include removal, and demolition of pipe connections and the old 20-ton chiller, including draining, purging, and certification of removal of all refrigerant and oil in full compliance with EPA, OSHA and NH State regulations. Disposal obligation by vendor shall include all listed fluids as well as any glycol not returned to the system on the completion of work. Rigging (to include all lifting and moving equipment and labor) will be quoted as part of a separate line from demolition but must be included in the overall quote.
Training: 3 days of training for up to 8 personnel must be provided in the operation of the new system. In addition, a training video is required during the training to provide start-up/shutdown/settings/micro-controller diagnostic features and alarm features and emergency shutdown protocols.
Testing: Before payment for installation, certified leak and pressure tests must be conducted on all pipe systems. A load test on the Cold Rooms Complex must be scheduled for acceptance, with an increasing number of cold rooms being brought on over a three-day period until the unit can no longer meet demand. All testing and cut ins need to be scheduled in advance with the TPOC.
Equipment Warranty: The vendor is requested to provide information explaining their equipment warranty and support policies to cover system problems or malfunctions inherent to the system (i.e., not caused by customer use).
Equipment that fails to perform as required will need field service deployments by Vendor technicians for check-out or trouble shooting; the government requires the vendor will address equipment malfunctions inherent to the system (i.e., not caused by CRREL use). A two-year warranty is required instead of the standard one-year warranty, to accommodate CRREL’s unusual duty cycle and extended break-in periods for back-up equipment of this type.
Point of Contact (POC) Requirement: Contractor shall identify a single point of contact with decision-making authority. His/her duties shall include, but are not limited to, ensuring contractor compliance with security, safety, scheduling, and non-smoking requirements.
